The paper presents, firstly, a brief review of the long history of information ethics beginning with the Greek concept of parrhesia or freedom of speech as analyzed by Michel Foucault. The recent concept of information ethics is related particularly to problems which arose in the last century with the development of computer technology and the internet. A broader concept of information ethics as dealing with the digital reconstruction of all possible phenomena leads to questions relating to digital ontology. Following Heidegger’s conception of the relation between ontology and metaphysics, the author argues that ontology has to do with Being itself and not just with the Being of beings which is the matter of metaphysics. The primary aim of an ontological foundation of information ethics is to question the metaphysical ambitions of digital ontology understood as today’s pervading understanding of Being. The author analyzes some challenges of digital technology, particularly with regard to the moral status of digital agents. The author argues that information ethics does not only deal with ethical questions relating to the infosphere. This view is contrasted with arguments presented by Luciano Floridi on the foundation of information ethics as well as on the moral status of digital agents. It is argued that a reductionist view of the human body as digital data overlooks the limits of digital ontology and gives up one basis for ethical orientation. Finally issues related to the digital divide as well as to intercultural aspects of information ethics are explored – and long and short-term agendas for appropriate responses are presented.  相似文献

Three arguments are raised in this article with regard to the indices used to measure the digital divide. First, I criticize policymakers who rely on simplistic measures of the digital divide, at the expense of a thoughtful analysis of (1) the purpose of the tool, (2) the level of observation, and (3) the method of approaching the data. Second, I argue that networks and associated technologies are not neutral artifacts but are political and social spaces in their structure as well as in their content levels. Accordingly, we need to factor in the context as an important actor in conceptualizing and measuring the digital divide. Third, two general types of indices are used for the measurement of the digital divide(s): focused monotopical indices and comprehensive indices. Monotopical indices are more widely available, while comprehensive ones are rare. I argue that policymakers need to promote comprehensive indices over monotopical indices. Finally, I present a conceptual definition of the digital divide and a framework for developing a comprehensive index to measure it.  相似文献

The term “digital divide” has been used for almost a decade and typically relates to sociodemographic differences in the use of information and communication technology. However, the corresponding measurement is still relatively imprecise. Very often it is simply reduced to comparisons of Internet penetration rates. This article extends the measurements above the usual bivariate comparisons. Within this context, three essential approaches are presented and critically evaluated. First, loglinear modeling is used to address the interactions among the factors affecting the digital divide. Second, compound measures (i.e., the Digital Divide Index) that integrate a number of variables into a single indicator are discussed. Third, time-distance methodology is applied to analyze changes in the digital divide. The article argues that these approaches often yield entirely different conclusions compared to simple bivariate analysis. The examples are presented as a general warning against an oversimplified methodological approach to digital divide studies.  相似文献

Participation is often used as a blanket term that is uncritically celebrated; this is particularly true in the case of youth digital participation. In this article, we propose a youth-focused analytical framework, applicable to a wide variety of youth digital participation projects, which can help facilitate a more nuanced understanding of these participatory practices. This framework analyzes the aims envisioned for youth participation, the actors and contexts of these activities, and the variable levels of participatory intensity, in order to more accurately assess the forms and outcomes of youth digital participation. We demonstrate the value of this framework by applying it to two contemporary cases of digital youth participation: an informal online community (Nerdfighters) and a formalized educational initiative (CyberPatriot). Such analyses facilitate normative assessments of youth digital participation, which enable us to better assess what participation is good for, and for whom.  相似文献

There are many reports about the digital divideand many discrepant interpretations of what thereports indicate. This pattern of competinganalyses, often in relation to identical datasets, has endured for a good part of the lastdecade. It is argued here that a major problemwith much of the digital divide research is afailure to include ethical concerns as anexplicit part of analyzing and interpretingdigital divide gaps. If researchers includemore recognition of ethics with their findingsabout divide gaps, it is likely that they willproduce better research and findings as well asmore defensible linkages between study reportsand policy deliberations.  相似文献

