The managerial turn in academia is currently broadly discussed. Based on empirical data gathered from a sample that includes all German universities, we can give a broad and fine-grained account of this turn. What we can clearly see is that whole new categories of administrative management positions have been created over the last years. Furthermore, within the non-academic staff we can see a profound restructuration. Lower-level positions like those for clerical work decreased, while higher-level positions in the administration increased. However, and in contrast to studies of countries, we do not observe a general shift from academic to non-academic positions. In addition to the statistical analysis of survey data and personnel data, we conducted seventy in-depth interviews with heads of administrative management units, in particular those being created over the last two decades, for example, on quality control, technology transfer, and career service. Although we clearly see important changes indicating a managerial turn in higher education, core characteristics of a professional organization whose basic processes are ultimately controlled by academics and not by administrators or managers have been retained. These findings call for further cross-national research.  相似文献

This paper reflects on quality assessment and performance evaluation in higher education, namely by analysing the insufficient link between those two aspects. We start by reviewing the current state of the art regarding different processes and mechanisms of quality assessment and performance evaluation and discuss some of the major issues regarding the implementation of some of them. In particular, we analyse the current limitations regarding data collected, available and publicised on the performance of HEIs and the problems those limitations bring to a fair evaluation of higher education. Through this analysis we intend to contribute to a better understanding of the mechanisms of evaluation in higher education and the way these may lead to the promotion of better quality assessment practices and institutional management.  相似文献

More recent advancements in digital technologies have significantly alleviated the dissemination of new scientific ideas as well as the storing, searching and retrieval of large amounts of published research findings. While not denying the benefits of this novel ‘economy of memory,’ this paper endeavors to shed light on the ways in which the use of digital technologies may be linked to a distortion of the system of formal publications that facilitates the effective dissemination and collaborative building of scientific knowledge. Through combining three different strands of discussion that are often left separate – those pertaining to the cognitive effects of new technological memory systems, those pertaining to citation and publishing practices, and those regarding the effects of formalizing modes of research governance – it is also shown that this distortion is not merely a consequence of technological developments alone. Rather, such a distortion is inseparable from and potentially aggravated by the spreading of increasingly dysfunctional, formalizing research governance mechanisms. It is argued that these mechanisms run the risk of fostering the proliferation of knowledge practices that are characterized by an increasing degree of superficiality as well as the strategic publication of research that is of a decreasing degree of originality. If left unaddressed, this may pose a serious threat to the efficiency and effectiveness of the formal record of scientific knowledge as a tool for the dissemination of original research. By extension, this may in the long run seriously undermine the capacity of the publicly funded research system more generally.  相似文献

Funding agencies in Canada are attempting to break down the organizational boundaries between disciplines to promote interdisciplinary research and foster the integration of the social sciences into the health research field. This paper explores the extent to which biomedical and clinician scientists’ perceptions of social science research operate as a cultural boundary to the inclusion of social scientists into this field. Results indicated that cultural boundaries may impede social scientists’ entry into the health research field through three modalities: (1) biomedical and clinician scientists’ unfavourable and ambivalent posture towards social science research; (2) their opposition to a resource increase for the social sciences; and (3) clinician scientists procedural assessment criteria for social science. The paper also discusses the merits and limitations of Tom Gieryn’s concept of boundary-work for studying social dynamics within the field of science.

Early career researchers are faced with the expectation of their scientific communities to conduct independent research, which is reflected in the development of independent new research lines. This change must take place under conditions that vary between national career systems. Case studies for a chair system (Germany) and two tenure systems, one with strong hierarchies (the Netherlands) and one with flat hierarchies (Australia) were conducted. The career conditions created by universities and funding agencies during this transition phase towards independence are systematically compared for two fields, molecular biology and history. Despite their different structures functional equivalents lead to similar outcomes: Only a small group of the potential elite had sufficient ‘protected space’ to start new research lines without delay. The majority of early career researchers encountered limitations of their ‘protected space.’ Differences between the systems occurred due to the increasing importance of the external funding system for the creation of ‘protected space’: researchers were better off in a rich funding landscape with higher grant success rates.  相似文献

Over the last few decades climate change has been gaining importance in international scientific and political debates. However, the social sciences, especially in Latin America, have only lately become interested in the subject and their approach is still vague. Scientific understanding of global environmental change and the process of designing public policies to face them are characterized by their complexity as well as by epistemic and normative uncertainties. This makes it necessary to problematize the way in which research efforts understand ‘the social’ of climate change. How do ‘the climate’ and ‘the social’ interpenetrate as scientific objects? What does the resulting field look like? Is the combination capable of promoting reflexivity and collaboration on the issue, or does it merely become dispersed with diffuse boundaries? Our paper seeks to answer these and other related questions using Chile as a case study and examining peer-reviewed scientific research on the topic. By combining in-depth qualitative content analysis of each paper with a statistical meta-analysis, we were able to: characterize the key content and forms of such literature; identify divisions and patterns within it; and, discuss some factors and trends that may help explain these. We conclude that the literature displays two competing trends: while it is inclined to become fragmented beyond the scope of the ‘mitigation’ black box, it also tends to cluster along the lines of methodological distinctions traditionally contested within the social sciences. This, in turn, highlights the persistence of disciplinary divisions within an allegedly interdisciplinary field.

