National governments in several countries have promoted and carried out different forms of mergers, consolidations and alliances within their higher education systems in order to increase efficiency, effectiveness and governmental control to ensure that the universities more directly serve the national and regional economic and social objectives. This article sets out to explore structural reforms between and within universities from a micro-level perspective by investigating how academics make sense of and respond to the structural reforms, and how these reforms shape academic cultures, work practices and identities. Drawing upon in-depth interviews with 31 Finnish academics working under structural rearrangements, five core meanings of structural reforms are discerned: structural development as part of a flood of changes, expanding bureaucracy, profiling, searching for partners and branding. The paper concludes that structural reforms along with other managerial transformations foster experiences of competition and polarization at the departmental and individual level of academia, involving redefining what it means to be a successful academic.  相似文献

With what mechanisms and cultural resources do market actors pursue change? Based on an analysis of business-to-business advertisements in two US food industry trade publications, we show the generative influence of social movements on perceived market opportunities. Building on recent scholarship on market-making, we find that market actors articulate and reshape critiques of their own industry by making claims about what consumers ostensibly want and about how their products can satisfy those desires. We find that business-to-business food ingredient advertisements selectively articulate precepts of the emergent ‘good food’ movement by urging manufacturers to develop healthy, natural, and ‘clean’ foods. While ‘good food’ advocates typically portray processed and packaged food as inherently unhealthy, suppliers and trade associations' advertisements transform this critique by claiming that products will be more marketable to consumers if they are made with ingredients designed to provide specific health benefits and to comply with federally mandated product labeling regulations. As such, we find that these business-to-business advertisements mediate between imagined demands and pragmatic constraints while serving as a conduit for the influence of social movements on industry practices and products.  相似文献

This paper examines the potential pitfalls for academic research associated with goal displacements in the implementation of goals and indicators of research commercialization. We ask why patenting has come to serve as the key policy indicator of innovative capacity and what consequences this has for the organization of academic research. To address these questions, the paper presents a case study from Denmark on, firstly, why and how the 1999 Danish ‘Act on Inventions’ introduced patenting as a central instrument to Danish science policy and, secondly, the effects the Act has had on Danish university organization and research practices. We trace why and how commercialization was introduced as an important objective in Danish science policy since the 1980s. The increased focus on patents is explained as an isomorphic adjustment to an international ‘science policy field,’ manifested in particular through OECD statistics, where patenting has come to serve as a key metric in international rankings. In a second step, we examine what effects the patenting requirements have had on organization and research practice at a Danish university. We show that in practice ‘number of patents’ changed from serving as an indicator of innovative capacity to being a policy goal in itself, thus in effect producing a goal displacement that is potentially damaging for both academic research and innovation capacity of the surrounding society. As a consequence of this goal displacement, active scientists now increasingly engage in patenting primarily as a means to fulfill organizational targets and to increase their ‘fundability,’ rather than to promote commercial applications of their research. In conclusion, we discuss how these unfulfilled policy ambitions have led to a retrospective redefinition of policy goals rather than an adjustment of the actual policy tools.  相似文献

This paper responds to a trend of contracting out subjective well-being econometrics to demonstrate social return on investment (SROI) for evidence-based policy-making. We discuss an evolving ecology of ‘external’ research taking place ‘between’ the academy and commercial consultancy. We then contextualise this as waves of research methodologies and consultancy for the cultural sector. The new model of ‘external between’ consultancy research for policy is not only placed between the University and the market, but also facilitates discourse between policy sectors, government, the media and the academy. Specifically, it enables seductive but selective arguments for advocacy that claim authority through academic affiliation, yet are not evaluated for robustness. To critically engage with an emergent form of what Stone calls ‘causal stories’, we replicate a publicly funded externally commissioned SROI model that argues for the value of cultural activities to well-being. We find that the author’s operationalisation of participation and well-being are crucial, yet their representation of the relationship problematic, and their estimates questionable. This case study ‘re-performs’ econometric modelling national-level survey data for the cultural sector to reveal practices that create norms of expertise for policy-making that are not rigorous. We conclude that fluid claims to authority allow experimental econometric models and measures to perform across the cultural economy as if ratified. This new model of advocacy research requires closer academic consideration given the changing research funding structures and recent attention to expertise and the contracting out of public services.  相似文献

