Romanian libraries have had a rich heritage of collecting and preserving materials in the domains of national and foreign history, literature, art, and science. During the communist regime they served as propaganda tools for the government's Marxist ideology. In post-communist Romania, there is a desire among some librarians to promote change from a system of limited access to information to a more open system that focuses on quality improvement of library services, operations, and organization. In their efforts to overcome the communist legacy to libraries in their country, some Romanian librarians—with local resources and support from international agencies—are implementing western managerial styles and services. This case study reflects the results, assessments, and recommendations from a survey conducted at a workshop of selected Romanian librarians in August 1998. From the beginning of the 1990s, different types of quality management and evaluation systems have become integrated into higher education institutes throughout Europe due to the creation of the European Higher Education Area (EHEA). This has meant that the university libraries have had to learn how to evaluate their services and improve their quality. Quality audits are one tool that can be used in quality management approaches to assess how well an organization is being managed. This paper describes and benchmarks the use of external and internal auditing in three European academic libraries, i.e. the Medical Library of the University Medical Center Hamburg-Eppendorf (Germany), the Universitat Autònoma de Barcelona Library (Spain) and the University of Eastern Finland Library (Finland). The results reveal the best practices of auditing in these institutions; and recommendations are provided for the further development of library auditing and ways to improve co-operation between libraries. 相似文献

Between the years 1993 and 2000, the W. K. Kellogg Foundation sponsored the Comprehensive Community Health Models (CCHMs) Initiative in three Michigan counties. CCHMs was comprised of three closely related community initiatives carried out in the midst of a failed national health care reform effort and the continued penetration of managed care arrangements into many health care systems. This experimental initiative set out to test the hypothesis that traditional healthcare system animosities and exclusionary practices could be overcome by stakeholder participation in an ongoing, structured, collaborative dialogue about improving access to health services. In the process of collecting data through surveys, interviews, content analysis, and observation, we were struck by the occurrence of several overarching tensions that we perceive to exist in our data. The present article elucidates five such tensions and suggests how third parties such as communication researchers, evaluators, and practitioners can facilitate community health improvement initiatives and better their own data interpretation by acknowledging and understanding these tensions. 相似文献

1978年研究生招生的初步恢复及1981年学位制度的正式建立,标志着我国中央集中管理为主的研究生教育管理体制的形成。随着地方政府对研究生教育的领导权和统筹权的不断加强,研究生培养单位培养和管理能力的日渐提高,原先的中央集中计划管理体制已经难以适应研究生教育发展的需要。从80年代中期开始,一场以权力下放、组织分层、管理重心下移为基本趋向的体制演变逐步展开。这种演变以渐进改革为主线并以激进改革为辅线,以政府强制性制度变迁为主导转为诱致性制度变迁为主体,以中央集权单一化逐步转变为以地方分权分散化的历史过程。 相似文献

In spite of the increase in formal and informal expectations for research by Canadian librarians, there have been few—if any—Canada-wide initiatives to help support librarians in meeting research expectations. Moreover, there have been few opportunities to address academic librarians' needs and Canadian librarian research culture in any systematic way, especially on a national scale. As a way of redressing these absences and filling this need, a four-day nation-wide institute was proposed and conducted in order to bring together Canadian librarians interested in developing their own research programs and working toward fostering a positive and productive research culture in Canadian academic libraries. This article describes the principles informing the institute's development and locates the institute's objectives within discussions of research culture, mentorship, and strengths-based approaches. 相似文献
