亚洲国家现代远程教育质量保证体系比较研究

如何形成正确的远程教育质量观,如何保证远程教育的质量,如何让劳动力市场认可远程教育的人才培养水平,仍是未来我国发展高质量远程学历教育面临的严峻挑战。因此,调查亚洲典型国家现代远程教育质量保证的方法和标准,为我国现代远程教育质量保证体系建设提供学术参考,就显得尤为重要。我们调查研究发现,尽管亚洲国家质量保证的基本模式、组织形式、内容框架不尽相同,但以下经验值得我国远程教育领域借鉴：远程教育质量保证目的的全面性、远程教育质量观的同一性趋势、远程教育质量评估机构和标准的权威性与公信力、远程教育质量保证标准的科学性等。我国应尽快成立专门机构,直接负责远程教育质量保证工作,制定出全面、科学的远程教育质量保证标准。     

远程高等教育质量保证:反思与评论

本文主要针对开放远程教育质量保证的理论与实践进行了思考,着重分析了开放远程教育质量保证实践的现状、存在的不足、今后发展的策略等。     

A comparative study of differential evolution and genetic algorithms for optimizing the design of water distribution systems

The differential evolution (DE) algorithm has been received increasing attention in terms of optimizing the design for the water distribution systems (WDSs). This paper aims to carry out a comprehensive performance comparison between the new emerged DE algorithm and the most popular algorithm??the genetic algorithm (GA). A total of six benchmark WDS case studies were used with the number of decision variables ranging from 8 to 454. A preliminary sensitivity analysis was performed to select the most effective parameter values for both algorithms to enable the fair comparison. It is observed from the results that the DE algorithm consistently outperforms the GA in terms of both efficiency and the solution quality for each case study. Additionally, the DE algorithm was also compared with the previously published optimization algorithms based on the results for those six case studies, indicating that the DE exhibits comparable performance with other algorithms. It can be concluded that the DE is a newly promising optimization algorithm in the design of WDSs.     

A methodological morass? How we can improve quantitative research in distance education

This article is about the quantitative research practices and methodologies that are used in distance education (DE). It begins with an analysis and assessment of a segment of the DE research literature, DE/classroom comparison studies, based on a recently completed meta-analysis of that literature from 1985 to 2002. Overall, the 232 studies reviewed were judged to be of poor methodological quality and severely lacking in critical information about research practices. Studies of synchronous and asynchronous DE are discussed separately and recommendations are made for improving designs and measures within these patterns. Suggestions for future quantitative research areas are provided. In discussing these findings, we recognize that high-quality research is being conducted in the field and that qualitative forms of research contribute greatly to the mosaic of evidence that is the base of available knowledge about DE. Finally, three organizations, the What Works Clearinghouse (USA), EPPI-Centre (UK), and the Campbell Collaboration (international), all devoted to improving the quality of research and research synthesis in education, are described briefly; suggestions are made as to how their philosophies and approaches for judging the worthiness of research evidence can be used to improve DE research.

质量保证是远程教育摆脱边缘地位的关键,因此,构建远程教育的质量文化意义重大。本文介绍了英联邦学习共同体2006年出版的《远程教育新视角:构建质量文化》一书收录的12个案例研究中所凸现出来的7个质量文化主题:政府政策的导向,领导和机构的质量意识,权力下放、包容式民主和参与式管理,能力建设,以学生为中心,内外结合的质量保证机制,以及引进与创新,并对电大的质量文化建设提出几点反思。     

Transactional distance theory and total quality management in open and distance learning

Abstract

Although our perceptions regarding distance education (DE) have changed significantly, there still remains a perceived lack of quality in the development, management and delivery of DE programmes. Unfortunately, DE offered in developing countries depends largely on first and second-generation delivery modes and relies heavily on print as form of information dissemination. Thus, technological drawbacks are often hailed as the main reason for such setbacks. This article discusses the findings of a comparative study involving an education programme that runs as both a contact and a distance programme. The assessment indices include access, delivery and output, while the Transactional Distance Theory is adopted to ascertain the extent to which the theory accounts for excellence in a given programme. Findings clearly support the importance of the relationships between dialogue, structure and autonomy. However, the researchers proffer that the Transactional Distance Theory should apply not just to learning material, but to the totality of a given programme. Finally, suggestions on enhancing the total quality of programmes in this context include: the introduction of generic courses; provision of bursaries; introduction and decentralisation of pre-orientation programmes, provision of quality learning material; and workable tutoring and counseling systems.

远程开放教育从技术到运行模式基本上是"西学东渐"之物,附加上中国的成分而为我所用的时候,或许忽略了诸多深层次影响因素。在今日十分强调远程开放教育质量工程建设的时刻,这些影响因素中会有对解决问题来说十分棘手的主要成分,我们应该关注和研判。即便一时求解有一定的困难,但也有助于我们预测远程开放教育近期目标应落实在什么位置上,这不失为特定环境下的有效着力点。     

提高远程开放教育学习者管理素质的探索——以管理方法与艺术课程教学为例

在远程开放教育中搞好管理课程的教学,加强管理素质教育,对于提高学习者的自主学习能力具有重要意义。远程开放教育应在管理素质的学习、管理素质的实践管理及管理素质的默化三个层面展开管理素质教育,运用教学设计、个人学习管理、合作学习等教学策略,使学习者充分获取课程知识,提升管理素养、增强自我管理能力。

Quality assessment and quality assurance in distance teacher education

Governments around the world have increasingly used distance education (DE), both preservice and inservice, to overcome conventional, campus‐based programme constraints in funding, access and student places. DE programmes have shown that they can expand assess to teacher education, but still need to demonstrate that they can produce teachers of the quality needed for today's schools. Quality assessment systems have been developed, using either examinations or impact studies, to demonstrate programme effect on graduate outcomes related to good teaching. Quality assurance systems have been designed, based on the concept of the ‘learning organisation’, to assure continuous improvement in programme conditions related to the desired outcomes. Quality assessment and assurance systems are reviewed and some examples of quality DE programmes presented.
