Caring for and educating young children is highly skilled and complex, and is dependent upon the educator's education and training, work environment, salary and work benefits. This paper which draws upon two annual BA ECEC Graduate Occupational Profile Surveys undertaken in 2013 and 2014, explores the perceptions of graduates about seeking employment and working in the sector. The findings indicate that the graduates perceived themselves as: professionals who were confident about their practice; held valuable knowledge of the practice frameworks: Síolta and Aistear, and excited about opportunities for professional autonomy. However, while graduates working in the sector were buoyed by their ‘love of children’ and described the work as ‘rewarding’ they were critical of the pay and working conditions. Special Issue: Early Childhood Policy 17: 71–86] the findings support the assertion that early childhood educators are among the lowest paid professionals, and many graduates indicated their intention to exit the sector. The BA ECEC provided a stepping stone towards post-graduate study and alternative career pathways. The findings highlight a pervasive tension between the potential of ECEC to be a rewarding and satisfying career, and the reality of employment conditions within the sector.  相似文献

The importance of investing in early childhood is widely acknowledged in policy circles. Particularly formal Early Childhood Education and Care (ECEC) is seen as key to creating equal opportunities and combating poverty by increasing educational achievement of children and supporting parental employment. This social investment perspective has in recent decades supported the rapid development and expansion of ECEC in most European countries. However, the international social investment discourse masks fundamental differences in European ECEC systems and detracts attention from the way ECEC is embedded in the wider welfare regime of a country. This paper critically examines the ‘social investment potential’ of ECEC systems by comparing an early social investment country, Sweden, with two ‘late movers’, the UK and Germany. It argues that investing in ECEC is not per se a panacea for social inclusion. To the contrary, if not combined with other, partly ‘traditional’ equality measures both in education and social protection, ECEC investment may have the opposite effect of increasing social inequality.  相似文献

The sociopolitical context of Norway includes low poverty rates and universal access to subsidized and regulated Early Childhood Education and Care (ECEC). In this context, the association between family income dynamics and changes in early child behavior problems was investigated, as well as whether high‐quality ECEC buffers children from the effects of income dynamics. In a population‐based sample (N = 75,296), within‐family changes in income‐to‐needs predicted changes in externalizing and internalizing problems (from ages 18 to 36 months), particularly for lower income children. For internalizing problems, ECEC buffered the effect of income‐to‐needs changes. These findings lend further support to the potential benefits of ECEC for children from lower income families.  相似文献

This paper is concerned to present professionalism in Early Childhood Education and Care (ECEC) as a sociocultural construction. In particular the article is concerned with how professional identities are inflected by autobiography and the spaces and opportunities that exist for the construction of alternative professional identities. Drawing on a recent empirical study with nursery workers in London a critical appraisal of hegemonic discourses is presented and a consideration of ‘professionalism from within’ is offered. A specific focus is placed upon the notion of the ‘critically reflective emotional professional’ and how that might be taken up or resisted at different levels of the ECEC policy–practitioner landscape.  相似文献

Drawing on kindergarten teachers’ and University departments’ reactions to the Greek government’s initiative to adopt an integrated Early Childhood Education and Care (ECEC) system, the present study aimed to explore how various ECEC professional groups working in the two main preschool programs operating in Greece define different aspects inherent to ECEC theory and practice. Results yielded both similarities and differences, with aspects of health and well-being characterized mostly as having both a ‘care’ and an ‘education’ aspect, whereas personal and professional development and communication, management and administrative factors were characterized as educational in nature. Discrepancies were revealed in terms of child development, education and play and social environment factors, with those working in childcare settings defining them as including both ‘care’ and ‘education’ whereas those working in kindergartens defined them as educational in nature.  相似文献

Abstract

The Early Childhood Education and Care (ECEC) professional development movement, community college students’ emerging intentionality, and the role of two‐ and four‐year higher education faculty intersect in a proactive model proposed by the author that advocates ECEC community college programs separate from the vocational tradition and establishes ECEC transfer degrees to four‐year programs. Degree structures must be built with flexibility, and encompass checkpoints and highly articulated options as student intentionality unfolds. The proactive model is constructed from Morgan's (1994) 21 st century model of professionalism and her conception of students’ emerging intentionality, combined with Brint and Karabel's (1989) models that attempt to explain why community colleges moved from conferring primarily transfer degrees to conferring primarily vocational degrees.  相似文献

