美国从建国之初就在中东推行民主战略。美国民主战略的理论依据主要为“天生优越论”、“天赋使命观”和“民主国家和评论”。美国在中东的民主战略经历了初步推行、全面推行和强制推行三个时期。美国民主战略的实质是最大限度地实现其国家利益。理论上缺乏合理性，实践中采取双重标准，伤害了中东人民的民族自尊。     

人民当家作主直接民主与间接民主的统一

人民当家作主是社会主义民主的本质。但是,在对“人民当家作主”的理解上。人们往往容易把它与直接民主相等同,或者与近代西方“人民主权”论相混同,因而导致对社会主义民主的误解。本文认为,民主作为一种政治制度,其本质与表现形式既有联系又有区别。社会主义民主本质上规定了一切权力属于人民,但不可能以人民直接行使一切权力的形式体现民主。社会主义民主在表现形式上,应该是直接民主与间接民主的统一,无论直接民主还是间接民主,都体现了人民当家作主。     

我国民主建设的前提条件与模式

本文认为我国民主政治建设的根本目标是：推进政治体制改革，扩大社会主义民主，健全社会主义法制，依法治国，建设社会主义法制国家。其前提条件和模式选择的基本原则必须从中国社会主义初级阶段出发，坚持有中国特色的一系列根本政治制度和主要的政治制度，而绝不搞西方的民主政治。     

"人权原则"和"民主原则"对国际关系准则的挑战

冷战结束后,美国等西方国家将“人权原则”、“民主原则”等国内政治原则运用在国际关系中,严重挑战国家主权原则、主权平等原则、不干涉内政原则和和平解决国际争端原则。美国等国以“人权原则”为理论盾牌进行的“人道主义干预”,造成了新的人道主义灾难,其以自己的“民主模式”改造他国的行为,则是与国际关系民主化背道而驰的。在经济全球化深入发展的背景下,各国的相互依存加深,同时实力原则和强权政治仍在起作用。应认清国家主权原则和国际关系民主化所面临的挑战,以避免“人权原则”和“民主原则”成为推行霸权主义政策国家干涉别国内政的借口。