Our lives are increasingly intertwined with the digital realm, and with new technology, new ethical problems emerge. The academic field that addresses these problems—which we tentatively call ‘digital ethics’—can be an important intellectual resource for policy making and regulation. This is why it is important to understand how the new ethical challenges of a digital society are being met by academic research. We have undertaken a scientometric analysis to arrive at a better understanding of the nature, scope and dynamics of the field of digital ethics. Our approach in this paper shows how the field of digital ethics is distributed over various academic disciplines. By first having experts select a collection of keywords central to digital ethics, we have generated a dataset of articles discussing these issues. This approach allows us to generate a scientometric visualisation of the field of digital ethics, without being constrained by any preconceived definitions of academic disciplines. We have first of all found that the number of publications pertaining to digital ethics is exponentially increasing. We furthermore established that whereas one may expect digital ethics to be a species of ethics, we in fact found that the various questions pertaining to digital ethics are predominantly being discussed in computer science, law and biomedical science. It is in these fields, more than in the independent field of ethics, that ethical discourse is being developed around concrete and often technical issues. Moreover, it appears that some important ethical values are very prominent in one field (e.g., autonomy in medical science), while being almost absent in others. We conclude that to get a thorough understanding of, and grip on, all the hard ethical questions of a digital society, ethicists, policy makers and legal scholars will need to familiarize themselves with the concrete and practical work that is being done across a range of different scientific fields to deal with these questions.  相似文献

The digital world provides various ethical frames for individuals to become ethical subjects. In this paper I examine – in a Foucauldian and Luhmannian way – the differences between three systems of communication: the proprietary, the open/free and the cracker system. It is argued that all three systems provide a different set of ethical codes which one can be subjected to. The language of each system is restricted and they cannot understand each other, they merely consider each other as the environment. The systems generate a diversity of ethical codes as they give different shapes to digital objects. To proprietary software companies digital objects are an instrument of financial profit. The free software/open source movement emphasises transparency; the end user must be able to view and alter the source code. The cracker scene sees digital objects in a different way. For this particular system, only copy-protected digital objects are appealing. Copy protection binds its target to the world of matter. Breaking the protection is the ultimate challenge and a way to gain honour and status inside the cracker scene. A copy-protected digital object is simultaneously an utmost example of the hidden source code (the open/free system), a perfect artefact that can be owned and sold (the proprietary system) and a challenge to be cracked (the cracker system).  相似文献

Locke,Intellectual Property Rights,and the Information Commons   总被引:1,自引:0,他引:1  
This paper examines the question whether, and to what extent, John Locke’s classic theory of property can be applied to the current debate involving intellectual property rights (IPRs) and the information commons. Organized into four main sections, Section 1 includes a brief exposition of Locke’s arguments for the just appropriation of physical objects and tangible property. In Section 2, I consider some challenges involved in extending Locke’s labor theory of property to the debate about IPRs and digital information. In Section 3, it is argued that even if the labor analogy breaks down, we should not necessarily infer that Locke’s theory has no relevance for the contemporary debate involving IPRs and the information commons. Alternatively, I argue that much of what Locke has to say about the kinds of considerations that ought to be accorded to the physical commons when appropriating objects from it – especially his proviso requiring that “enough and as good” be left for others – can also be applied to appropriations involving the information commons. Based on my reading of Locke’s proviso, I further argue that Locke would presume in favor of the information commons when competing interests (involving the rights of individual appropriators and the preservation of the commons) are at stake. In this sense, I believe that Locke offers us an adjudicative principle for evaluating the claims advanced by rival interests in the contemporary debate about IPRs and the information commons. In Section 4, I apply Locke’s proviso in my analysis of two recent copyright laws: the Copyright Term Extension Act (CTEA), and the Digital Millennium Copyright Act (DMCA). I then argue that both laws violate the spirit of Locke’s proviso because they unfairly restrict the access that ordinary individuals have previously had to resources that comprise the information commons. Noting that Locke would not altogether reject copyright protection for IPRs, I conclude that Locke’s classic property theory provides a useful mechanism for adjudicating between claims about how best to ensure that individuals will be able to continue to access information in digitized form, while at the same time also allowing for that information to enjoy some form of legal protection.  相似文献

This article examines the digital divide in terms of access and the cultural use purposes of the Internet in Finland, the United Kingdom, and Greece. The analysis is based on data from Finnish, British, and Greek sections of Eurobarometer collected in 2013 (N = 3,009). Separate measures for class and status are applied in the analysis. The findings indicate that both access to and use of the Internet for cultural purposes are affected by a number of interdependent factors, whose effects and strengths vary significantly among the countries.  相似文献