This paper reports on the findings of an in-depth genealogical study of the discourse of quality in Australian Early Childhood Education and Care (ECEC) policy. Quality reform has become the foremost global policy agenda for ECEC due to assumptions about the economic potentials of quality services. In Australia, the recent National Quality Framework elevated early childhood policy in Australia from the margins as the lynchpin of a broader economic reform agenda. However, quality ECEC – what it is and does – is a complex, contestable notion that could be considered problematic for the sector to execute, particularly through market models of provision. Drawing on Foucauldian notions of discourse as the ‘already said’, the truth assumptions that have underpinned policy uses of quality ECEC in Australia are identified and critiqued. It is shown that the discourse of quality has been tactically deployed in Australian ECEC policy to realign quality ECEC outcomes with educative outcomes, as a means for government to selectively grow and govern human capital. This positions quality as a high-stakes reform discourse for early childhood stakeholders, entwined with the expanded reach and intensification of selective, performance-related standards and incentives.  相似文献

This study examined whether exposure to changes in peer aggression predicted changes in child physical aggression (PA) in preschool children attending Norwegian Early Childhood Education and Care (ECEC) centers. Data from the Behavior Outlook Norwegian Developmental Study were used, including 956 children. In fixed effects models, within-child changes in exposure to peer aggression predicted changes in teacher-rated child PA across ages 2, 3, and 4. Moreover, changes in exposure to a peer group with two or more externalizing children increased teacher-rated child PA over time, but only for boys. No significant peer effects on parent-rated child PA were found. Findings point to the importance of avoiding the congregation of several problematic children, particularly boys, in the same ECEC groups.  相似文献

Based on an ecological perspective on competence, this study analyzed the attitudes, skills, and knowledge of practitioners in educational services for 0–6-years-old children in Italy, examining competence profiles in the Early Childhood Education and Care (ECEC) workforce. Our study considered three areas of competence, which previously have received less attention: relationships with children, relationships with families, and relationships within working groups or teams. Participants were 136 practitioners working in Italian ECEC services. Practitioners reported a greater need to acquire social skills for their relationships with children and families, especially in cases of psychosocial distress. They also reported the difficulty of development planning within their professional role. The article concludes with a discussion of the attitudes, skills, and knowledge required for professional development planning.  相似文献

The being together intervention intends to raise teacher capacity in Norwegian Early Childhood Education and Care (ECEC) institutions and promote social and emotional development in preschoolers by implementing an authoritative (warm and predictable) adult style in the institution. An authoritative adult balances between building up high quality interactions with children, while at the same time having a predictable structure with clear norms and social expectations in the learning environment. The purpose of this study was to investigate what helped the ECEC institutions to successfully implement the program principles and core components, and what were the challenges. The staff groups of seven Norwegian ECEC institutions in different municipalities who took part in the innovation were interviewed at the beginning and before the end of the first year of implementation. Data analysis identified five success criteria in the implementation process; strong commitment to the authoritative adult style, strong focus on the implementation process, advanced support systems, highly involved leaders, and a collective orientation. These elements resulted in a shared vision and an academically grounded practice in the ECEC institutions. Staff members without formal professional training and a lack of written documentation in the ECEC institutions should be given more consideration in further improvement of the capacity building.  相似文献

OECD countries have established statistical collections to ensure quality within Early Childhood Education and Care (ECEC). Focusing on one part of ECEC – preschool ‘childcare services’ – this paper critically reviews statistical collections specifically designed to measure childcare patterns in England alongside UK data collected for other purposes which can be used to examine childcare patterns. The paper evaluates how far these data provide a reliable basis for examining the childcare workforce, how well childcare usage and provision patterns can be analysed and the degree to which the data provide comparable geographical coverage. Results show analysis is restricted by the various ways data-sets count and classify occupations. Differences in geographical coverage make them difficult to compare. More refinement of occupation categories would make existing sources more useful. The themes discussed here are relevant for other countries seeking to understand how best to utilise their statistical collections for examining childcare patterns.  相似文献

Traditional notions of leadership are at odds with the pedagogy and ethos of Early Childhood Education and Care (ECEC), prompting increasing international concern to develop new understandings which are better suited and create greater leadership capacity. The introduction of the Early Years Professional (EYP) in England, as a leader of practice without association with an organisational position, gave impetus to the idea of pedagogic leadership. This paper draws on two qualitative studies to examine the working theories of EYPs in leading practice to discover how they interpret and apply their professional purpose. An interpretive approach was adopted to develop patterns of meaning from practitioner stories which show an emerging notion of leadership founded on ‘passionate care’ to improve the education and well-being of young children. Such leadership can be exercised regardless of positional role as it does not operate through authority but from moral purpose and it seeks to release agency for change with others by building trusting relationships. This provides scope to reconceptualise leadership in ECEC as a participative pedagogy which could generate greater leadership capital if embedded into professional development.  相似文献