A performance-based funding system like the United Kingdom’s ‘Research Excellence Framework’ (REF) symbolizes the re-rationalization of higher education according to neoliberal ideology and New Public Management technologies. The REF is also significant for disclosing the kinds of behaviour that characterize universities’ response to government demands for research auditability. In this paper, we consider the casualties of what Henry Giroux (2014) calls “neoliberalism’s war on higher education” or more precisely the deleterious consequences of non-participation in the REF. We also discuss the ways with which higher education’s competition fetish, embodied within the REF, affects the instrumentalization of academic research and the diminution of academic freedom, autonomy and criticality.  相似文献

Do we not find that the repetitive deployment of certain phrases and words in academic language entails a conceptualisation of meaning into objects that are thereafter encountered daily not as thoughts or ideas but merely as a socio-cultural force? Is it not necessary to identify and illuminate them, and to contrive some sort of resistance to their potent, though unrecognised, illocutionary effects? This article concerns the everyday cultural practices of academic life. It is an attempted intervention into the mundane language use of academics in order to impact critically upon the ongoing and constant articulation of certain culturally latent assumptions into political effects. I argue that within the social and human sciences ‘sump concepts’ are those extremely common concepts that recur in analysis and explanation due to their easy accessibility and to the function that they serve in reproducing certain discourses of social power. In particular, they constitute territorialisations of language, linguistic creations that close off polyvocity, contingency and possibility through identity-thinking into sutured and reactionary conceptualisations. I present a selection of three sump concepts that have become thoroughly imbricated into the discursive culture of academic life – Bottom-Up, Evolution, and Concrete – and that are complacently resorted to on a daily basis in social science research and in social discourse. By exploring their potencies, purposes and pitfalls, I demand a more cautious and considered deployment of these concepts in our academic discourses, and advocate for a critical practice of negative dialectics.  相似文献

In this article, we examine how models working on Chaturbate, one of the world’s most popular adult webcam platforms, negotiate and make sense of the dynamic ways in which this platform configures their competitive environment. By combining different perspectives from the field of economic sociology, we demonstrate how competition on Chaturbate is shaped by various market devices whose strategic negotiation informs – and is informed by – the moral economy articulated on web forums where models gather to discuss their work experiences and market strategies. We first introduce Chaturbate and the ways in which it organizes market competition, surveying the environment models have to negotiate. We then zoom in on two controversial strategies for beating the competition, each of which upset the moral economy of Chaturbate’s model community. Subsequently, we turn to what models term ‘the hustle,’ which encompasses a number of competitive strategies and criteria judged to be fair and thus legitimate. The final part of our analysis considers the limitations of the hustle, as well as the meritocratic and entrepreneurial discourse that surround it, in light of what we identify as Chaturbate’s ‘manufactured uncertainty.’  相似文献

The ways in which societies and institutions institutionalize and practice invention management reflects not only how new ideas are valued, but also imaginaries about the role of science and technology for societal development. Often taking the US Bayh-Dole-Act as a model, many European states have recently implemented changes in how inventions at academic institutions are to be handled to optimize their societal impact. We analyze how these changes have been taken up—and made sense of—in regions with different pre-existing infrastructures, practices and semantics of invention management. For doing so, we build on a comparative analysis of continuities and changes in infrastructures, practices and semantics of invention management in North-Rhine Westphalia (NRW, a former Western state) and Saxony (a former GDR state) to reflect on how academic institutions have been handling inventions along transforming socio-political contexts. Building on document analysis and qualitative interviews with research managers, we discuss ongoing differences in practices of invention management and the semantic framing of the societal value of inventions in NRW and Saxony, and discuss how this can be understood before the background of their ideological, political and economic separation until reunification in 1990. Joining the conceptual perspectives of path dependencies and sociotechnical imaginaries, we argue that two critical incidents in the history of these states (the reunification in 1990 and a legal change in 2002) allowed for wide-ranging institutional alignments, but also allowed path dependencies in practices and semantics of invention management to prevail.  相似文献

