我国慈善捐赠的缘起、现状及发展对策

慈善捐赠是捐赠者自愿将财物等赠送给与自己没有直接利益关系的受赠者,用于公益目的的行为。党的十六届四中全会将慈善事业列为社会保障体系的重要组成部分,慈善事业的发展进入了快车道,全面认识其缘起、现状和发展对策具有重要的现实意义。研究发现,我国慈善事业发展是多方面的现实要求、坚实的物质基础和政策支持以及丰富的理论基础其同作用的结果。此外,虽然我国捐赠总额增长迅速,但捐赠水平偏低,捐赠主体和地区差异较大,而且捐赠资源流向相对集中。     

Private foundations,philanthropy, and partnership in education and development: mapping the terrain

There has been increasing interest on the role of private foundations in education finance and delivery. We argue that this is due to a macro-policy context of stagnating levels of official development assistance for education and an uncritical acceptance of a logic of neutrality and the efficiency and effectiveness of of partnerships and philanthropy. This paper reports on the results of a literature review on private foundations in education and development. It found significant contestation against the claims of neutrality, efficiency, effectiveness. It also identifies salient methodological and substantive issues for the development of a research agenda on the issue.

Development of Adolescents’ Values and Jewish Identities via Experiential Philanthropy Education

ABSTRACT

The values that begin to solidify during adolescence can be steered by experiential education programs designed to inculcate a set of attitudes and behaviors in their participants. One such program, Jewish Youth Philanthropy, socializes adolescents into recognizing the importance of donating both to Jewish causes and within a Jewish framework. This paper examines the relationship between these programs and the development of Jewish and donor identities during adolescence. It suggests that surveyed Jewish youth philanthropy participants are more likely than non-participants to perceive themselves as donors, but that their Jewish identities are viewed as justifications for prosocial behavior, not drivers of it.

The effects of the Kalamazoo Promise on college choice

On November 10, 2005, then Superintendent of the Kalamazoo Public School System, Janice Brown announced—to the surprise of Kalamazoo’s residents—the beginning of the Kalamazoo Promise. Fully funded by a set of anonymous donors, the Kalamazoo Promise is an urban revitalization program that offers up to four years of free tuition to any public college or university in the state of Michigan for graduates of the Kalamazoo Public School system who meet certain eligibility criteria. Using the subsidy as a source of exogenous variation in the price of college, we use quasi-experimental methods to evaluate the impact of the subsidy on college choice. We find that the Kalamazoo Promise increases the likelihood that students from Kalamazoo Public Schools consider public institutions in Michigan. In addition, we find that the Kalamazoo Promise especially impacts the college choice set of students from families who earn less than $50,000 in annual income.

学科、课程、学位:美国关于高等教育专业研究生培养的争论及其启示

美国在高等教育研究生培养与研究方面有关学科性、课程设计与学位的争论表明 :(1 )高等教育研究作为一个学科尚不成熟。应用其他相对成熟学科的理论与方法 ,是提高高等教育研究水平与研究生培养学术质量的较好方式。(2 )高等教育研究生培养的一个主要任务是培养高等教育管理方面的实践人员 ,目前还缺少成熟的培养体系。美国大学正在采取各种试验性培养方式 ,使研究生培养更好地联系实际。 (3 )美国大学为高等教育研究生颁发学术性的Ph D和职业性的 Ed D两种学位 ,这种双轨制既有利于学术发展 ,也有利于培养实践者。
