Giving parents a choice with regard to their children's education has been central to the political discourse of school reform at least since the 1988 Education Reform Act (ERA). With regard to children with a Statement of special educational needs (SSEN), a plethora of policies and laws have given parents the right not only to choose a school, but also to appeal to decisions in the best interest of their children. Yet, despite the discourse of school choice, the implementation and practice of such reforms is neither assured nor simple. Participants in this study indicated that they have little choice of suitable provision and are having to compromise either the academic or the social aspects of their child's schooling. This article argues that for many parents whose children have a Statement of SEN, the choice of a school is often a dilemma, as ‘nowhere seems to fit’.  相似文献

The publication of Trading in Futures and When Schools Compete helped give empirical support to the view that choice policies increased differences between schools. However, dispute about this research and changes in policy mean that our understanding of the impact of school choice policies in New Zealand remains partial. This paper aims to address continued uncertainty about the impact of school choice policies in New Zealand. It presents the results of a study that drew upon qualitative data gathered in interviews with school principals and on administrative data on the enrolment patterns in the same competition space explored by the Trading in Futures research. The data show that periods of greatest instability in enrolments occurred around the time of change in regulations.  相似文献

‘Choice’ and ‘freedom’ as measured by the ability of parents to select their children's schools are deeply embedded in the national ethos of the United States of America. Wealthy American parents have always exercised school choice but minority and lowincome students are often trapped in failing schools. This paper is based on research conducted in a purposive sample of Irish primary schools into the nature of school choice. The authors examine five aspects of the Irish national primary school system that could provide models for American educators, whose vision often stops at the boundaries of the United States: education law, school choice for all, a national curriculum framework, the role of assessment, and the role of parents and educators in the creation of new schools. While arguably the five relate directly to school choice of different degrees, they collectively weave a web whereby school systems in the Republic of Ireland and the USA may productively be compared to the benefit of both.  相似文献

This paper examines post-primary school choice processes in the urban Irish working-class community of Portown. Here, there is an awareness of hegemonic neoliberal ideals and how school choice becomes a significantly classed space characterised by market ideologies and structural inequality. This critical ethnography explored the world through participant observation, semi-structured interviews over a 3-year period. The data examined here are drawn specifically from investigations into school choice processes. It deploys identity theories as thinking tools to examine the classed nature of engagement with school choice markets. The findings delineate three distinct groups of choosers in this school community: passive transitioners, active choosers and second-schoolers. The findings of the study reveal the entwined and co-constructed nature of identity and social class as well as examining the role played by school choices and differential access to economic, cultural and social resources in these processes.  相似文献

Rational choice theory suggests that parents are utility maximizers who make decisions from clear value preferences, that they are able to demand effective action from local schools and teachers, and that they can be relied upon to pursue the best interests of their children. This paper presents a different perspective and argues that parents invest a mixture of rationalities when selecting schools. Based on the results of a survey of 1,500 parents of students in 11 private, eight public and 10 alternative elementary schools in Alberta, Canada, this paper explores the logic, values, and concerns that inform parental decision making in the selection of an elementary school for their children and discusses implication for policy and educational reform.  相似文献

This study investigates the links between race, school choice and educational stratification in South Africa. It focuses on racial differences in families’ efforts to take advantage of choice by transferring to opportunity (i.e., transferring to a school perceived to offer students better access to educational opportunity than their current school) and explores the implications of those transfers for emerging patterns of racial stratification in access to high quality schools. Findings reveal significant racial variation in transfers to opportunity and suggest a complex link between race and the ways in which historically disadvantaged groups have engaged with the post-apartheid educational opportunity structure.  相似文献

Although freedom of parental school choice has expanded to the Finnish education system, the government has maintained the principle of neighbourhood school allocation. Moreover, the Finnish education system has recently undergone a reform of its special needs education; all pupils are entitled to receive support in three categories of general, intensified or special. The focus of this article is to examine parental positions on school choices in relation to the parents’ social class and their children’s support needs in basic education. The results of the study are based on a quantitative questionnaire, which collected responses from 208 participants drawn primarily from four different municipalities in Finland. The study found that the category of a child’s support, rather than the socio-economic class of the parents, determined the child’s school allocations. Furthermore, the more support the parents felt their children needed, the more importance they placed on special education practices and less on the neighbourhood school allocation. In addition, the parents’ opinions were found to differ based on social class, rather than category of support. In conclusion, we argue that the social segregation of students with special educational needs can be avoided, if the principle of neighbourhood school allocation is preserved.  相似文献