Abstract

This study illustrates the narrative construction of diasporic refugee identities in times of sociopolitical tensions. Specifically, this paper is concerned with how Iraqi refugees living in the United States constituted their identities through narrating in times of the War in Iraq. Gergen's social constructionist approach towards narrating and current theorizing in diaspora studies build the theoretical bases for the analysis. Narratives were collected through participant observations, interviews, and group discussion in the Pacific Northwest of the United States before, during, and after combat operations in Iraq were declared to be over by President Bush. The paper answers three questions. First, which events triggered the construction of Iraqi refugee identities in the United States? Second, what is the role of narrating in constituting Iraqi identities? Third, do the Iraqi narrators construct diasporic imaginations and if so, how? The findings show that the narrative construction of being Iraqi and a refugee was a relational achievement and situated response. The respondents constructed imaginations of transnational communities that included Iraqis in Iraq, Iraqis in refugee camps, and Iraqis in the United States. By integrating their emerging political voices in the United States with their political resistor identities in Iraq, the narrators made salient transnational links between being Iraqi, a displaced person, and a member of U.S. society, disrupted political discourses about Iraqis in the United States, and affirmed moral values.  相似文献

What does freezing human tissue and fluids, or human remains, do to the mobility, temporality, and value of such objects? While Jacques Derrida toward the end of his life considered the consequences for the remainder of burial and cremation, he did not consider freezing, the production of latent or interrupted life. Here I invoke Derrida in discussion of how in the investigation of the fatal brain disease kuru, the partible tissues of the Fore people of Papua New Guinea became frozen spectral commodities in the exchange regimes of modern biomedical science – and how they gained, or retained, value as they were objectified. I follow these Fore – or kuru – valuables into the frozen archive, asking what has become of the remainder, whether it now amounts to anything more than defrosting debris among the postcolonial ruins. I ask what is the value of latent life? Or, rather, who is the value of latent life? This essay therefore serves as a supplement to more economistic estimates of biovalue.  相似文献

How one copy of a film or a single is made illegal, while its identical twin is treated as legitimate? By drawing from the material collected in Russia on the illegal copying and distribution of video and musical contents, this paper moves beyond the definition of media piracy in legal terms, and instead examines practices of copying, the properties of copies, and the motivations that drive their circulation, color laws and their continuous application. It approaches the copy not as an isolated, individual unit but part of an assemblage, and demonstrates the existence of a specific culture of circulation which brings together its diverse components as one ‘catchment’. In Russia, the legal and pirate media markets do not stand in opposition to one another but co-exist and even enable each other. Media goods have social value that extends beyond commercial, and which is strongly associated with the cultural reproduction of audiences who are cosmopolitan in character and partake in the transnational circuits of culture. Finally, the very definition of what is ‘legal’ in Russian is an outcome of the unstable process of authentication in which experts test, guess and create material trails of evidence to stabilize elusive digital substances. On the basis of these findings, the paper problematizes the social imaginary around the digital copy and with it, the widely circulating notion of ‘piracy’.  相似文献

This paper reflects on quality assessment and performance evaluation in higher education, namely by analysing the insufficient link between those two aspects. We start by reviewing the current state of the art regarding different processes and mechanisms of quality assessment and performance evaluation and discuss some of the major issues regarding the implementation of some of them. In particular, we analyse the current limitations regarding data collected, available and publicised on the performance of HEIs and the problems those limitations bring to a fair evaluation of higher education. Through this analysis we intend to contribute to a better understanding of the mechanisms of evaluation in higher education and the way these may lead to the promotion of better quality assessment practices and institutional management.  相似文献

Although existing scholarship offers critical insights into the working mechanisms of project-based research funding, little is known about the actual practice of writing grant proposals. Our study seeks to add a longitudinal dimension to the ongoing debate on the implications of competitive research funding by focusing on the incremental adjustment of the funder/fundee relationship around a common discursive practice that consists in describing and evaluating research projects: How has the perception of what constitutes a legitimate funding claim changed over time and why? By investigating the normative framework enacted in the justification strategies of applicants, we shed light on the historical coevolution of the increasing competition for project funding, the epistemic culture of applicants, and grant writing rhetoric. To do this, we mobilize a comprehensive data set consisting of archival data from Europe’s oldest and largest funding agency, the Deutsche Forschungsgemeinschaft, as well as a corpus of 80 successful grant proposals written between 1975 and 2005. We find that the 1990s mark an important normative consolidation of what we consider to be a legitimate funding claim: Ensuring the success of the project and the project’s results becomes a major concern in applicant rhetoric. This time period coincides with a substantive rise in the level of competition for project funding. Yet, even though justification strategies might seem to address the same issues in grant proposals across the disciplines under investigation, the normative framework to which applicants refer differs according to the applicant’s epistemic culture.  相似文献

