Sharing of knowledge, information, and practices across cultural and national boundaries has become a means to address critical global problems. As government agencies increasingly collaborate with international counterparts on these issues, transnational knowledge and information sharing networks grow in importance as mechanisms for collaboration. This paper explores the nature of transnational public sector knowledge networks (TPSKNs) and identifies critical contextual factors that shape their performance. In these networks, each participating organization operates within complex national, organizational, and information contexts. The contextual differences between participants produce distances in culture, politics, intentions, organizational factors, relationships, knowledge, resources, geography, and technology. These distances influence their ability to engage in the processes and interactions that are essential to network performance. The paper concludes with a conceptual dynamic model that accounts for the relationships among these factors that can guide further research in understanding knowledge and information sharing across national and cultural boundaries.  相似文献

Artificial Intelligence (AI) implementation in public administration is gaining momentum heralded by the hope of smart public services that are personalised, lean, and efficient. However, the use of AI in public administration is riddled with ethical tensions of fairness, transparency, privacy, and human rights. We call these AI tensions. The current literature lacks a contextual and processual understanding of AI adoption and diffusion in public administration to be able to explore such tensions. Previous studies have outlined risks, benefits, and challenges with the use of AI in public administration. However, a large gap remains in understanding AI tensions as they relate to public value creation. Through a systematic literature review grounded in public value management and the resource-based view of the firms, we identify technology-organisational-environmental (TOE) contextual variables and absorptive capacity as factors influencing AI adoption as discussed in the literature. To our knowledge, this is the first paper that outlines distinct AI tensions from an AI implementation and diffusion perspective within public administration. We develop a future research agenda for the full AI innovation lifecycle of adoption, implementation, and diffusion.  相似文献

In this article, I compare the assumptions, concepts, and propositions of media system dependency (MSD) theory and uses and gratifications (U&G) theory at the microlevel of analysis. The epistemological origins of these theories are situated within the differing social and personal contexts that affected their development. Those MSD assumptions that serve as background to this comparison are specified, and major hypotheses concerning the social ecology of microeffects processes are discussed, particularly as they pertain to public opinion concerns. Following this elaboration of MSD theory, basic differences between MSD and U&G conceptions of the audience, interpersonal networks, the media system, and the nature of media power are addressed. I conclude with a brief comment on the implications of the Internet for theorizing micro media effects.  相似文献

Social network analysis (SNA) as theoretical framework and quantitatively oriented methodology offers public libraries and public library researchers an as-yet-unexplored way into their big data stories based on these library connections with their community. SNA offers library and information science researchers a methodology, and suggests a new research agenda, to better envision the relationships public libraries have with their communities both in-person and online by exploring the kinds of ties they have, how these ties lead to relationships, and how these relationships can be characterized. The quantitative orientation of SNA combined with its methods of data analysis in the forms of networks and hubs could give libraries the “hard” data they are so often in need of to demonstrate their value to their political leaders, and could uncover new directions in library use and library relationships.  相似文献

By developing model-based news articles and presenting them to audience focus groups, this research gauges reader response to “test stories” based on four models of science journalism: science literacy, contextual, lay-expertise, and public participation. This approach allows investigation of how to tie journalism theory to practice to audience reception, and back again. The results show how journalists and readers differently engage with various models of science journalism and used them to gain different knowledge and understanding. These differences show the need to articulate more clearly hybrid models of science journalism that make use of the overlapping positive features of the models investigated. Such hybrid science journalism models could provide new educational tools aimed at showing how to better understand who “the audience” is and exemplifying how to position audiences as active members in stories and as stakeholders in the scientific process.  相似文献