In its advancement towards an education quasi-market, Catalonia has recently been driving the development of school educational projects in all schools (both public and private) as a tool to facilitate school autonomy and family choices. A school educational project is a formal document in which schools identify their pedagogical goals, missions and orientations, their academic resources and organisational structures. Through the analysis of 60 in-depth interviews with parents of children at the age of commencing universal pre-primary education (three years old) and data collected from surveys completed by a representative sample made up of 3245 families, this article explores the impact of this policy on discourses and practices of school choice amongst families in the city of Barcelona. On the one hand, we observe that interest in educational projects has penetrated the discourses of the most educated parents, even though, at the same time, we detect a generalised lack of knowledge of the content of such projects. On the other hand, we note that the social composition of schools is still a prominent factor in choice practices. Such findings question the ideal of the autonomous and rational citizen-consumer that underlies the policy of establishing educational projects.  相似文献

Background: Transition to school is a highly demanding phase at an intellectual, social and emotional level and is, therefore, an opportunity for growth and development. Despite the greater emphasis given to school transition in Portugal over recent years, namely by means of new educational policies, studies on the adaptation processes involved in the transition to primary school are still scarce.

Purpose: The present qualitative study sets out to contribute to the knowledge on the adaptation process of children to school transition (around age 6) in Portugal, by comparing preschool teachers’, primary school teachers’, and parents’ perceptions about success indicators and relevant factors in the transition to school.

Design and method: In order to collect data, 14 focus group interviews with different participants were conducted, three with preschool teachers (N = 18), three with primary school teachers (N = 13), four with parents conducted before the child’s transition to primary school (N = 14) and four with parents conducted after the child’s transition to primary school (N = 20).

Results: While the preschool and primary school teachers stressed factors of a family nature, such as parental involvement and parental support of children, the parents referred more frequently to the overall running of the school and the characteristics and methodology of the teacher as being relevant to the adaptation process in the first year of primary education.

Conclusions: The findings suggest different factors associated with adaptation to school and also offer clues for designing strategies to facilitate such adaptation. New strategies are needed to facilitate the construction of a robust educational family–school partnership.  相似文献

In late modernity, the marketisation of public services has become a global policy phenomenon. In the case of schooling, this has resulted in parents discursively positioned as consumers of education making a choice between providers of education. To date the majority of research on parental choice has focused on the urban; this paper is concerned with the rural. Using ethnographic data collected through interviews (N = 24) and observations in one English village, it explores the ways in which parents engage with primary school choice. The research draws on Bourdieu's interrelated concepts of field, habitus and capital to discuss how the dispositions and resources parents had impacted upon the school choices they made. In presenting its findings, the paper distinguishes between the long-term residents (villagers) and more recent arrivals (newcomers) to suggest a differentiated commitment to place and schooling.  相似文献

Choosing a specialty school involves huge challenges for families. This research aims to understand the behavioral process that leads families to choose among various specialty school programs. Discrete choice models, based on revealed preferences data from middle school applications in a large school district in Florida, are estimated using both, the top and all-ranked alternatives. This study returns insights into geographic settings, theme specialties and socioeconomic characteristics of applicants, schools and their relationships. Distance from home, the school’s academic quality, the school’s theme specialty, and the high percentage of applicant’s own race are found to be the strongest factors related to the decision to apply.  相似文献

From the 1960s, the development of home–school relationships in special schools has become increasingly important, culminating in the current official understanding of parents as partners. This paper traces the development of the relationship, setting out the challenges to partnership development from professional perspectives within education. A professionally located investigation was undertaken into parental experiences and perspectives to identify factors inhibiting and promoting effective partnerships. Using a mixed-methods approach, the views were explored of parents with children attending a special school in Northern Ireland. Findings strongly indicated the need for educators to pursue and engage with the views of parents, and to recognise the emotional context of these relationships at an interpersonal and organisational level, so that home–school relations can be realigned to support partnership. Implications are set out that will be instrumental in achieving this reconfiguration between the current official understanding of parents as equal partners and actual practice in some schools.  相似文献