What happens when management consultants enter the academic arena and offer their services to universities? In the following article, we examine this question by drawing on findings from a qualitative study based on a series of 30 interviews with senior management consultants and academic managers in Germany. The aim of this explorative study is, first of all, to provide theoretically informed observations about the working mechanisms of management consulting in academia. A second, and related objective, is to contribute to the ongoing debate on the changing nature, role, and implications of managerial expertise and authority in higher education institutions. We begin our study by providing an overview of the literature on the changing nature of university management. Although these studies show a shift in the power constellation of universities from professional to managerial authority, we argue that they remain suspiciously vague as concerns the way academics and managers actually deal with this conflicting situation. By drawing on the insights of consulting studies, we then explore the stakes of consultancy in academic change projects and determine the analytical factors that will guide our qualitative analysis. Finally, we present and discuss the findings before concluding with more general remarks on the nature of academic management in German universities.  相似文献

The literature of cultural economics generally finds that an artistic education has no significant impact on artists’ income and careers in the arts. In artists’ labor markets, indefinable features such as talent and artistic creativity apparently contribute more to success or higher rates of payment than education and training. In this article, we will readdress this question by looking at the artists’ survival in the arts occupations. We find it reasonable to expect than an artistic education can have a significant impact on artists’ careers because of the importance of technical skills, networks and signaling effects. We analyze the question by using a unique longitudinal dataset for five different groups of artists in Denmark, using the Cox model to apply survival functions and semi-parametric analysis. The results show, among other things, that an artistic education has a significant impact on artists’ careers in the arts, and we find important industry differences.  相似文献

In this paper, I analyze how recent calls to internationalize publication behavior affect research practices at an automotive engineering department in Germany. Automotive engineering is a field with traditionally rather scarce publication activity and strong connections to industry. Substantial authority to define suitable research problems and ways of organizing knowledge production on a daily basis was therefore reserved for local academic elites as well as corporate partners. However, as engineers are increasingly expected to prove their performance through publishing in international peer-reviewed journals, the judgment as to what should be considered “interesting” or “robust” research is partly relegated to a gradually globalizing community of academic peers. This generates a variety of tensions with established ways of coordinating epistemic work at the department studied here. For example, the thematic interests of journals tend to exert a disruptive centrifugal pull in the context of an otherwise highly modular research culture, and possibilities to publish in international venues are unequally distributed across individual research projects. But while department members agree that there is a lack of fit between current practices and new expectations towards their publishing behavior, their opinions about the conclusions that should be drawn differ significantly. Some researchers argue that profound organizational changes are necessary to foster the academic rigor of German engineering research. Others believe that evaluation criteria should simply be adapted. This situation is arguably characteristic for research areas with a traditionally strong orientation to local stakeholders, and it suggests a need for more deliberative, participatory approaches to research evaluation in such fields.  相似文献

As they conduct the practical work of collaborating during meetings, nonprofit stakeholders construct, negotiate, and manage identities. In this article we use membership categorization analysis to explore how meeting participants avow and ascribe cultural identities during collaborative meetings in two nonprofit organizations. Examination of identification practices, including employing labels for ethnic categories and implicating cultural identities through category-relevant predicates—which are part of the practical work of collaborating in nonprofit organizations—can serve as an aid to understanding how stakeholders negotiate interorganizational collaboration in social interaction.  相似文献

This paper explores the ways in which postdoctoral life scientists engage in supervision work in academic institutions in Austria. Reward systems and career conditions in academic institutions in most European and other OECD countries have changed significantly during the last two decades. While an increasing focus is put on evaluating research performances, little reward is attached to excellent performances in mentoring and advising students. Postdoctoral scientists mostly inhabit fragile institutional positions and experience harsh competition, as the number of available senior positions is small compared to that of young scientists striving for an academic career. To prevail in this competition, publications and mobility are key. Educational work is rarely rewarded. Nevertheless, postdocs play a key role in educating PhD students, as overburdened senior scientists often pass on practical supervision duties to their postdoctoral fellows. This paper shows how under these conditions, postdocs reframe the students they supervise as potential resources for co-authored publications. What might look like a mutually beneficial solution at a first glance, in practice implies the subordination of the values of education to the logic of production, which marginalizes spaces primarily devoted to education. The author argues that conflicts like this are indicative of broader changes in the cultural norms of science and academic citizenship, rendering community-oriented tasks such as education work less attractive to academic scientists. Since education and supervision work are central cornerstones of any functioning higher education and research system, this could have negative repercussions for the long-term development of academic institutions.  相似文献
