Abstract

In the last decade access initiatives have been designed to facilitate greater access and participation for people from marginalised groups who have traditionally been excluded from higher education. In common with international trends, young people with disabilities in Ireland have been included in this process. However, people with disabilities remain under‐represented in higher education. This study explored the quality of access to higher education for young people with disabilities through existing access routes. Both the young people and the professionals (career guidance teachers) agreed that access routes lack transparency. There was a dearth of professional knowledge about the options available to young people with disabilities leaving school. This lack of professional knowledge combined with the opaqueness of access routes forced the young people to rely on parental support and/or disability agencies for information and guidance. It can be concluded that goodwill and compassion are no substitute for an informed system that ensures equitable access for young people with disabilities to higher education.  相似文献

This paper seeks to ascertain the usefulness of the theory of social capital as a framework for developing and sustaining the inclusion of people with disabilities and families in community life. We discuss the theoretical elements of social capital and assess its relevance when understanding both the experiences of people with disabilities and their families and the possible implications for policy and programme efforts to promote inclusion. Preliminary findings from two studies of the experiences and social networks of people with disabilities and their families in communities in regional and rural Australia are presented. It is argued that to date, people with disabilities and their families have largely been excluded from the broader social capital debate and that social capital thinking has had minimal influence on efforts to achieve the inclusion of people with disabilities into community life. It is further argued that new paradigms of support are needed that build capacity and social capital through working alongside individuals and families to influence not only outcomes for them, but also for the communities on which they live. The local area coordination model as it has developed in Australia since 1989 provides some instructive signposts for integrating individual, family and community approaches. It is concluded that social capital theory can make a contribution to inclusion theory and practice but we should use it with circumspection.  相似文献

This article explores the meaning of community and perceptions of disability in Rwanda, as revealed through a community‐based ethnographic study. This study took place in Rwanda in an educational policy context driven by international rhetoric about human rights, inclusion and the arguably unachievable Education for All targets. We argue that the emphasis on the inclusion of marginalised groups in Rwanda’s current education policy is a reality on paper, but not in practice. However, we explore the potential for a deeper understanding of community responses to disability, and ways in which the rhetoric and reality gap can be bridged. We consider some of the attitudinal and infrastructural barriers in educational settings and argue that Rwandan communities are resourceful, and can be supported to respond appropriately to children with disabilities.  相似文献

The lived experiences of young people are becoming increasingly marginalised within the narrowly defined curricula of neoliberal contexts. Many young people are also cast within the media according to deficit discourses of youth, which contributes to the fragmentation of communities and the limitation of interaction between generations. This article describes a film project in which young people living in an ex-mining community in the Midlands of England worked in and with their community to create a representation of where they live. As part of the process, the young filmmakers did more than connect to other people’s memories as repositories of information; both as process and as product, their film can be seen to connect shared narratives of people and place, across time and space. We argue that this project offers a timely opportunity to reflect upon the ways in which we understand learning in and out of English classrooms.  相似文献

Much genre research focuses on genre as typified, recurring discursive actions used by members of discourse communities. This article discusses the role of genre in a project that includes participants from different discourse communities. The participants created a single text to assist multiple audiences to ensure that buildings and facilities are accessible to people with disabilities. The author proposes a functional framework for considering the role of genre knowledge on the cross-disciplinary project.  相似文献

Drawing from data gathered in South Western Madagascar in 2011, the work explores the combination of poverty and traditional gender roles as a critical factor in determining unequal school access among young people from semi-nomadic fishing communities. It demonstrates that from the age of early puberty, most boys go fishing with their fathers and brothers whilst most girls from the same families work at home. In contrast to the school systems observed in many developing society contexts, which demonstrate female marginalisation, in South Western Madagascar both boys and girls are marginalised. Instruments of global policy designs, such as positive discrimination for girls, seem ill-suited to resolve the problem. Instead, the authors call for a more tailored and context-specific approach to address the particular challenges amongst semi-nomadic fishing communities in Madagascar.  相似文献

Schooling for children and young people with disabilities in Tanzania was introduced in 1950. Yet, despite the persistently high annual population growth rate of over 3% and not‐so‐developed health services, after 30 years the few recognised school places available to them are not being filled. Interviews with elderly people representing different educational zones and observation carried out in two schools showed that the communities where the special schools and units are located were not involved in the establishment and running of the educational centres. The interviews with elderly people and proverbs surveyed from local literature showed that the characteristics of major disabilities, except mild to moderate intellectual disability, were clearly known and the general attitudes towards their disabled children were positive. In this article it is argued that the success of special education and any other form of rehabilitation depends on a thorough assessment of the community's folk belief system, customs and values, capitalising on progressive elements within the culture and on instilling a sense of ownership through the involvement of parents, people with disabilities and the community at large in decision‐making and actual intervention activities.  相似文献

Community-based physical activity programs for people with disabilities have barriers that are unique to their program leader qualifications and the population they serve. Moran and Block (2010) argued that there is a need for practical strategies that are easy for communities to implement, maximize resources, and minimize the impact of barriers on each individual. The purpose of this article was to build upon the work of Moran and Block by identifying and systematically addressing barriers to physical activity for people with disabilities in ways that target their sources of self-efficacy. The Empowerment Model is introduced, along with its multi-tiered empowerment continuum of training, support, and programming strands. The goal of the tiered empowerment continuum is to progressively move populations to more independent levels of training, support, and programming.  相似文献

