This article aims to clarify and improve thinking on normative government laboratories: partly publically funded laboratories that work to improve the functioning of society, particularly through boosting innovation. This article focuses on a case study of TNO, a large Dutch laboratory, and an exemplary case of this type of laboratory. This article argues that TNO is perceived as a plug to fill a gap between knowledge production and use, in a belief that there is a direct and causal link between laboratory knowledge production and use. As a plug to fill a gap, however, TNO, and laboratories like it, can never perform satisfactorily, making an enduring cycle of negative performance evaluations and major reorganizations inevitable. This article suggests that a network model of innovation might provide a way out of the impasse.  相似文献

This paper explores new data sources on multilateral trade in films among EU countries and with the USA in offline cinema and in online video-on-demand distribution. We observe variations in trade patterns across countries and films and explore how they affect cultural diversity. We find that the EU film market is highly fragmented and cross-border film availability in cinema is low. We explore different aspects of the cultural discount hypothesis by means of a standard Helpman and Krugman (Market structure and foreign trade. Increasing returns, imperfect competition, and the international economy, MIT Press, Cambridge, 1985) trade model with economies of scale and a two-stage Heckman (Econometrica 47(1):153–161, 1979) estimation procedure. Our results show that cultural distance, success in the home market and the size of the film budget influence trade of films between countries. US films have a lower propensity to get into export markets, relative to their success in the home market. Consumer demand for imported films is relatively smaller in large EU economies, except for films imported from the USA that are only marginally affected. We also show that trade patterns in online film distribution are not fundamentally different. As online distribution occurs downstream from theatrical release, online distributors can benefit from cinema market experience to make a better selection of films. This results in a lower impact of domestic market shares on online trade patterns.  相似文献

In the article, we present the construction of an index of economic and social condition of culture using datasets of Eurostat’s Cultural Statistics Pocketbooks from 2007 and 2011 and Eurostat’s COFOG data. The datasets allow us a broad perspective over a set of more than 200 variables in 12 domains for the EU-27 member states. Using high-dimensionally adjusted factor analysis (Metropolis–Hastings Robbins–Monro algorithm), we construct an index and determine a set of its several dimensions (as seen from the cultural statistics viewpoint). Using cluster analysis, we determine the general similarities and differences among the analysed countries and show several broadly different groupings that roughly, but not exclusively follow the divide speculated in some previous studies. The analysis therefore brings a novel and statistically developed tool to empirically follow the changes in the economic and social condition of culture from the viewpoint of cultural statistics, while the clustering of models has important consequences for empirical cultural policy and has to be verified in future studies.  相似文献

ABSTRACT

The relationship between masculinity, neoliberalism, and capitalist economy is difficult to analyse. This is apparent when we consider recent studies of neoliberal capitalism, which are almost entirely books about men, and yet this feature consistently escapes critical attention. In contrast, this article brings this relation into focus, and suggests that the critique of hegemonic masculinities is an important feature of the critique of neoliberalism. The article first reviews existing literature on the intersection of masculinity and capitalism, which is increasingly being drawn towards the analysis of neoliberalism. It then briefly takes up Michel Foucault’s study of neoliberalism, especially his contention that classical liberalism’s concern with the nature of markets maintains an ambiguous persistence within the neoliberal project, in order to consider what it may have to offer to an analysis of masculinity and neoliberalism. Finally, I turn to one of the key thinkers in the intellectual development of neoliberalism – Ludwig von Mises – and provide a critical rereading of his 1944 book Bureaucracy. I argue that, beneath its veneer of economic rationality, the text mobilizes masculinity as a technology that is crucial to managing both the affective and economic insecurities generated by neoliberal conceptions of freedom in market-based societies.  相似文献

This paper responds to a trend of contracting out subjective well-being econometrics to demonstrate social return on investment (SROI) for evidence-based policy-making. We discuss an evolving ecology of ‘external’ research taking place ‘between’ the academy and commercial consultancy. We then contextualise this as waves of research methodologies and consultancy for the cultural sector. The new model of ‘external between’ consultancy research for policy is not only placed between the University and the market, but also facilitates discourse between policy sectors, government, the media and the academy. Specifically, it enables seductive but selective arguments for advocacy that claim authority through academic affiliation, yet are not evaluated for robustness. To critically engage with an emergent form of what Stone calls ‘causal stories’, we replicate a publicly funded externally commissioned SROI model that argues for the value of cultural activities to well-being. We find that the author’s operationalisation of participation and well-being are crucial, yet their representation of the relationship problematic, and their estimates questionable. This case study ‘re-performs’ econometric modelling national-level survey data for the cultural sector to reveal practices that create norms of expertise for policy-making that are not rigorous. We conclude that fluid claims to authority allow experimental econometric models and measures to perform across the cultural economy as if ratified. This new model of advocacy research requires closer academic consideration given the changing research funding structures and recent attention to expertise and the contracting out of public services.  相似文献

This article extends research on transnational feminist networks (TFNs), organizations that bring women together across national borders for collective action. A case study of World Pulse, a TFN with online community members from 190 countries that aims to amplify women's voices globally, reveals the nonprofit organization engages in ongoing reflexive practices to negotiate tensions related to voice. Using the analytical lens of postcolonial reflexivity, two themes of reflexive practices were identified: speaking from within (direct and formal inclusion of members’ voices) and speaking for (staff displaying ethical consciousness around members’ voices). From a representative survey of 2,000 individuals, we study whether consumption of music through streaming services, like Spotify or YouTube, is a substitute or a complement to physical music consumption modes, such as CDs and live music. Controlling for the taste for music, various socio-demographic characteristics and the usual determinants of music consumption either offline (radio, TV, friends/relatives) or online (online recommendations, social networks), our results show that free music streaming (where the consumer does not possess the music but only has access to it) has no significant effect on CD sales and affects positively live music attendance, but only for national or international artists who are more likely to be available on streaming services.  相似文献

The last few years have seen a remarkable increase in the number of cultural events and festivals. The increasing competitiveness among them and the need to safeguard their future viability make it necessary to identify factors that not only attract and satisfy new participants, but also retain previous attendees. Accordingly, this article examines the relations between motivation, satisfaction and loyalty in the case of a cinema event the Valdivia International Film Festival (Chile), distinguishing, in turn, between local attendees and visitors. To achieve this goal, a structural equation modelling is performed based on the data obtained through a survey conducted among festival attendees. The results show there are different motivations for attending a festival (leisure, professional motives and cinema) and that some directly affect satisfaction and loyalty. Similarly, satisfaction is presented as an unquestionable antecedent of loyalty, the latter being measured by means of different concepts. Finally, the research highlights some significant differences between residents and tourists and seems to point to the existence of a kind of cultural tourism focused on an interest in the cinema, which contributes to the festival’s continuity and sustainability. All of this allows us to extract some implications for the managers of this type of event and for those responsible for the destination’s cultural and tourist policy.  相似文献