Despite the political and academic debate on the demands for more male workers in Early Childhood Education and Care (ECEC), no European country has reached the benchmark set for 2006 to have 20% male early childhood workers. This has predominantly been countered by challenging the idea that care for the youngest implies an activity ‘that women naturally do’ and by consequently arguing for a higher status and better working conditions for caring jobs. In this article, we analyse the recent ‘schoolification’ of ECEC, and in so doing, we argue that the traditional explanations of the feminisation of the early years workforce do not suffice. In addition, we dwell upon contemporary feminism to challenge the mind–body dualism in discourses and practices of care and explore the concepts of embodied subjectivity and corporeality to further explore pathways to a more equally gendered workforce in early childhood provision.  相似文献

The increased regulation of teachers’ work is a global phenomenon across education sectors. In Australia the governance of Early Childhood Education and Care (ECEC) embeds international priorities for quality improvement in educational programmes. The implementation of a National Quality Framework (NQF) for the assessment of ECEC services has mobilised the production of a suite of regulatory texts. The regulation of teachers’ work is legitimised through the discourse of quality embedded in policy guidelines. Drawing on interview data from preschool teachers, this paper employs institutional ethnography (IE) to investigate teachers’ accounts of producing a Quality Improvement Plan. As teachers operationalise the expectations of quality assurance in the NQF, their work is oriented to gathering evidence of an approved quality of practice. The findings indicate a shift in professional focus to increased documentation of ‘quality of practice’, goal setting and evidence of the collaborative construction of Quality Improvement Plans.  相似文献

ABSTRACT

Low academic achievements are predicted by early disadvantages. Because achievement gaps typically escalate with age, early efforts to prevent future academic disadvantages are called for. The current study examines whether exposure to structured pre-academic activities in Early Childhood Education and Care (ECEC) play a compensatory role for the early academic achievements in school (teacher ratings and screening tests of reading and math) of children who were at developmental (low receptive language), behavioral (high externalizing behavior and low effortful control) and socio-economic (low maternal education) risk in preschool. Using a sample of 934 children from the longitudinal Behavioral Outlook Developmental Study to examine between-school comparisons and within-school fixed effects models, findings suggest that preschoolers with externalizing behaviors may moderately benefit from structured pre-academic activities prior to school entry. However, it is concluded that this pre-academic boost is weak and may be limited to a short transition period from ECEC to school.  相似文献

The pedagogical documentation of educational processes in Early Childhood Education and Care (ECEC) centres is an important concern of early childhood education. Its purpose is to make learning visible and to stimulate discussion between educators and parents. In the academic discourse, however, pedagogical documentation is subject to differing interpretations: while some authors see it as a practice that supports the learning processes of children, along the lines of a ‘pedagogy of listening’, others regard it as a tool for the assessment of skill development. Against this background, the present article examines how these different understandings of documentation are implemented in pedagogical practice in German ECEC centres. On the basis of an empirical investigation with 40 case studies, it can be shown that pedagogical documentation is primarily seen as an assessment tool in Germany. Four types of facility could be identified, each representing a particular style of documentation; for example, specific motivations, functions and practices of implementation can be distinguished.  相似文献

The global rise of a neoliberal ‘new politics of parenting’ discursively constructs parents in poverty as the reason for, and remedy to, child poverty. This allows for Early Childhood Education and Care (ECEC) to become a key policy lever by using human technologies to intervene in and regulate the lives of parents and children in poverty. The article explores the uptake of this policy locally through interviews with 30 ECEC practitioners in three locations across England. The interviews suggested that the neoliberal discursive formation of child poverty as a problem of the poor themselves had symbolic power and was a view shared by most of the interviewees. This appeared to restrict their thinking and action, shaping a limited engagement with parents in poverty. Delivering curricular requirements was seen to further delimit practitioners’ practices with children in poverty by reducing their poverty sensitivity. Although this is a small study, its findings may be of value in questioning neoliberal logics, and their implications are considered critically.  相似文献

In 2015, the United Kingdom government harnessed Early Childhood Education and Care (ECEC) providers to its anti-terrorism strategy by placing them within the scope of the Counter Terrorism and Security Act 2015. They became subject to the ‘Prevent Duty’ which requires them to have due regard to prevent people from being drawn into terrorism. However, the promotion of Fundamental British Values (FBV), as a specific measure to prevent young children being drawn into terrorism, has raised questions about the role of the ECEC sector as an instrument of counter terrorism policy. This paper analyses the ways in which early childhood practitioners mediated the requirement to promote FBV through their pedagogical practice. Although practitioners are commissioned to mediate specific values formulated in the political arena their response was complex and multi-layered. Whilst a public display of compliance to FBV was performative values education was an everyday pedagogical practice unconstrained by the instituted definitions of FBV. Practitioners deployed a contextual moral pedagogy where children construct understandings of moral values and practices characterised by rich democratic dialogues.  相似文献