Facing economic pressure, social tensions, global competition and low public confidence, governments can no longer afford to address increasingly complex and interdependent public goals alone or step back and rely on the markets. Instead, they have to work through networks of state and non-state actors to organize existing resources, knowledge and capabilities in the pursuit of public goals. The new paradigm increasingly relies on Information and Communication Technology (ICT) to connect actors to the network and to build, manage and sustain relationships between them. We refer to such ICT-enabled networks as Government Information Networks. This article serves as an introduction to the current issue of Government Information Quarterly on Government Information Networks. The issue comprises twelve cases of such networks selected from the papers submitted to the 5th International Conference on Theory and Practice of Electronic Governance, ICEGOV2010, held in Beijing, China, October 2010. The article also presents a conceptual framework for public administration networks, and applies the framework to describe, analyze and compare the cases, thus relating the volume to the Public Administration literature.  相似文献

When emerging professionals start working in archival institutions, libraries and museums (also referred to as collecting institutions), they bring knowledge and skills gained through internships, formal study, volunteer activities and previous work experience. They learn new processes quickly, are passionate about working with holdings or collections and are keen to build their knowledge. They gain exposure to the different disciplines that are reflected in the roles of archival institutions, libraries and museums as they build their professional identity and consider future career directions. What else do they need? A research study about the experiences of a group of individuals embarking on first or subsequent careers and starting new positions in collecting institutions found that relationships were an essential component in developing their skills and knowledge and planning their future directions. The article would be of interest to students looking ahead to working in an archives, library or museum and exploring career paths; supervisors and mentors who work with emerging professionals; professional associations and communities of practice; and educators who have a role in developing curriculum in educational or workplace contexts.  相似文献

Although the segmentation of publics is a standard practice in public relations programming, practitioners face challenges in using traditional approaches to identify and engage vastly different publics. Responding to the need for new approaches that consider global, cultural, and technological trends in consumer publics, this study provides evidence to a proposed intersectional approach to the segmentation of publics. Thirty-one women of different racial, socioeconomic, age, and relationship backgrounds were interviewed to explore how they perceived their multiple, overlapping identities influence their health decision making. Findings suggest that publics experience co-occurring oppression and privilege in varying contexts: in representations of them, in policies that affect them, and in structures that enable or hinder their ability to improve their health. The findings suggest that intersecting social structures shape disparate health public relations, intersecting policies widen the policymaker–public gap, and intersecting representations reflect a paradox of segmentation.  相似文献

Sierra Leone's knowledge economy stresses the importance of information for national development, and libraries have a crucial role to play in this development. Libraries are catalysts for human progress because they help in the development and transmission of knowledge and culture; they foster civic awareness in support of economic productivity and innovation in society. Although many economic programs have been implemented by the Sierra Leone government, a vast amount of information is unused, either because national decision-makers do not realize its importance or because people who might want it do not know how to access it. The public library has to play an increasingly significant role if rapid economic recovery is to be made. This article examines Sierra Leone's economy in postwar reconstruction, the importance of information and knowledge in a knowledge economy, and the problems affecting library services and how the public library can overcome these problems and make meaningful contributions to the knowledge economy.  相似文献

How public library policies, practices and services support the information needs of people experiencing homelessness was investigated using a qualitative-phenomenological design. Data were collected through semi-structured, face-to-face interviews with four homeless participants and seven librarians from four public library networks from a particular New Zealand region. The findings revealed that while none of the participating libraries had policies or services that were targeted at homelessness individuals, the libraries were perceived as providing services that largely met the information needs of their homeless patrons even if there were areas for improvement. It was noted that libraries could provide services that contribute to the strengthening of cultural identity and that policies and services should take relevant socio-cultural contexts into consideration. The findings inform public library policies and practices so that services could be developed and improved in order to enable equitable and effective use by homeless individuals, without unnecessarily segregating this user group.  相似文献

A review of the archival literature, including records and information management, indicates that archivists’ have shown over the last two decades an interest in program evaluation. The sparceness of the literature on the subject suggests a gap in an articulate body of knowledge, based on solid theoretical and methodological foundations, for evaluation of archival programs and activities. However, if they have not particularly investigated the subject from a theoretical perspective, archivists have developed in their different organizations and working environment practical knowledge of and experience with program evaluation. In large corporations as well as in public bureaucracies, they have been part of or subjected to specific or generic program evaluation initiatives conducted by internal and external evaluators. But archivists might need now to go some steps further and to look from a critical perspective at what is needed in order to get full benefit from program evaluation.  相似文献

