This article, by Brahm Norwich of the Graduate School of Education, University of Exeter, sets the recent legislative changes in the special education system in England, the Children and Families Act (2014), in the context of wider changes in the school system, such as changes in curriculum–assessment, the governance of schools and inspection arrangements. It also sets out the recent legislative changes in terms of the recent history of the Labour period of government, with its adoption of market principles with social inclusion as key policy commitments. A case study of a secondary school is presented to illustrate some of these points. Despite the new legislative system being described as a radical approach involving aspiration and support for special educational needs, the article argues that proposed changes promise to be marginal and defined by policy commitments to markets and small government. Moreover, there are continuing and unresolved issues from the Labour Government period that are still to be fully addressed. Research is also presented on the distribution of pupils with Statements in secondary schools and the recent rising pattern of special school placement for the first time in 30 years.  相似文献

The English language is significant to the internationalisation of higher education worldwide. Countries in Asia are proactive in appropriating English for their national interests, while paying attention to associated national cultural identity issues. This article examines the ways in which the role of English is interpreted and justified in different countries in Asia, with a particular focus on Japan, as these nations attempt to internationalise their higher education within the broader processes of regionalisation and globalisation and their own nationalist discourse. Through critical analyses and discussions of Japan's two major government initiatives, the Action Plan 2003 to ‘Cultivate Japanese with English Abilities’ and the ‘Global 30’ Project 2008, the article investigates how cultural national identities are shaped, are altered and are put ‘at risk’ in policies and practices for the internationalisation of higher education and the overemphasis on English. It argues for the importance of understanding the intersections of English language policy, the internationalisation of higher education and national cultural identity and also considers how the over-promotion of English in the case of Japan has been energetically driven by the nation building agenda that tends to undermine local languages and what this might mean for internationalisation.  相似文献

More and more studies are examining the use of technology in the teaching of Mandarin Chinese as a second or foreign language (L2 Chinese). The current study involved a systematic review of the literature in the field published outside China from 2008 to 2018. A total of 33 studies met the inclusion criteria. The current review study aimed: (1) to examine the research topics and technologies used in the literature; (2) to identify the benefits of, and challenges involved in, the use of technologies in L2 Chinese teaching and learning; and (3) to suggest implications for practitioners and directions for further research. The review study provides educators and researchers with an overview of recent developments in this field, which could be helpful in informing teaching practice and further research.  相似文献

This article considers the increased identification of special educational needs in Australia’s largest education system from the perspectives of senior public servants, regional directors, principals, school counsellors, classroom teachers, support class teachers, learning support teachers, and teaching assistants (n = 30). While their perceptions of an increase generally align with the story told by official statistics, participants’ narratives reveal that school-based identification of special educational needs is neither art nor science. This research finds that rather than an objective indication of the number and nature of children with special educational needs, official statistics may be more appropriately viewed as a product of funding eligibility and the assumptions of the adults who teach, refer, and assess children who experience difficulties in school and with learning.  相似文献

In this opening commentary, we highlight the development of the teaching and learning of Chinese as a second or foreign language (CSL/CFL), which has attracted much attention from researchers, language educators, and other stakeholders worldwide. To contribute to this ongoing examination and discussion, this special issue documents the collective efforts of scholars in different educational contexts to review six critical issues in teaching and learning CSL/CFL: learning and instruction of reading Chinese as an additional language, Chinese character teaching and learning, learner identity in CSL/CFL education, teaching and learning Chinese through immersion, technology assisted CSL/CFL teaching and learning, and mobile assisted learning CFL. We contend that all efforts to address these critical issues require constant examination to facilitate further development in CSL/CFL education around the world.  相似文献
