Effective e-government creates an environment for citizens to have greater access to their government and, in theory, makes citizen-to-government contact more inclusive. Our research examines two distinct but related measures of e-government effectiveness, namely the online service index and the e-participation index, both reported in the 2010 e-government survey conducted by the United Nations. We analyze the impact of political structure, public sector performance and policy initiatives on both indices in more than 150 countries. Our multiple regression analysis shows that there is greater e-government capability in countries that have more effective public sector governance and administration, and policies that advance the development and diffusion of information and communication technologies. More democratic institutions and processes, however, appear to have a negative impact on e-government. In addition, countries that practice effective governance and promote competition in the telecommunications sector demonstrate more extensive provision of e-participation. These results suggest that the path to e-government leverages different strategies depending on a nation's political structure, and that authoritarian countries may be utilizing e-government to maintain the status quo.  相似文献

This article offers an analytical overview of pathbreaking U.S. telecommunications reform legislation, as a concrete first step in establishing new industry and regulatory paradigms for telecommunications. It describes key elements of the Act, contrasting them to the status quo ante, in the areas of competition, concentration, and the public interest. It concludes that, while the Act responds to economic, political and technological paradigm shifts, it continues to assert a prominent role for the state in articulating policy, and leaves open an important role for civil society in defining and implementing it terms.  相似文献

“文化治理”一词作为“舶来品”已在中文术语中获得了长足发展。然而,对于治理理论的极度推崇,却使我们不可避免地忽略了治理本身的“失灵问题”。中国乡村公共文化治理实践在经历了计划经济时期的强政治面向、市场经济时期的强经济面向后,目前正处于文化强国建设时期兼顾“政治—经济—文化”三重面向的新阶段,更加注重发挥乡村公共文化的复合治理功能,并且以实现乡风文明为价值取向。这不仅要求政府要有明确的职责定位,而且应当具备平衡社会利益博弈的能力,维持好三种治理面向的“开合”,避免社会阶层利益冲突对治理造成损害,建构完善的乡村公共文化治理体制与规则。  相似文献

The governance of financial markets in the U.S. is structured around financial products which in some cases results in overlapping regulatory responsibility, intricate and complicated relationships among the various parties and role confusion. These intricate relationships are often complicated by informal and ad-hoc information sharing practices across the regulators. This situation has been recognized as contributing to financial market risks and limiting the potential of smart disclosure policies to benefit financial market stakeholders. This paper adapts an existing framework for information sharing and integration to the complex environment of financial market regulation (FMR) to present an argument for the criticality of effective cross-boundary information sharing to financial regulators seeking to establish robust governance of financial markets. The framework is then used to outline the challenges to information sharing and integration in FMR and to help model the related information flows. Current literature and a recent study of information sharing in FMR are used to identify key actors in FMR information sharing relationships to outline the challenges faced in this unique context and the resulting risk if these challenges go unaddressed. In addition, this paper showcases an example of smart financial apps to illustrate the potential impact of information sharing and integration challenges on smart disclosure policies.  相似文献

When does decentralization lead to adaptive governance? This study proposes a conceptual framework of the necessary conditions in which decentralization may result in adaptive governance. We thereby consider two distinct forms in the context of multi-level democratic governance: central and local governments. Based on prior findings that local governments are more sensitive to democratic influences than central ones, we point out that decentralization may hinder the process of adaptation if the considered policy embodies entrepreneurial politics (i.e., if the adaptation generates widely distributed benefits but narrowly concentrated costs). To support our analyses, we use the example of the recent rise of the sharing economy, as manifested by Airbnb, and present qualitative evidence suggesting that higher-tier (central or federal) governments are relatively more favorable to such sharing services than lower-tier (local or city) governments.  相似文献

Abstract The prevailing worldview in North America is grounded in the belief that continuous economic growth is essential to individual and societal well‐being. One result of the dominance of this worldview is the rise of museum corporatism, characterized by the primacy of economic interests in institutional decision making. This paper provides a critical overview of the growing dominance of marketplace thinking in museum affairs, and argues that this market‐oriented viewpoint is enfeebling or diverting otherwise competent museums from realizing their unique strengths and opportunities as social institutions in civil society. The meaning and implications of the “civil society” are discussed with particular reference to museums, along with several examples of museums and galleries that are currently playing key roles as agents of the civil society. This paper contends that departing from the status quo of marketplace imperatives opens the door to more creative definitions of museums as social institutions. Rather than becoming more like businesses, museums must exploit their uniqueness, resisting the domination of marketplace thinking, and testing alternative means of achieving meaning and sustainability within their communities.  相似文献

This study examines newspaper competition on a national level using the umbrella model and the county as the geographic market. Although daily newspaper markets showed higher concentration and lower competition than other U.S. industries, these markets were less concentrated and had a greater potential for competition in 1983 and 1988 than suggested by previous studies using cities as the geographic market. The notion of adaptive governance was originally created to capture forms of collaboration in socio-ecological systems that can respond to rapid changes in the environment. However, such a notion also has a great potential to be transferred and understood in the digital government context, where there is an increasing need to establish forms of collaboration that can respond to swift changes in the environment related to technology and citizen demands. Drawing on the analysis of four cases of IT-related project collaboration, we put forward that the degree of sharing of decision-making power and of accountability between government and non-government actors is critical to developing different types of adaptive governance. Findings show that the distribution of decision-making power and of accountability can be decoupled, resulting in three types of adaptive governance – namely polycentric, agile, and organic governance. We contribute to research by detailing and empirically testing the notion of adaptive governance in a digital government context, and to practice by highlighting the role of the distribution of decision-making power and of accountability in devising adaptive governance strategies.  相似文献

[目的/意义]在激烈的市场竞争中,中小企业因资源限制等原因,缺乏独立建设竞争情报系统的能力。而现有的情报共享模式存在数据不安全、利益分配不均等、信息不对称等问题,没有得到中小企业和情报服务机构的广泛认可及应用。为了更好地实现中小企业竞争情报共享,本文提出基于区块链的中小企业竞争情报共享平台,它具有去中心化、利益均衡、安全可追溯等优势。[方法/过程]首先介绍基于区块链的中小企业竞争情报共享平台模型架构和运作过程。其次为模型设计了一种信用积分制度作为激励机制,解决竞争情报在共享过程中合理的利益分配问题。最后,借助区块链本身可追溯、不可篡改的特点以及加密算法,保障了情报共享的安全和可信。[结果/结论]通过比较分析发现,本文提出的共享平台相对于之前的竞争情报共享研究而言,具有利益分配公正、情报平等共享、交易安全可信等优势,可以更好地推动中小企业情报共享的发展。  相似文献
