公共图书馆与非物质文化遗产的传承和保护——以杭州图书馆对“西湖传说”的保护为例

以杭州图书馆对"西湖传说"实施保护管理的实践探索为例,阐述公共图书馆参与非物质文化遗产保护的必要性和可行性。认为参与非物质文化遗产保护,是公共图书馆不可推卸的责任和义务,是职能延伸的现实需要,也是事业的发展趋势,公共图书馆具有独特的优势和可用资源,可以成为专业的非物质文化遗产的保护机构。从公共图书馆角度出发,对非物质文化遗产项目保护管理的可持续发展提出可供借鉴的思路。     

Assessment of indoor air quality and the risk of damage to cultural heritage objects using MEMORI® dosimetry

Air pollution is one of the environmental influences that degrade cultural heritage objects situated indoors. Other essential influences, such as temperature, relative humidity, and light are often well monitored. The presence of air pollutants is less often measured or included in risk assessment. The MEMORI^® technology presented in this paper was developed as a tool for easy measurement and assessment of the general risk of degradation of heritage objects situated indoors due to indoor exposure to air pollutants. MEMORI dosimetry was performed in locations belonging to English Heritage and Tate (both located in London) and the National Archives of Norway in Oslo, to assess air quality. The related damage risk for collection objects and the protection offered by display and storage designs was assessed. A high level of acidic effect was observed inside a number of showcases, and a high level of oxidizing effect was observed in some room locations. Relatively simple mitigation measures, such as constructing tightly sealed showcases using low emitting materials, installing active carbon absorbing media inside a ‘microclimate’ frame, and using cardboard storage boxes for paper, significantly improved air quality. Overall, implementation of such measures is likely to improve the preservation of objects and reduce conservation costs.     

Digital Access to Cultural Heritage and Scholarship in the Czech Republic

ABSTRACT. This article looks at selected digital library projects in the Czech Republic, with a focus on two main domains of activity: digital preservation of cultural heritage, and providing digital access to scholarship through institutional repositories. With regard to digitization of national cultural heritage, the Czech Republic, largely through the leadership of the National Library, has established itself as one of the most active countries in the region. With regard to providing access to Czech research and scholarship, although there is quite a bit of interest among research institutions and universities, institutional repositories are currently in the exploratory stage and have not yet been widely implemented. Copyright laws are repeatedly cited by Czech librarians as one obstacle to improving access to digital resources in both spheres of activity.

企业大气污染排放数据挖掘方法研究——以北京及其周边为例

目前,大气污染决策已经成为我国一项直接影响经济、社会发展的重要情报工作。为了得到 对北京及其周边主要工业企业大气污染排放的精确、可信的情报,本研究通过对北京及其周边企业大 气污染排放数据的获取,构建企业大气污染排放数据库,并对北京及其周边地区不同类型企业、不同 类型污染物以及不同方位的污染排放进行数据分析,寻找造成北京及其周边大气污染的主要污染物、 主要污染类型企业和主要方位,再基于模糊认知图的数据挖掘方法定量地建立企业污染排放对大气污 染的非线性影响关系,由此为北京及其周边企业大气污染防控提供决策支持。

介绍开放访问的绿色通道——OA档案库的发展现状及未来发展的可能模式.其中包括:OA档案库的类型;政府、学术机构、出版商对待OA档案库的态度和政策;OA档案库对作者和出版商的影响;实现的工具及其维护费用,目前OA档案库的数量,存储在其中的文章的数量,在各国的分布状况;档案库未来的可能发展模式;等等.     

关于侵华日军细菌战档案申报世界记忆遗产对策研究

当前,学界从档案学视角开展侵华日军细菌战档案申报世界记忆遗产研究,尚处于起步阶段。本文在梳理国内保存的侵华日军细菌战档案基础上,遵循学术规律,按照申遗标准,界定档案属性。结合档案类型,从操作流程、类型比较和价值意义等方面进行科学论证。力求从实际出发,为国家层面推动侵华日军细菌战档案申报《世界记忆遗产名录》提出决策参考意见。     

高校图书馆室内空气质量现状分析及优化策略-以河南理工大学图书馆为例

通过对河南理工大学图书馆室内空气质量进行检测,分析了影响室内空气质量的三大因素:物理污染、化学污染和生物污染。并提出了建设绿色低碳建筑、选用绿色环保装修材料和家具、降低电磁辐射污染、降低噪声污染、吸附污染的气体、保持良好的通风、合理自然采光、抓好室内卫生清洁、馆内定期进行消毒、搞好室内植物绿化、定期进行室内空气质量检测和分析、加强公共空间意识和环保意识宣传等优化室内空气质量的策略。     

