Public Libraries and Human Rights

SUMMARY

Public librarians derive the philosophical and ethical principles that guide our practice from transcendent ideals which are also embodied in the Universal Declaration of Human Rights. This article reviews the foundation of the U.S. public library and key documents that have characterized its development. Recent violations of human rights in U.S. libraries include closure; exclusion of the homeless; refusal to purchase Spanish-language materials; ordinances against gay pride display; and filtering. The importance of the public librarian's commitment to human rights as the ethical basis for library service is defined and discussed.     

Taku Manawa/My Human Rights,a Case Study in Partnership: Waikato Museum Working with the Human Rights Commission

Abstract Under the Human Rights Act, the Human Rights Commission is responsible for education and advocacy about human rights in New Zealand. In order to reach more people and ensure human rights education is ongoing, the commission initiated a human rights community development approach, creating the Taku Manawa (My Human Rights) program. Representatives from key community organizations were selected for a regional pilot program. These representatives were then trained in the knowledge and ability needed to undertake human rights advocacy and implement this advocacy in their communities. This paper explains how the Waikato Museum was first identified as a key community organization or a “human rights museum.” Exploring the relationship with the Human Rights Commission and leaders from local and national community organizations, this paper also examines how Taku Manawa has encouraged positive social change and greater awareness of human rights issues through the Waikato Museum’s community events, public programming, and exhibition planning.     

Human Rights Reference Sources: A Critical Annotated Bibliography

The area of human rights has had significant attention both nationally and internationally in the press and in the political arena. While there is a renewed commitment to human rights advocacy, there is also an upward trend in popular culture of depictions of torture. This article provides critical annotations of English-language reference sources published since 1990 and available both in print and online, in an effort to aid librarians collecting and weeding materials for human rights research.     

信息获取权的人权属性分析

信息获取权是信息时代社会公众的一项重要人权,信息获取权的确认是人权保障的重要内容。国际性人权公约、区域性人权公约、各国国内人权政策等不同层次的人权文件都将信息获取权确认为一项基本人权。信息获取权有着深刻的人权理论基础,社会公众的信息获取权应该得到充分保障。     

人权入宪与信息自由

人权入宪给当今中国带来很多的影响 ,图书馆应该在推动中国人权向前发展中发挥出自己应有的作用。本文结合《联合国人权宪章》和国际图联《格拉斯哥宣言》关于信息和知识自由的表述 ,讨论了我国图书馆在这个问题上的现状 ,提出信息和知识自由是图书馆使命的观点     

人权视角下的图书馆读者权利保护

图书馆读者权利与人的权利有共通之处。因此,从人权角度出发,图书馆读者权利应在社会和历史的范畴之内提出,且可分为实有权利、应有权利和法定权利。为实现图书馆读者权利的"三权统一",可以在以下几方面加强工作:图书馆立法、管理制度、图书馆协会及学会、图书馆规章制度、图书馆教育职能和图书馆读者。     

Critical Explorations of Human Rights: Recent and Selected Works

Abstract

The author provides an overview of recent critical works on human rights that constitute important contributions to the literature and ties together key threads from the discourse. Monographs, edited collections, and select articles on human rights are examined that draw primarily on critical legal theory and feminist approaches, among others, such as radical democracy and radical cause lawyering. Also explored are intersections between the critical human rights scholarship surveyed and recent works on ecological feminism and environmental human rights. The author argues that such collected works are invaluable contributions for those seeking transformative approaches to law and social change through the critical human rights lens.

“读者第一”是图书馆的办馆宗旨和始终如一的服务理念,而馆员的地位、尊严和切身利益却始终处于被忽视的位置。本文呼吁图书馆管理人员要依“宪法”为准绳,坚持“以人为本”,重视图书馆馆员的积极作用,做好图书馆的科学管理工作。     

A New Clash Between Human Rights and Copyright: The Push for Enhanced Exceptions for the Print-Disabled

The World Blind Union has become the first non-governmental organisation to succeed in having a treaty on copyright table for consideration as states-owned business at the World Intellectual Property Organisation. This article looks at the controversies surrounding copyright exceptions for the print-disabled, and argues that a new legal framework is needed to help increase the production and movement over borders of literature in an accessible format.     

刍论国际人权法视野下我国网络信息监管正当性要件

分析国际人权法对言论自由权限制的具体规范,概括网络信息监管的正当性必须具备三个要件,即监管的法律依据必须是法律,监管必须符合比例原则,被监管方应有有效的救济途径.