This paper draws on the case studies of six girls between the ages of 10 and 13 and considers their transition to secondary school and involvement in extracurricular sports. Within it, I explore how the girls' understandings of ‘a good education’ affects both their academic and extracurricular/sporting choices. Despite government educational targets which seem to value ‘performative’ academic results, I argue that ideas about a ‘well‐rounded student’ continue to hold particular resonance for middle‐class parents and students. Conversely, I suggest that models of excellence and achievement within education are increasingly echoed in students' sporting participation and that this has specific consequences for working‐class and middle‐class students. I draw particular attention to the girls' experiences of these systems with a view to their ability to convert physical capital accrued in physical activity into other forms of social or cultural capital.  相似文献

Nelly and her children live in Queensland, Australia. When it came time for her second youngest son to start school, Nelly was not prepared for the difficulty that she had enrolling him at the school of her choice. In spite of her son's disability, Nelly thought that it was natural that he would go to his local school with his sister. It is not surprising that she expected this, given the legal and policy endorsement of inclusive education that exists in the Queensland education system. What unfolded in Nelly's life as she pursued this enrolment is the subject of this article. This is the story of a mother who believed in and hoped for inclusive schooling for her son but who found herself caught in a series of events and experiences which ultimately led to the decision to transfer him into a special school. This is also the story of how, disillusioned and regretful, she went on to undo that decision. Told primarily in Nelly's own words, this narrative provides a deep insight into one mother's efforts to exercise her parental authority, the difficulties she encountered in trying to do so, and the consequences for her son.  相似文献

Parents evaluate the reputations of the schools when making judgements about their desirability. They try to approximate the quality of schools and the social environment and contrast those with their hopes and fears concerning their child’s education. We aim to clarify how the reputations of schools are constructed in Finland and Chile and what sorts of reputational categories, hierarchies and preferences of schools and classes families form when making a choice. Bernstein’s instrumental and expressive orders are applied as tools to analyse these reputations from qualitative interview data. The amount and type of expressive order turned out to be the crucial factor when comparing schools’ reputations and in the making of choices. While in Chile the expressive-social order in terms of contributing to habitus was seen as the most important factor in constructing school reputations and shaping preferences, in Finland the expressive-personal order in the form of school contentment was highlighted.  相似文献

Relatively little research has focused on parental perceptions and experience of educational provision in mainstream settings for children and young people with autism. Much of that which has been undertaken (and certainly that which is most widely cited) has tended to rely on samples which may not be sufficiently representative. In the study reported here, Philip Whitaker, of the Children and Young People's Service in Northamptonshire sought the views of every parent or carer of a child with an autistic spectrum condition living within one English county. Almost half the parents of the 350 children attending mainstream schools responded to a questionnaire exploring their experiences, views, attitudes and levels of satisfaction. The analysis looks at the differences and similarities between the experiences and views of the 'satisfied' and 'dissatisfied' groups of parents.
Overall, 61% of respondents reported themselves satisfied with the provision being made for their children. The extent to which parents felt that school staff understood (and empathised) with their children's difficulties, and the perceived flexibility of the schools' responses to the children's needs were the factors which most sharply differentiated the two groups of parents. The extent and quality of reciprocal communication between home and school also seemed strongly associated with levels of satisfaction. The two groups of parents shared many concerns, with the schools' role in promoting social development and social relationships emerging as a high priority. ABSTRACT

Religion in Britain is in overall decline and ‘no religion’ is growing, but one-third of schools in the State sector in England and Wales are ‘schools with a religious designation’ (‘faith schools’). Historically, these were Protestant and Catholic Church schools, but new faith schools have been established by Churches and other faiths. Governments of all parties have encouraged this development, chiefly on the grounds of increased parental choice and improved quality.

The research presented here provides evidence about the operation of faith schools in the English city of Leicester in 2016, particularly from the perspective of those choosing a school. The main objectives are (1) to indicate the diversity of faith schools, (2) to show how they present themselves to those looking for a school: their admission requirements and level of educational attainment and (3) to reflect on the claim that faith schooling offers more and better choice and quality. Leicester is selected for its size and diversity; it is small enough to study with the resources available to us and is one of the most multi-ethnic and multifaith urban areas in England. Research was carried out between February and July 2016 and offers a snapshot from that year.  相似文献
