Interface between Culture and Disability in the Tanzanian Context: Part II

A few studies carried out in Africa suggest that people with disabilities are marginalised. In some communities, teaching people with disabilities is forbidden and in others they are considered sub‐human. Such a stereotypic suggestion runs the risk of being generalised to other communities. This study counters this proposition in relation to communities in Tanzania. Interviews and a collection of proverbs, riddles and poems indicate that people with disabilities are not marginalised and that the principles of normalisation and integration underlie traditional community living.

本文在对高低语境文化的概念进行界定之后,根据文化是一个综合性整体的特点,讨论两者之间文化价值观念的差异;接着从认知的角度,分析造成高低语境文化差异的历史因素及其必然导致交际模式的差异,从而给跨文化交际带来困难。同时在论述过程中,提出了高语境文化形成的两个条件。     

Devolution and Disability Equality Legislation: The Implementation of Part 4 of the Disability Discrimination Act 1995 in England and Scotland

Part 4 of the Disability Discrimination Act 1995 (as amended) came into force in September 2002. The Act covers Great Britain but, in relation to schools, is implemented through different special educational needs legislation in England and Scotland. This article by Sheila Riddell, Professor of Social Policy (Disability Studies) at Glasgow University and Director of the Strathclyde Centre for Disability Research, explores the key differences in these legal frameworks, and discusses their implications for delivering consistent anti-discrimination policies north and south of the border. Professor Riddell argues that there is a need for close monitoring of the implementation of Part 4 of the DDA in English and Scottish schools. If major differences in implementation of the legislation emerge over time, there may be a need to consider the case for devolving responsibility for equal opportunities to the Holyrood Parliament or amending national education legislation to make it more consistent. This article will be of interest to anyone concerned with the implementation of Part 4 of the Disability Discrimination Act in England and Scotland.     

Social-Cultural Context of Disability: Implications for Scientific Inquiry and Professional Preparation

Disability has long been considered a biological category. Our research and professional practice has traditionally reflected this perspective. Recent scholarship emerging out of the disability rights movements and grounded in disability studies promotes new understanding of disability as socially constructed and as social identity. In considering disability in the social-cultural context, the scholarly inquiry and professional practices in kinesiology and physical education must change. To do so requires an examination of the assumptions abut disability, the body, and physical activity. As we challenge these assumptions and traditional views of disability, our research can become more meaningful and relevant to individuals with a disability and informative to the body of knowledge underlying kinesiology and physical education.

Researching Principals: Context and Culture in the Study of Leadership in Schools

The role of the school principal has in recent years attracted the urgent attention of politicians, practitioners, parents and others in many parts of the world. This has resulted in the generation of some research and a very substantial literature. Why then should we need yet more studies of principalship? This paper examines two key reasons: because the role of the principal is important in determining levels of school effectiveness and pupil achievement; and because much of what we ‘know’ is of doubtful value insofar as it is out of date, based on limited research methodology and attention to contextual or cultural considerations. The paper advocates use of a three level biographic model for such research, and seeks to illustrate its merits drawing upon the work of the authors and other studies undertaken in East Asia.
