SMART黄金原则是由Specific(具体的)、Measurable(可衡量的)、Achievable(可实现)、Realistic(可行的)和Time-based and efficiency-oriented(即时有效的)首字母缩写而成。采用该原则检视《普通高中英语课程标准(实验)》的写作内容标准和写作教学与评价建议后,作者建议修订《普通高中英语课程标准(实验)》时要遵循上述原则,进一步制定明确的写作内容标准细则,开发或研制可衡量的英语写作评价工具,设计可实现的操作性强的英语写作任务,构建主体多元和形式多样的英语写作评价体系,指导教师如何进行即时有效的写作评价信息反馈。  相似文献

The policy of the registration of School Management Committees (SMCs) as Incorporated Management Committees (IMCs) has led to a dispute between the School Sponsoring Bodies (SSBs) and the Education and Manpower Bureau (EMB, renamed Education Bureau, EDB in July 2007) and has caused great tension between the two parties. However, in this heated debate, little has been heard about teachers’ opinions on this important issue. Therefore, this study aims at finding out teachers’ perceptions of the newly proposed school management system and whether they are willing to participate in IMCs. In this study, 585 questionnaires were collected from a total of 652 which had been distributed to 25 schools (19 secondary schools and 9 primary schools), and five teacher representatives from five schools were involved in post-survey interviews. Findings from this study show that while the teachers were generally in favour of working hand in hand with the public (e.g. parents, alumni and members of the local community) for the betterment of schools, they had reservations about the registration of SMCs as IMCs because there would be legal implications of the Committees. Second, the teachers saw the IMCs as an administrative tool to improve school management, rather than as a means of enhancing students’ learning outcomes. Third, teachers were hesitant about taking up the posts of teacher managers due to the unpredictable workload and legal liability involved. Finally, teachers from Christian schools were generally much less in favour of including representatives from the public and the registration of the SMCs as IMCs. The findings imply that the EMB has a responsibility to clarify the legal implications of IMCs and the ways in which school representatives’ interests can be safeguarded. At the same time, SSBs need to regulate their management pattern and allow more transparency and accountability in managing their schools.

This paper examined the debate on a reform of school-based management in Hong Kong, which was to set up the Incorporated Management Committee (IMC) to manage the subsidized school. The nature of the debate during legislation and the characteristics of the reform were examined. The advantages, disadvantages and the implications of the reform were discussed. The major concerns of various actors were found to include the control of schools, the mode of participation and the barriers to implementation. It was suggested that via the legislated reform, the control of subsidized schools in Hong Kong will be shifted from “a specific type of community control” to “equal control.” In contrast to some reforms of School Based Management overseas, there has been no decentralizing of power on the part of Government in this exercise. In the opposite, it was argued that by requiring the school sponsoring body to set up the independent IMC and to divide its power of among various stakeholders, the Government would assume increased control in school education.  相似文献

学校是一个开放、耗散且充满混沌现象的系统,学校管理者应有混沌理论的概念、知识、态度与敏锐度,重视学校内部的沟通与协调、反馈机制。但混沌理论易造成学校管理人员神经处于紧绷状态,且难以清楚说明哪些初始事件是学校管理者必须正视的因子,学校管理中奇异吸引子到底是什么,学校中人、事、物的互动关系无法完全加以预测。基于此,提出了六条学校管理创新性思维,即:未来感与使命感相统一,综观俯视全局进行顶层设计;危机感与敏觉性相统一,微观处理学校内外部环境的蝴蝶效应;领导力与沟通力相统一,以激励与权变来塑造混沌背景下的新管理范式;创造力与行动力相统一,在学校生态非线性的走向中积极自我突破;知识力与求知欲相统一,学校变革与奇异吸引子的寻求;说服力与活力相统一,视非均衡系统中的冲突为必然。  相似文献

The aim of this paper is to report on an experiment in the School of Management at the University of Surrey whereby the Scholarship of Teaching and Learning is being promoted through an approach which is organic in nature. The paper argues that the nature of such scholarship means that its promotion is more likely to be successful when the approach taken is bottom-up and emergent as this is more likely to foster commitment and trust. In defining this approach, the paper draws on a diverse range of literature which is synthesised into a general concept of how such organic approaches may work. The paper concludes by suggesting that developing a Scholarship of Teaching and Learning requires the collective effort of all stakeholders involved.  相似文献

Abstract

A number of schools in South Africa appear to be struggling with the changes that the government is introducing to improve the quality of education and lay a strong foundation for the country's societal transformation. Leadership has been found to be one of the factors that are associated with how schools cope with change and its complexities. This article focuses on a conceptual examination of the national Advanced Certificate: Education (School Management and Leadership) programme's capacity for promoting sustainable leadership in schools. The findings from the critical analysis of the qualification's documentation suggest that the current formulation of this school leadership development programme does not address the complexities of leadership and change, and is thus unlikely to adequately contribute towards leadership effectiveness or its sustainability in schools. It may, however, contribute to short- term school improvements, policy compliance, management effectiveness or economy and/or administrative efficiency.  相似文献