Abstract

This study employs a qualitative approach to examine whether and why some societal groups are disadvantaged more by their Internet use than others do. Due to the quantitative nature of most digital divide studies, thorough explanations for why different outcomes exist are lacking. Interviews were conducted with 48 Dutch families selected on the basis of educational level (high or low) and household characteristics (children and marital status). A distinction was made between the types of negative outcomes that families are confronted with and how they cope with those outcomes. The results show that the confrontation with negative outcomes of Internet use in itself seems similar for both educational groups. However, the way Internet users cope with negative outcomes differs between the two educational groups. Members of highly educated groups mostly try to take control themselves when faced with a negative outcome, while members of less educated groups often just experience negative outcomes and do not remedial actions.  相似文献

The commodification of code demands two preconditions: a belief if the existence of code and a system of ownership for the code. An examination of these preconditions is helpful for resisting the further widening of digital divides. The ontological belief in the relatively independent existence of code is dependent on our understanding of what the “digital” is. Here it is claimed that the digital is not a natural kind, but a concept that is relative to our practices of interpretation. An interpretative system that sees code as something that can or should always be owned implies an increase of social control and threatens vital processes of knowledge creation that are necessary for an open and egalitarian information society. The ontological belief in “digital code” thus provides the backdrop for an ethical view of the information society. Consequently, if we see digital code as an interpretative notion (in the nominalist way), the ethical questions appear in a different light.  相似文献

The ethical and political dilemmas raised byInformation and Communication Technology (ICT)have only just begun to be understood. Theimpact of centralised data collection, masscommunication technologies or the centrality ofcomputer technology as a means of accessingimportant social institutions, all poseimportant ethical and political questions. As away of capturing some of these effects I willcharacterise them in terms of the type of powerand, more particularly, the Power-over peoplethat they exercise. My choice of thisparticular nomenclature is that it allows us todescribe, firstly, how specific technologiesoperate and second, exactly what sorts ofconstraints they impose on people. The reasonfor this focus has to do with a further aim ofthe essay, which is to intervene in aparticular type of debate that is often hadaround the appropriate use and scope oftheories of power that are employed in thinkingabout ICT, especially those theories associatedwith the work of Michel Foucault. There isconsiderable use of his work in computerethics, but my claim will be that despite theproductive uses of his work in the areas ofsurveillance, for instance, it does not exhaustthe larger potential of his work on power and,in part, `government.' I will argue that inorder to properly understand the politicalimpact of some aspects of ICT, especially thedigital divide, one needs an account of howpower operates that includes more traditionaltypes of power-over. To the extent that I willdeal with these concerns, the paper is both acontribution to debates about the nature andscope of Foucault's theory of power and to theissue of the effects of the digital divide.  相似文献

数字创新创业赋予了共同富裕新动能,正加快经济社会形成共创共富的生动局面。理论分析表明,数字创新创业对共同富裕的影响兼具鸿沟效应和红利效应,鸿沟效应在先期强于红利效应、在后期弱于红利效应,数字创新创业与共同富裕之间呈现U形关系;居民收入结构在因果链条中发挥了中介作用,数字基础设施发挥了调节功能。实证结果显示,数字创新创业对共同富裕的影响呈现“先降后升”的U形特征,并且稳健成立;异质性分析发现,U形关系在共同富裕的“头部”省份呈“细口尖底”形态,在“腰尾部”省份则呈“宽口平底”形态;南部省份整体上早于北部省份实现了由鸿沟效应向红利效应的转变;机制检验发现,数字创新创业正是通过影响经营性收入与工资性收入之比间接地作用于省域共同富裕,数字基础设施正向调节数字创新创业与共同富裕之间的U形关系。研究结果为厘清数字创新创业影响共同富裕的内在机理提供了理论逻辑和经验证据,为实现共同富裕目标提出了新思路和新途径。  相似文献

The paper offers a solution to the problem of specifying computational systems that behave in accordance with a given set of ethical principles. The proposed solution is based on the concepts of ethical requirements and ethical protocols. A new conceptual tool, called the Control Closure of an operation, is defined and used to translate ethical principles into ethical requirements and protocols. The concept of Generalised Informational Privacy (GIP) is used as a paradigmatic example of an ethical principle. GIP is defined in such a way as to (i) discriminate specific cases in which an individual’s GIP can be infringed without accessing the individual’s data; (ii) separate unauthorised accesses to data that do not respect the right to GIP from access that do; and (iii) distinguish different degrees of GIP. Finally a camera phone is used to illustrate the proposed solution.  相似文献