The Children and Families Act, 2014 and the new Special Educational Needs and Disability SEND Code of Practice (DfE and DoH, 2014) has led to reforms in how children and young people with special educational needs and disabilities are supported in England. Now, five years on, research has begun to emerge exploring the implementation of the new statutory assessment process, the Education, Health and Care (EHC) plans and the outcomes of the process in England. This article seeks to review current research about the introduction of EHC needs assessment process and plans. It highlights three key themes: experiences of the process, reflections on the EHC plans and the outcomes of the process. Whilst parental involvement has improved, and there is some evidence of multiagency work, the views of children and young people continue to be marginalised, and EHC Plans are highly variable in quality, indicating that person-centred approaches are not yet fully implemented. This indicates a need for further research on how to effectively involve CYP with SEND in statutory processes and support.  相似文献

This article reports on a longitudinal study of student aspirations at the ages of 13 and 15 in three schools in the United Kingdom, where there has been a great deal of emphasis placed on aspirations in recent policy making. The data, based on individual interviews with 490 students in areas with significant deprivation as well as interviews with parents, teachers and community members, call into question the effectiveness of concentrating educational efforts on raising aspirations. Aspirations, even in these communities struggling with poverty, are very high—the missing element is the knowledge of how to make these aspirations concrete and obtainable. Implications for educators include insights into the highly aspirational nature of marginalised communities, the key role teachers play in helping aspirations come to fruition, and the need to focus on supporting young people to achieve aspirations that already substantially exceed the jobs available in the UK workforce.  相似文献

This article examines education of children belonging to marginalised groups, with particular reference to children with disabilities, within the Indian context. Based on an analysis of post‐independence Government documents, various educational provisions made available for children with disabilities are discussed. It explores the Indian Government’s focus on the development of special schools, its efforts towards integration, and the more recent emphasis on inclusive education. Furthermore, it attempts to elucidate “inclusive education” as understood in various official documents. The article concludes by arguing for a need to develop a contextual understanding of inclusive education that is reflective of current educational concerns in India.  相似文献

This article explores a hitherto neglected issue: the significance of nature in the learning lives of marginalised young people. Drawing on both post-human and sociocultural perspectives, it develops a theoretical analysis of this important subject. It uses research with 114 young people in jobs without training in rural South-west England to analyse how marginalised young people engage with nature and what they learn from it. It concludes that the intra-activity of young people and nature creates the potential for new worlds and bodies, but ones that are still shaped by social inequalities. Nature is often highly significant in the lives of marginalised young people, potentially offering them the freedom, equilibrium and expertise that had been denied in the formal educational context and opening them up to learning. However, these new learning worlds are transient and social inequalities need to be addressed in order to make them sustainable. Policy makers have become interested in harnessing nature to citizenship drives for young people, for example in the UK National Citizen Service Plan. But the article concludes that regimented initiatives are not the right approach to build on the personal, secret and playful qualities of this learning. The article draws out the important implications of this study for research, policy and practice.  相似文献

Despite the increasing societal inclusion of young people with a disability in Ireland, there is very little evidence of any substantive improvement with regard to inclusion for young people with severe and profound and multiple learning disabilities (usually referred to, in educational settings in the UK, as pupils or students with severe and profound and multiple learning difficulties). As a result, these young people often remain isolated within their local communities and have minimal contact, if any, with their mainstream counterparts. One innovative schools link programme in Ireland offers structured curricular activities that include mainstream pupils and their peers who have severe and profound and multiple learning disabilities. A video programme was used in the pre-contact phase of the programme and this paper explores the effectiveness of the video programme in preparing the mainstream pupils to meet their counterparts who have severe and profound and multiple learning disabilities. Michael Shevlin, who teaches in the Education Department of Trinity College Dublin and has research interests in inclusion, argues that it was evident that the mainstream pupils reacted positively to the video programme and found it useful in overcoming their anxieties at the prospect of contact. He discusses the implications of these findings in relation to the further development of structured contact sessions in integrated classrooms and to the wider issue of societal inclusion for young people with severe and profound and multiple learning disabilities.  相似文献

BackgroundThere is an urgent need to understand how best to prevent and respond to violence against children with disabilities as they are at a high risk for violence because they are marginalized, isolated, and targeted and have little power within their communities.ObjectiveGuided by social-ecological theory, this study explores responses to violence against children with disabilities, including preventative measures and treatment of victims in the West African countries of Guinea, Niger, Sierra Leone, and Togo.ParticipantsParticipants were recruited using purposive and snowball sampling from the following three groups: disability stakeholders including representatives from local, national, and international organizations and governments; community members including parents, teachers, and leaders; and children with disabilities.MethodsA qualitative study design guided data generation, that included document analysis, semi-structured interviews, and focus groups across the four countries. In total, 419 people participated. Of those participants, 191 took part in an interview and the rest participated in one of 55 focus groups.FindingsResponses to disability-based violence are driven at the mesosystem and exosystem levels. Prevailing views indicated that national level policies and laws are not always considered part of solutions, communities are leading responses to violence, and children with disabilities are hidden at home or in institutions for both their own and their family’s safety.Conclusions The findings can inform development of prevention and intervention programs that will protect children with disabilities from violence in contexts with high levels of disability stigma, social conflict, violence, and poverty.  相似文献

