New Approaches to Staff Recruitment in Higher Education

This paper describes briefly the academic tenure and its legislative terms in the UK, over the last twenty years. The author refers to the current wider situation/trends in the international higher education arena of two categories of academic staff – “established” staff (on permanent contract) and fixed‐term staff – and to how their levels of protection can have an impact on the overall health of the universities and their academic freedom.     

民办高等教育发展的路径选择——以新建地方本科院校转制为例

随着高等教育大众化进程的不断加快,要从根本上解决高等教育的供需矛盾,吸纳更多社会资金来推动高等教育的持续发展,必须积极探索民办高等教育发展的新途径,在继续推进普通民办高校和独立学院健康发展的同时,新建地方本科院校的转制也是可供选择的现实路径。

The Introduction of Portfolios in Higher Education: a comparative study in the UK and the Netherlands

This article describes a comparative study of the introduction of student portfolios in two departments of the Vrije Universiteit Amsterdam in the Netherlands and Nottingham Trent University in the UK. Portfolios are designed to facilitate effective management of lifelong learning, to provide a record of achievements and to encourage self-reflection by students.
The justifications for the portfolio initiative are different in the two countries. At the Vrije Universiteit, the initiative arose within the University but is being implemented by individual faculties. There is no standard model of implementation. At Nottingham Trent University, portfolios are being introduced as a response to a government directive, as part of a lifelong learning portfolio that each individual will carry forward into their working life. The University's response to this imperative is top-down and a University-wide model is being sought. The department model is one of several models that are being evaluated for this purpose.
This research project investigates whether these alternative starting points lead to differential responses from student users or not. Data are drawn from quantitative (questionnaires) and qualitative (interviews with managers, consultants and teachers) sources. Similarities and differences in students' responses to the portfolio exercise are identified and discussed in terms of factors such as the way the portfolios are introduced, the incentives offered to complete them, the role of the lecturer and peers in the monitoring of study progress, the quality of self-regulative skills, and students' learning expectations.

高职院校落实通识教育的途径研究

通识教育的起源和发展有着悠久的历史,现在已是世界各大学普遍接受的国际化议题,应当引起中国教育界的充分重视。目前,高职教育已在中国大陆我国高等教育中占据半壁江山,通识教育如何在高职院校实施显得尤为重要。在我国目前的通识教育中,还存在诸如认识不到位、设置不合理等问题。基于此,通过研究课程设置方法的途径,就如何落实高职院校的通识教育问题进行探讨。

高等教育大众化是社会经济发展的需求,也是满足广大人民群众接受高等教育意愿的必由之路。但是,在高等教育从精英型向大众化过渡的过程中,必然要面对诸如教育质量可能下降、教育资源紧缺一类的问题。这就需要通过实施多元化办学和通识教育,平衡大学、政府和市场之间的关系,融通教育市场等措施,尽快引领高等教育实现大众化过程中从量变到质变的转化,从外延扩张到内涵发展的转变,最终走向健康和谐的良性发展道路。

我国高等职业教育要改革和发展,就必须重视高职理论的研究,要借鉴国外职业教育的成功作法和经验。加拿大的CBE模式以能力本位为核心,符合我国的国情,为我国高等职业教育人才的培养模式提供了可借鉴的构建方法。

贯彻落实＂314＂总体部署和建设统筹城乡综合配套改革试验区等,要求重庆高等教育率先发展。经过建国60年,特别是改革开放30余年来的大发展、大积淀,重庆高等教育已经奠定了率先发展的坚实基础;只要战略明确、路径正确、措施得当,重庆高等教育将能够实现＂率先发展＂的目标,为重庆和国家经济社会发展提供强大的人才支持和智力贡献。实现率先发展需要从创新政策,优化结构,提高质量,增加投入,改革体制,促进科技创新,强化队伍建设,加强国际化、信息化和法制化等方面着力推进。