The concept of ecological validity is explicated and applied to deception detection research. The ecology of the deception lab typically involves researchers randomly assigning and instructing senders to lie or tell the truth. In lab-based lie detection tasks, receivers are prompted to make explicit truth-lie judgments in real time where truths and lies are equally probable, and where evidence and persuasion-based lie detection methods are precluded. Outside the lab, deceivers self-select, engage deception as a problem-solving activity, and have greater linguistic freedom to deceive in ways other than telling outright falsehoods. Receivers outside the lab face truth-lies base-rates other than 50–50, they are not prompted to consider the possibility of deception by a researcher, decisions about honesty often need not be immediate, and a wider variety of discovery methods are available. The implications of these differences are discussed in contexts of everyday conversation, criminal investigation, high stakes media lies, and security screenings.  相似文献

SUMMARY

This article examines the evolution of a national register of the archives of science and technology in Australia and the related development of an archival informatics focused initially on people and their relationships to archival materials. The register was created in 1985 as an in-house tool for the Australian Science Archives Project of the University of Melbourne. Its potential as a public reference guide for historians of science and technology soon became apparent. The story of the computerisation and publication of the register provides the background for the examination of the use of archival authority records as a means of finding better ways of connecting archives with their potential users. The success of this approach led to demands from the community for a generic database tool using a framework based on the authoritative entities associated with archival materials-an activity that we started to call contextual information management. The Online Heritage Resource Manager (OHRM) was created in response to these calls, and the story of its development as a tool for mapping networks of contextual information is told in the latter part of the article.  相似文献

This study examined customer expectations for interactions with service providers in public, commercial service contexts. Two customer surveys revealed significant differences in expectations for "relationships" versus "encounters," and for personalized service communication in varied service contexts. The surveys also revealed that customers who expect relationships with providers tend to expect personalized service communication from those providers. Customers' current involvement in service relationships predicted their expectations for relationships versus encounters with service providers. Post hoc interviews also suggested that customers have distinct social expectations and time use expectations that coincide with their expectations for relationships or encounters and personalized service communication from different types of providers.  相似文献

Guided by control theory, this study examines memorable messages that women on probation and parole receive from their probation and parole agents. Women interviewed for the study were asked to report a memorable message they received from an agent, and to describe situations if/when the message came to mind in three contexts likely to emerge from a control theory perspective: when they did something of which they were proud, when they stopped themselves from doing something they would later regret, and when they did something of which they were not proud. The types of memorable messages and the reactions to these messages within the three contexts were coded, and differences between women on probation versus parole were examined. Overall, a greater proportion of women on parole recalled memorable messages, and the most frequently reported type of memorable message was behavioral advice. Women reported that the message helped them do things of which they were proud, such as engaging in routine activities and fulfilling goals; helped them to not give into urges that could lead to further negative sanctions or feelings of regret; and came to mind when they relapsed. Practical implications of the findings for training are presented.  相似文献

The concept of the sojourner has been studied in a variety of contexts, such as business, education, and international aid. However, there is as yet no communication research on the topic of the crisis sojourner. Consequently, the goal of this study was to explore experiences of crisis sojourners to determine what they perceive as effective and ineffective communication in intercultural settings. In-depth interviews were conducted with 20 emergency responders who deploy internationally following events such as the earthquake in Haiti or the Fukushima meltdown. Results showed crisis sojourners from this population were aware of cultural differences and highly alert to the emotional and physical pain of those they were attempting to assist. Furthermore, they were cognizant of cultural norms and had a strong desire to respect local values. These results yield implications for individuals who work as crisis sojourners, and questions about the need for intercultural crisis communication education for those who face such situations routinely.  相似文献
