论中国民办高等教育经费筹措的市场化运作

与公办高等学校相比,中国民办高等学校能够更有效地引入和运用市场因素和市场机制,从而在体制上具有一定的优势。中国民办高等学校的经费来源高度多样化,办学经费主要靠自筹,并且自负盈亏。中国民办高等学校的经费筹措采取多样化的经费筹措模式,大大拓展了民办高等学校的发展空间。民办高等学校经费不足极易导致办学条件恶化与教育教学质量下降。为了促进中国民办高等教育健康发展,政府应采取一系列举措完善民办高等教育经费筹措机制。     

民办高等教育公益性:国家财政扶持的理论与现实基础

我国一些民办高等教育集团在港股上市融资，对民办高等教育发展带来全新影响。通过对某上市的民办高等教育集团进行探索式案例分析，揭示出集团上市对旗下高校产生的影响：集团为民办高校铺设了联结政府和市场的沟通桥梁，上市融资扩充了集团的办学资本并影响了资源在成员高校之间的流动与配置，上市集团的管理理念和运作模式对高校传统办学体制产生了冲击。这些影响通过资本市场的介入和企业化管理体制的嵌套来施加，体现出教育、市场两种组织规律的博弈和融合。应慎重把握规模扩张和内涵发展之间的平衡关系，探索企业化管理和传统教育管理之间的融合模式，健全民办高校资产监管和质量评价机制。     

民办高等教育急需立法

一、引言 我国民办高等教育自８０年代初重获生机以来,得到较大的发展。特别是邓小平同志南巡讲话以后,不仅学术界而且政府对发展民办高等教育也达成了共识：“民办高等学校是我国高等教育事业的组成部分”［１］。然而,民办高等教育在我国毕竟还属新生事物,在发展过程中出现了许多问题：一些民办高等教育机构及举办者的办学思想不够端正,办学活动和教学内容偏离党和国家的教育方针,有的把办学当作营利的手段;一些民办高等教育机构缺乏必要的教学条件,教学质量不佳;一些民办高校内部管理混乱,有的实际上是“家长式”、“家族式”…     

我国民办高等教育研究十年回眸——基于文献计量与可视化分析

改革开放以来,我国民办高等教育规模迅速扩大,在整个高等教育体系中扮演着越来越重要的角色,对我国教育事业的发展做出了巨大的贡献。因此,运用文献计量和可视化分析的方法,以便从整体上认清我国民办高等教育研究的现状、热点以及趋势显得格外必要。研究结果显示,2006-2016年来,民办高等教育研究围绕"民办高校"和"民办高等教育"两个核心关键词,形成了民办高校的性质与政府对其管理、民办高校产权与治理结构、民办高校办学特色与办学定位以及民办高校办学资金与教育教学等四大研究主题。     

我国民办高等教育发展特殊性的若干分析

我国民办高等教育发展的特殊性不仅体现在其发展历史上有一个近三十年的中断期,在发展环境上面对着强大的公立高等教育系统、短缺的公共教育经费投入和不完备的法律制度,而且在办学方式上民办高校大部分是投资办学。分析民办高等教育发展的特殊性,有助于全面认识民办高等教育的发展现状、正确理解民办高等教育的发展趋势,以期明确民办高等学校的性质,完善民办高等教育法律,为民办高等教育营造良好的制度环境。     

新世纪初叶我国民办高校办学模式的改革

根据世界贸易组织的有关规定 ,高等教育属于服务贸易范畴。因此 ,加入世界贸易组织 ,必然对我国高等教育特别是民办高校办学模式产生重要影响 ,构建多元化的高校办学模式势在必行。本文在分析世界贸易组织有关规定的基础上 ,针对新世纪初叶加入世界贸易组织对我国民办高等学校办学模式的冲击 ,提出了我国民办高等学校办学模式改革的若干建议。