This paper unpacks ambiguities in the field of interdisciplinarity studies (IDS), explores where they come from and how they inhibit consolidation of the field. The paper takes its point of departure in two central fault lines in the literature: the relationship between interdisciplinarity and disciplinarity and the question of whether integration is a necessary prerequisite for interdisciplinarity. Opposite positions on the fault lines are drawn out to identify sources of ambiguities, and to examine whether the positions are irreconcilable - or disagreements that may continue to coexist in a consolidated field. It is argued that if we envisage a consolidated field of IDS, there is a need to develop common ground which calls for scholars of ID to be more explicit about the meanings they ascribe to ID than we see today when the sliding between the epistemological and political dimensions of the field may go unnoticed. It is suggested that whereas ambiguity may be unwanted in the epistemological dimension, it may be quite useful in the political dimension. A systematic comparison of opposite positions offers a common frame of reference for a more productive dialogue between different positions. The analysis shows that as to integration, the difference between opposite positions can be reconciled, whereas in the relation between interdisciplinarity and disciplinarity, the positions are antagonistic and logically exclude each other. The analysis suggests that it is the premise of integration that creates the conditions of possibility for “relabelling” interdisciplinarity and for using the “silo” for disciplines.  相似文献

Most histories of livestock disease in Britain treat the development of control policy as a government responsibility, to which farmers made little constructive contribution. Similarly, farmers rarely appear in accounts of disease research. This paper uses the example of contagious abortion (brucellosis) at the turn of the twentieth century to reveal that state-farming collaboration in research and policy did in fact occur, and that it operated in various ways, with often unexpected outcomes. The collaborative approach to contagious abortion is partly attributed to its clinical and epidemiological features, which made it an unsuitable candidate for the existing, state-led policy of stamping out disease. It is claimed that such collaboration has been overlooked by historians on account of their focus upon diseases that were amenable to stamping out. This focus needs to change if history is to inform present-day disease governance in Britain, which is founded on the concept of ‘partnership’ between farmers and the state.

This article contributes to the current discussion on interdisciplinarity in the health research field. It focuses on the relationship between nursing research and gender research. Nursing research is a ‘health sciences’ field which draws from the social sciences, the humanities, and biomedicine. Previous research shows the difficulties that social scientists face in their efforts to integrate with biomedical scientists. The aim of this article is to analyse nursing researchers’ views about one potential collaboration partner in the social sciences and humanities: gender research. The study draws its theoretical insights from research within the sociology of science. It uses ideas about the intertwining of power and knowledge, which is especially emphasised in the works of Pierre Bourdieu. The research material consists of 180 abstracts of nursing research articles that argue in some way about the relationship between nursing research and gender research. The Scopus database was selected because it covers nursing research in a broad sense. The scope (28 years) of the study is long. The close reading of abstracts is inspired by rhetorical discourse analysis. We found three clearly different but also overlapping discourses that justified gender perspectives in nursing research: Gender research helps to highlight the socio-political context in nursing research; Gender research develops or reforms the nursing research tradition; and Gender research exists as a form of critique within nursing research. Most of the nursing research abstracts regard gender research positively for both external and internal reasons. The abstracts also demonstrate the tensions in the relationship and discuss the views and reasons that generate scepticism towards gender research in nursing research.  相似文献

This study looks at some of the traits that characterized Argentina’s scientific and university policies under the military regime that spanned from 1976 through 1983. To this end, it delves into a rarely explored empirical observation: financial resource transfers from national universities to the National Scientific and Technological Research Council (CONICET, for its Spanish acronym) during that period. The intention is to show how, by reallocating funds geared to Science and Technology, CONICET was made to expand and decentralize to the detriment of universities. This was the primary tool used by the military regime to thwart higher education’s research development, bolstering research efforts at other realms. Thus, CONICET grew in budget, number of researchers, and staff size, creating new research institutes, while national universities struggled with reduced funding and were forced to shut down their institutes and programs. As a result, CONICET virtually concentrated all scientific research, foregoing the knowledge accumulated at universities, which drove a wedge between both institutions. This military approach to science and technology policy-making is discussed, bearing in mind the notion of dependence—both in terms of the state’s intervention in the inner workings of the scientific-university field as well as regarding the role played by international financial support in scientific research development.  相似文献

The relationship between “marginal” and “mainstream” science has, in recent decades, become a matter of discussion. Traditional perspectives must be reexamined in the wake of transformations in the international circulation of knowledge and the subsequent diversification of scientific “peripherality”. Argentina represents an interesting case with which to explore the structure of “peripheral centres” and new forms of scientific development. While it has recently experienced an expansion in terms of institutionalization, professionalization, and internationalization, that process has been coupled with entrenchment of existing institutional asymmetries and persistent intra-national inequalities; academic prestige is distributed according to opposite principles of legitimation (local/international). Our main task is to explore the current state of research capacities pursuant to that expansion in order to analyze the diverse styles in which knowledge is produced. In our analysis, we make critical use of Bourdieu’s concept of field and the Latin American category of “structural heterogeneity,” while also focusing on the question of circulation. The paper outlines how professionalization has developed locally over time, and the historical tension between the National Council for Scientific and Technical Research and the public universities. It describes the current structure of the scientific field in terms of researchers, institutes, publishing circuits, and institutional evaluative cultures. It focuses on geographical asymmetries in order to assess the distribution of new human and material resources throughout the country. Finally, it addresses the current situation under the new government, and raises concern over recent regressive actions.  相似文献

Today, there is increasing concern about the health of basic research, yet considerable disagreement about its definition. This paper examines the way in which the term is used in everyday practice. Drawing upon interviews with British and American scientists and policy-makers, we identify six different definitions currently in use. Given the utility and flexibility of the concept, it is useful to ask what function it serves, and whether we should develop new terminology.  相似文献
