汶川大地震对我国公共信息公开制度发展的启示

四川汶川大地震灾难后,公共信息的公开受到了空前的关注.公共信息公开制度的发展关系到重大灾难发生后的灾情预告、灾后防范、公民信息权、知情权等种种问题.本文通过对我国公共信息制度的发展历程的回顾以及汶川大地震与唐山大地震公共信息公开程度的对比分析.对汶川大地震后公共信息公开程度进行了全面的分析,拟对我国公共信息公开制度的发展提供依据.     

基于MeSH的主题结构分析方法研究

本文充分考虑了主题词之间的已知关联和未知关联,利用MeSH词表对已知关联进行了处理,优化了主题结构分析方法,并以属分关系为例,对该方法进行了实证分析.结果表明在阈值一定的前提下,基于MeSH的主题结构分析方法能够有效地剔除词间的已知关联,揭示出相对较微弱的词间未知关联,起到了主题词关系过滤的作用,为知识发现奠定了基础.     

Cinderella in Serum Protein Electrophoresis

Paraproteinemia is characterised by clonal proliferation of plasma cells. A common laboratory finding in paraproteinemia being a monoclonal peak in serum protein electrophoresis (M band). But there are factors which produce a peak similar to M spike in serum protein electrophoresis and these factors are known as pseudoparaproteins. This case report discusses a rare cause of pseudo M spike in a known case of autoimmune hemolytic anaemia due to administration of drug-Rituximab, a monoclonal antibody by itself.

高半胱氨酸血症(hyperhomocysteinemia,HHCY)又称同型半胱氨酸血症,是指血浆中游离的及与蛋白结合的同型半胱氨酸和混合性二硫化物的水平升高[1]。而高血压病伴有同型半胱氨酸血症(≥10 Umol/L)的患者又称之为H型高血压。文章通过整理归纳H型高血压的中西医研究进展,为将来H型高血压的研究找到一个方向。     

A robust unscented transformation for uncertain moments

This paper proposes a robust version of the unscented transform (UT) for one-dimensional random variables. It is assumed that the moments are not exactly known, but are known to lie in intervals. In this scenario, the moment matching equations are reformulated as a system of polynomial equations and inequalities, and it is proposed to use the Chebychev center of the solution set as a robust UT. This method yields a parametrized polynomial optimization problem, which in spite of being NP-Hard, can be relaxed by some algorithms that are proposed in this paper.     

The Amish

The Old Order Amish are widely known because of their old-fashioned social and technological practices and characteristic dress (Figs. 1–4). They represent both a religious isolate and a genetic isolate. Their religion is of a fundamentalist variety known generically as anabaptist, that is, they oppose infant baptism. Economically they are capitalists living on individual family farms. A strong sense of mutual collaboration exists among the Amish, however, as illustrated by barn-raisings, and in many other ways.

Properties and applications of magnetic liquids

Ferromagnetic materials such as iron, cobalt, and nickel lose their strong magnetic properties when heated to a temperature above that called the Curie temperature, a temperature which is different for different materials. For all known ferromagnetic materials this temperature is always below that of the corresponding melting points of the materials and thus intrinsic ferromagnetic liquids are not known to exist. The term magnetic liquid (or ferrofluid) as used today does not refer to an intrinsic ferromagnetic liquid but to a stable colloidal suspension of small particles of a ferromagnetic material.     

Super twisting control algorithm for the attitude tracking of a four rotors UAV

This paper deals with the design and implementation of a nonlinear control algorithm for the attitude tracking of a four-rotor helicopter known as quadrotor. This algorithm is based on the second order sliding mode technique known as Super-Twisting Algorithm (STA) which is able to ensure robustness with respect to bounded external disturbances. In order to show the effectiveness of the proposed controller, experimental tests were carried out on a real quadrotor. The obtained results show the good performance of the proposed controller in terms of stabilization, tracking and robustness with respect to external disturbances.

A revision of the Chinese species of Androsace updates our knowledge of the genus by providing a brief historical survey, character analysis, discussion on gene- ric relationships and geographical distribution, and a key to species currently recogni- zed. For the sake of completeness, the key is supplemented by an enumeration, and a record of the known distribution of each species.  Furthermore, some specimen citations and additional notes on species previously very incompletly known are also included. Seven new species and two infraspecific taxa are described.     

Gold based glass and enamel colours

The most effective means of producing the highest quality enamel colours from pink to maroon for glass and ceramics is still based upon the preparation of colloidal gold and stannous hydroxide known as Purple of Cassius. This was, however, known for more than twenty-five years before an account of it was published by Cassius in 1685. Its constitution remained a lively source of argument by chemists until finally clarified by Richard Zsigmondy early in this century.     

Less conservative stabilization conditions for Markovian jump systems with partly unknown transition probabilities

This paper is devoted to the robust stabilization problem for a class of MJLSs with mode transition probabilities taken to be partly known, unknown, and unknown but with known bounds. To meet the needs of less conservative stabilization conditions, this paper proposes a valuable approach that (1) can express the conditions in terms of matrix inequalities with homogeneous polynomial dependence on partly unknown transition probabilities and (2) can include all possible slack variables related to transition probability constraints in the relaxation process coupled with deriving a finite set of linear matrix inequalities (LMIs). Finally, two numerical examples are reported to illustrate the effectiveness of the derived stabilization conditions.

On stresses in a perforated strip

The convergence of the successive approximations in Howland's solution of an infinite perforated strip containing a symmetrically-located circular hole under longitudinal tension can be improved considerably by using the well known solution of an infinite perforated plate as the approximation of zero order. Further, by basing on a somewhat different physical concept, a corresponding direct solution of the problem can be formulated. Such a solution is presented in this paper. Numerical results are obtained from the solution over a wider range of values of the radius of hole, a feature hardly attainable in the previously known solutions of the problem. Further extension of the method of solution to the transverse bending problem as well as to the case of an unsymmetrically-located hole is also possible.

Reliable control for event-triggered singular Markov jump systems with partly unknown transition probabilities and actuator faults

In this paper, the problem of reliable controller design for event-triggered singular Markov jump systems with partly known transition probabilities, nonlinear perturbations and actuator faults is studied. To mitigate the burden of data transmissions over network, two event-triggered schemes with different triggering conditions are introduced. The switch law between the two event-triggered schemes is governed by a random variable with Bernoulli distribution. Taking nonlinear perturbations and actuator faults into account, the resulting closed-loop system is converted into a time-delay singular Markov jump system with partly known transition probabilities. Sufficient conditions of stochastically admissible for the resulting closed-loop system are obtained in terms of a group of linear matrix inequalities. The co-design of desirable reliable controller and weighting matrices of event-triggered schemes is presented. Finally, two numerical examples are given to show the effectiveness of the developed results.
