政策、公共政策、教育政策的内涵及其逻辑关系分析

政策、公共政策、教育政策一脉相承,既有联系,又有区别。政策是组织或个人为未来的目标任务制定的一种计划、纲领、准则,公共政策是一个国家或政党为每一个时期的目标、任务制定出来的纲领性、计划性、指导性的行为准则和规范,教育政策则是一个国家或政党根据一定历史时期的教育目标和任务制定出来的,用来调整人们社会关系和教育关系的某种持续性、纲领性、计划性、指导性的行动纲领和行为准则。     

我国的老龄化、性别和养老政策

中国的老龄化过程已经呈现出了性别特征,如老年性比例失调以及老年高龄妇女和农村妇女生活艰难.在晚年生活中,老年妇女既是家庭经济和情感生活的被照顾者,同时也是其支持者,她们在生命周期中扮演的社会角色和家庭角色深深地影响到她们的晚年生活质量和身份认同.当计划经济的低水平的养老政策消失时,家庭成为重要的养老单位,而多元的养老政策背后是妇女被掩盖的劳动.只有建立起以社会责任为主体的养老保障体系,才能使妇女的照顾劳动得到承认,并理顺国家、社区、家庭和个人以及代际间的公正关系.     

Diversity,Doctoral Education and Policy

This paper argues the importance of diversity for research and doctoral education and the key role of policy in encouraging it. It considers the impact of higher education policy on diversity in doctoral education through the three prevailing themes of cost, concentration and relevance, illustrating in each instance both positive and negative influences. It is a time of dynamic change where the role and purposes of doctoral study and the role and production of knowledge in society are changing. Policy plays an important part in leading and shaping this development.     

我国农村职业教育发展的政策变迁、政策环境及路径选择

改革开放以来,我国农村职业教育政策经历了恢复与调整、快速发展和全面发展三个重要时期.农村职业教育发展到现在,政策环境正发生着微妙的变化,党和政府应对这些变化给予足够的重视,以此探索农村职业教育发展的有效路径.

"强基计划"是中国招生考试制度改革和拔尖创新人才培养政策的重要组成部分."强基计划"将人才考核评价机制、培养模式与经济社会发展需求相对接,体现了服务国家战略的目标导向和追求全人发展的价值导向.文章围绕"强基计划"政策出台的动因、政策实施的着力点、挑战以及优化之策等进行分析,旨在为中国拔尖人才培养的理论和实践提供指导.     

教育政策研究的类别、特征和启示

教育政策研究在过去几十年中有了很大的发展,有关教育政策研究的文献非常庞杂和多样.教育政策研究可以划分为三种基本不同的研究类型,每一类研究具有相对不同的研究任务、特征和发展方向.对照这三类教育政策研究类型,可以较为清晰地看到我国现有教育政策研究的现状和不足,以及由此应该采取的发展措施.     

Teacher's Life Worlds,Agency and Policy Contexts

Life history studies of teachers have remained a sadly neglected genre and have only recently become strongly developed in many countries. In 2000, the authors began a collaboration to develop life and work history research with a group of teachers who, 40 years earlier, had been pioneers of the Swedish 9-year compulsory school reform. The present paper describes interesting differences between British and Swedish research and school policy raises questions about the professional development of teachers in contexts of increasing marketisation of public service. The study connects directly to Michael Huberman's life cycle work and emphasises a close and egalitarian collaboration between the researchers and the teachers in the scholarly process.     

Social Control,Social Policy and Adult Education

This paper contrasts a number of different cultures existing within Adult Education. It incorporates theoretical perspectives from Bourdieu and Williams with case‐study material obtained through observation, questionnaire and interview at a South London adult education centre in 1986/87. Bourgeois culture is seen as the exception rather than the rule in adult education. Adult education provides space for a number of alternative cultural formulations, but they operate within a predominantly middle‐class atmosphere. Equal opportunities and the social justice dimension of adult education represent a new cultural formulation, but without further developmental work cannot yet be regarded as significant interventions in a society deeply divided by gender, race and class. While the case‐study material is set in the UK of the 1980s, the theoretical perspectives are relevant to the persistence of inequality in many advanced industrial countries.     

住房资源、分配制度与资格认定

在现行住房分配制度中,单位拥有的住房资源在很大程度上决定了单位住房分配制度的导向,并进而影响职工住房分配资格的认定。住房资源贫乏的单位,住房分配制度以原始公平为导向,职工住房资格的认定以职工的“先赋因素”为基准;住房资源相对宽裕的单位,住房分配制度强调等级特征,对职工住房资格的认定以“自致因素”为基础;住房资源相当富足的单位,住房分配制度强调等级差异,职工住房资格的认定凸现“权力因素”。     

政策研究、配置与支持:学前教育政策分析的立场

学前教育政策分析有助于揭示政策制定和执行过程中存在的问题及今后优化和完善政策效果起积极的作用。学前教育政策研究要挖掘依据、基于证据。分析当前的政策发现,学前教育应该强化政府作为公共服务的核心主体,引导并规范市场的公共服务职能,扩大社会参与。学前教育政策要体现社会公平:扩大社会对学前教育的重视,保障不利群体的平等权利,优化师资结构。     

师范教育免费政策的合理性、政策目标及制度设计

教育部在2007年工作要点中明确提出了开展师范生免费教育的试点;国务院总理温家宝在政府工作报告中指出,在6所教育部直属师范大学实行师范生免费教育,并在取得成功经验的基础上逐步向全国推广。由此,免费师范教育的帷幕又徐徐拉开。然而,中央只是明确了师范教育免费这一政策方向,关于实现这一政策所需要的相应的制度还尚未完备。我们需要在充分理解免费师范教育政策合理性的基础上明确免费师范教育所包含的政策目标并进行科学合理的制度设计。
