正2017年12月,由兰州市西固区政府企业发展服务办公室和兰州石化职业技术学院联合主办的"兰州市西固区政校企技术创新联盟"成立大会在我校报告厅隆重举行。与会领导共同按下水晶球启动装置和联盟的揭牌,此次"兰州市西固区政校企技术创新联盟"成立大会圆满完成。今后,"兰州市西固区政校企技术创新联盟"将紧紧围绕区域经济发展、新一轮西部大开发战略和"一带一路"战略,遵循"政府引导、市场化运作"的方针,面向国内校企协同相关产业领域、科技创新领域,构建校企协同产学研合作平台,加强

文章结合我国产业技术创新战略联盟发展实践,分析了我国现阶段产业技术创新战略联盟的产生、发展现状、合作模式以及在合作中的问题,提出了明确产业技术创新战略联盟的目的和原则：发挥政府在产业技术创新战略联盟当中的作用,发挥高校人才培养等方面的特色和优势,建立技术创新资源的共享平台,加强高校主导型的战略联盟组建模式,明确产业技术创新战略联盟成员的责任与义务等对策,产业技术创新战略联盟才能更加持续有效地健康、快速发展。     

机制创新:深化校企合作的基础——江苏省盱眙中等专业学校校企合作实践与思考

创新办学办企机制,方能推动校企一体化,实现校企快速、科学、和谐发展。以就业为导向的阶段式校企合作是校企合作的基本形式,以互融为导向的一体式校企合作是较深度合作,以共赢为导向的联盟式校企合作是创新合作机制、具有发展潜力的新事物。在深化校企合作过程中,政府及合作各方必须同心协力。     

平阳县产业技术创新的战略联盟研究

产业技术创新战略联盟是对产学研合作形式的进一步深化和探索,分析平阳县主导产业组建联盟的现状,认为平阳县目前存在着联盟数量不多且层次不高、联盟发展配套政策法规缺乏、联盟管理运行机制不规范、联盟技术创新能力不足等问题,推进平阳县主导产业组建联盟需要完善联盟组建的动力机制、建立绩效导向的联盟管理运行机制、探索联盟发展的多种融资模式和协同创新载体、加强联盟内部动态调整与外部合作交流、营造联盟组建发展的外部环境等政府对策。     

协同创新,探索人才培养的有效机制

2012年3月教育部召开的"全面提高高等教育质量工作会议"强调要将胡锦涛总书记提出的,"高校要与科研机构、企业开展深度合作,建立协同创新的战略联盟"的思想作为落实全面提高高等教育质量的重要举措,强化探索建立校校协同、校所协同、校企协同、校地协同、国际合作协同等开放、集合、高效的新模式[1].这意味着,协同创新已经超越了"产学研合作"的校企联合模式,为今后的高校产学研合作办学和提高人才培养质量指出了新的方向.     

关于校企合作制度建设的思考

针对促使企业主动参与校企合作所必需的制度建设进行思考,阐述了优惠政策扶持制度、媒体推进制度、校企共建人才培养培训联合体制度、校企共建技术创新战略联盟制度和在企业建立教授工作室制度,旨在推动校企合作向纵深发展,建立紧密的校企合作运行机制。     

产学研协同创新的战略意义和政策走向

胡锦涛总书记在清华大学百年校庆的重要讲话中强调,我国高校特别是研究型大学要同科研机构、企业开展深度合作,积极推动协同创新。这是第一次从国家战略高度出发对产学研协同创新提出新的要求,意义十分重大。政府要根据《科技规划纲要》和《教育规划纲要》的共同部署,加快建立科技基础条件平台共享机制。国家和地方政府应通过财税、金融、评估等多种政策手段,多种方式推进协同创新。中央和省级财政要设置支持协同创新战略联盟计划。推进协同创新特别是促成战略联盟,既是国家战略的顶层设计,也是多方联合行动的系统工程,尤其需要深入整合产学研各方及社会其他方面资源,在引导外部需求和刺激内生动力之间实现平衡,不断营造有利于协同创新健康发展的政策环境和社会氛围。     

校企协同育人的机制和模式研究

建立"一平台、两重点、三适应、四转变"的工作思路,是校企协同育人的先导。在此基础上,着力构建紧密、稳定、深层次的校企合作育人的运行机制,包括动力机制、激励机制、沟通与协调机制和保障与约束机制,破解校企协同育人的机制性障碍。按照层次高低,可将校企协同育人的模式分为项目需求模式、平台互助模式和战略联盟模式,其中在战略联盟模式下构建"五共一体"的校企合作育人体系,是推进校企协同育人的有效途径。     

高职院校校企合作战略联盟的内涵、模式及机制创新

剖析高职院校校企合作战略联盟的理论和实践起源,基于资源驱动、竞争战略驱动以及学习驱动等理论视角揭示校企联盟的产生动机及其本质内涵,总结国内高职院校校企合作成功案例,将高职院校校企合作战略联盟合作层次分为浅度、中度和深度三种类型,分析每类合作层次中具体的校企合作实施模式,最后探讨高职院校校企合作战略联盟机制体制创新问题。     

混沌理论在新技术产业创新联盟建立过程中的作用研究

针对新兴技术产业在技术创新与转型升级过程中遇到发展瓶颈的问题,基于混沌理论,以宁波新兴产业技术创新和转型升级为研究对象,系统地进行新技术产业创新联盟的战略研究,通过建立新技术产业创新联盟的战备模型指导企业的技术创新、管理创新,提出新兴产业技术创新战略为企业转型升级提供理论基础。