National repository initiatives in Europe

This paper aims at clarifying the role of repositories in some European countries in preserving research and other library materials in the country. The functional environment of repositories varies from country to country. Typically, the main actor in preserving national literature and national print heritage is the national library institution. The main means of this for national libraries has been legal deposit legislation, which in some countries is almost as old as printing.While the paper focuses on the development of the National Depository Library in Finland, examples in this paper are also drawn from the repositories in Norway, Estonia, and Ilê de France, Paris. The driving concept behind participating in these repository programs is cost reduction through the rationalization of storage and access on a regional—and even national—level. In this model, the repository creates one collection, which it owns and maintains. This allows the depository to employ deduplication and other strategies to rationalize storage. The role of the repository then is to keep the material available and serve as the library of last resort for many research materials.     

‘Othering’ the archive—from exile to inclusion and heritage dignity: the case of Palestinian archival memory

This paper seeks to address, from the critical perspectives of cultural heritage discourse, the issues at stake in critically apprehending the archive as both a technology of disinheritance and one of potential inclusion and re-inheritance. The first section draws on the work of Jacques Derrida, Edward Said and other critics whose work has sought to address the marginalizing capacity of dominant European/North American archival and cultural–museological institutions. The remainder of the paper grounds these conceptual–ethical issues in the context of Palestinian cultural politics and memory-work. This critical framework is used not only to draw out the absences and silences in archives and cultural institutions, and the epistemological and ‘real’ violences at play in what Derrida characterises as ‘archive trauma’, but responds to Said’s call to ‘re-read’ the colonial archive ‘contrapuntally’ in order to create an ‘othering’ of dominant archival discourse. What is needed to provoke such an ‘othering’ is a commitment to rethink the archive in terms of alternative understandings of ‘hospitality’, ‘memory-work’ and what Derrida has referred to as ‘heritage dignity’. This strategy is capable of apprehending in greater depth the moral-ethical ‘debts’ and ‘duties’ and the operational ‘responses’ and ‘responsibilities’ towards ‘inclusion’ and towards full recognition of those constituencies which have been disenfranchised or exiled outside the realms of dominant cultural–institutional discourse.     

Committing to Memory: A Project to Publish and Preserve California Local History Digital Resources

SUMMARY

This article highlights the LSTA-grant funded California Local History Digital Resources Project (LHDRP) as a case study of a collaborative statewide program involving three primary groups: cultural heritage institutions, grant funding agencies, and digital library service providers. It explores how the infrastructure of the California Digital Library (CDL) is utilized to preserve and promote public access to digitized local history collections, and discusses challenges and technical solutions to integrating heterogeneous resources into METS-based repositories. Project building blocks are also discussed, including digital object encoding and transmission tools, scanning services, metadata and imaging standards, and training programs.

本文以档案业务外包适用范围为考察对象。分别从理论与实践的角度出发,对业务外包范围划分的相关理论框架、标准加以分析和梳理,归纳实践中档案业务外包呈现出的特点,并注意到档案业务外包在理论与实践的相互对比中出现的较大差异。     

altmetrics工具与机构知识库的整合与效果——以PlumX为例

[目的/意义]altmetrics指标是对传统文献计量指标的有力补充。随着altmetrics研究的发展,国际上许多机构知识库已经应用相关工具,取得了一定的效果。那么,altmetrics工具在我国机构知识库中的应用是否必要和可行是一个现阶段极受关注的问题。[方法/过程]在altmetrics应用背景扫描和可行性分析基础上,分别从应用工具的选择、嵌入步骤和插件类型等方面梳理altmetrics工具在机构知识库中应用的相关问题;总结国外基金、科研、医院和高校等机构在整合altmetrics工具后取得的实际效果。[结果/结论]研究发现,在我国已建立的机构知识库中嵌入PlumX插件是一个十分切实可行的方法。国外的PlumX相关实践已显示出6个方面的成效:可视化展示基金投入的产出情况;帮助年轻的科研人员展示成果影响力;基于学术交流指标预测引文影响力;激励科研成果的缴存,提供重要的决策支持信息;更好地满足对小学科小专业科研成果评价的需要;提升机构成果的国际可见度和同行认可度。     

机构知识库发展的动力机制与动力模型研究

在分析不同学者对机构知识库内涵界定的基础上,提出机构知识库是对机构内成员智力产品进行收集、存储、管理并提供开放利用的知识传播与知识服务系统,探讨了机构知识库发展的六大动力因素,即长期保管与存取数字资产的需求、开放获取运动、科学信息与知识的共享及创新、数字化信息技术与标准、机构主体以及理论与实践进展,并分析了机构知识库发展动力因素互动机理,构建了机构知识库发展动力模型。