This article discusses two projects supported by the Higher Education Active Community Fund, which involved student and staff volunteers in working with local communities and community-based organisations in two London boroughs. Oral history methods were used to investigate and represent the experiences of elderly people living in Borough A and young people who have been in foster care in Borough B and their carers. Both projects involved collecting detailed life stories on video and editing these for exhibition in the public domain. The video for Borough A was to form part of the Council's website, the older people's portal. The video for Borough B was to be used to train people providing professional services to young people in foster care and to involve the young people in filming, editing and producing a soundtrack. The article discusses the aims and context of the two projects and critically reviews the learning experiences involved. It analyses issues raised by volunteering, working with local communities, and attempting to represent marginalised experience. It reflects critically on notions of community and community development and discusses relations between oral history projects and community definition, higher education and society.  相似文献

This paper examines media discourses in France and in Britain relating to young people, violence and disaffection in schools, setting these within the framework of the UN Convention on the Rights of the Child, which emphasises young people’s participation rights. It analyses policy initiatives developed since 1997 in each country to address concerns about young people, disaffection and violence, examining these in the light of research evidence. It considers how public policies are variously shaped by research findings and by media representations. In France, attempts to reduce violence in schools have been accompanied by recognition that schools structurally produce disaffection and violence. In England there has been a shift in policy discourses. In 1997 the primary emphasis was social inclusion, but greater weight has since been given to the need to combat crime. (Male) youth disaffection is linked to crime. Policies addressing standards and achievement have been prioritised over policies to combat social exclusion. In both countries researchers and the media give particular attention to urban communities where minority ethnic communities live. Individual schools are labelled as failing and large numbers of young people are excluded or marginalised. In both countries minority ethnic students are over‐represented among those formally excluded from mainstream education and in the least popular, most stigmatised, schools and classes. Violence and disadvantage are effectively institutionalised. Discourses in each country are racialised and disaffection is associated with minorities. Yet both countries offer universalist rather than targeted policy responses. Opportunities for student participation in school decision‐making are limited.  相似文献

ABSTRACT

The move towards Inclusive Education in Africa since Salamanca (1994) has been slow, despite the reduction in enrolment gaps for vulnerable children due to universal primary education in many countries. This article centres on conceptions of Inclusive Education, which have rested primarily on increasing numbers of children with disabilities and special needs in mainstream schools. The article shares some of the key challenges across countries that have limited progress towards Inclusive Education and some achievements, including local thinking towards a broader view of inclusion within a social model and attention to barriers within contexts. It looks specifically at notions of ‘inclusion’ within the African context and the focus on access for the most marginalised which remain problematic in the face of struggling economies and variants of authoritarianism replacing colonial power. Ironically, links to colonial powers are maintained with a continued reliance on international aid and support to move policy agendas forward and to support local communities. The article looks at this tension in the development of policies and practices moving forward and the tension in relation to the African struggle for freedom and ‘ubuntu’, a shared collective humanness and social ethics against oppression to maintain group cohesion.  相似文献

The purpose of the study was to explore relationships between traditional Chinese values and attitudes toward people with intellectual disabilities. A total of 534 college students in China participated in the study. Two instruments that measure Chinese values and attitudes toward people with intellectual disabilities were used. Results indicated that the value of cultivation of virtues (benevolence, humanity, and a sense of justice) was positively related to attitudes toward people with intellectual disabilities; and that the values of social traditionalism and cultural inwardness (cultural superiority and intolerance) were negatively correlated with attitudes toward people with intellectual disabilities. Additionally, university students majoring in special education or with more knowledge of disabilities had more favourable attitudes toward people with intellectual disabilities than university students majoring in regular education or with little knowledge of disabilities. Implications of the findings are discussed in the context of socio‐economic environments in China.  相似文献

Abstract

Children with visible physical disabilities (CWPDs) living in rural areas of South Africa are a matter of particular concern. While all children living in rural areas face negative influences such as poverty and the high incidence of HIV/AIDS, this situation is exacerbated for CWPDs who are more vulnerable to these influences (Human Sciences Research Council). The aim of this research was to explore and describe the negative influences facing children with physical disabilities in rural South Africa utilising Bronfenbrenner's ecological model as a theoretical point of departure. A purposeful sampling strategy was used to select forty participants for a critical ethnographic study. Data were gathered through multiple strategies: interviews, observations, photos and drawings and analysed using a thematic approach. The findings indicated that children with physical disabilities experience negative influences in many domains of their everyday life: lack of resources, poverty, cultural beliefs and personal factors are a few of these domains that were identified. The complexity of the lack of resources for this marginalised group of children emerges from the interplay of these domains rather than a single domain.  相似文献
