我国公派留学政策受到公共政策和高等教育领域的双重关注,研究内容非常全面,涉及公派留学人员的选派与管理、"滞留不归"现象的原因与对策、国家层面的成本与收益、公派留学政策的历史演变以及地方性或高校个案的研究等。但研究的内容、视角和成果还存在缺陷:研究内容对现实关注不够,回国政策研究薄弱,忽视公派人员的个人需求;研究视角过于集中在国家层面公派人员的类别未加区分;研究成果的作者和时段局限明显,规范性的理论研究成果较少。  相似文献

政策网络将公共政策理解为国家与不同利益集团之间基于资源依赖关系的动态互补过程,克服了以往公共政策研究中完全理性和集权的缺陷,弱化了权威和制度在公共政策执行中的作用,增加了结构因素对公共政策的影响。在政策网络中,存在学习机制、隐性契约机制和博弈协调机制等内部动力演化机制。在这三种机制的推动下,政策网络对政策效果发挥着重大影响,特别是学习机制(包括行为学习、价值学习和规范学习)对提高公共政策执行效率有直接影响。  相似文献

政策宣传是政策执行过程中的首要环节。通过对国内外的研究发现,当前国内外学者对公共政策的研究主要集中于公共政策和公共政策执行等方面;国内对公共政策执行中的政策宣传的研究大多是借鉴和引用西方学界的研究成果,因而在实践和创新等方面还有待加强;且国内外,对某一项具体社会政策宣传的研究都不多见,这也是今后政策宣传研究需要努力的一个方向。  相似文献

传统公共政策研究在实证主义范式的指导下,倾向于在线性因果链和秩序观的基础上实现自上而下的社会控制。因此,在政策实施过程中忽略了政策主体的多重相关性和互动性,政策实施环境的不可控性以及政策运行过程的路径依赖性。复杂性理论作为自然科学中一种新的研究范式,集中于现象的不可还原性、非线性、自组织演化以及对初始条件的敏感依赖性等特征,在很多方面与公共政策领域存在着一定的内在关联。因此,复杂性理论有望为公共政策研究带来一种全新的视角和发展路径。  相似文献

公共政策排斥,是指政策主导者通过显性或隐性的政策安排,自觉或不自觉地将部分社会成员或社会群体排除在政策受益范围之外,使其未能享受某种权利和社会机会,实现对社会价值进行分配的过程。依据是否公正的价值标准,公共政策排斥可分为政策正排斥和政策负排斥两种类型。这两种排斥在一定条件下可以相互转化。政策排斥分析框架直接把关注对象投向被排斥群体,深入地研究被排斥对象利益被排斥的过程及形成机理,这种研究视角具有与社会排斥、政策歧视、政策分配、社会公平等分析框架所不同的分析范畴,为揭示社会公正问题的深层成因与治理路径提供了一个新的视角。  相似文献

ABSTRACT

Denmark has a strong and versatile tradition of adult education. Over a long historical period, adult education for public enlightenment and leisure, for continuing study and for vocational and professional competence have been developed, been made part of state policy and been used by citizens. But in recent years the public and political presence of Danish adult education has changed. While education policy issues generally abound in public and political debates, adult education is given much less attention than earlier. In this article, we trace the causes of this and conclude that it reflects a turn towards focusing on vocational types of adult education and a relocation of adult education policy to networks linking the state and the social partners. Drawing on theories of policy streams, policy networks and the competition state, we provide a historical analysis of Danish adult education reforms during the past two decades and document how the vocational turn has manifested itself.  相似文献

Abstract

This paper provides a critical policy analysis of The Learning Curve (TLC) (2012), an initiative developed by the multinational edu-business, Pearson, in conjunction with the Economist Intelligence Unit. TLC exemplifies the commercialising of comparison and the efforts of edu-businesses to strategically position themselves in education policy processes globally. In analysing TLC, our account seeks to proffer a critical analysis of this emerging policy genre, and the way it functions as part of the new ‘soft capitalism’. We analyse TLC in relation to Pearson’s new business strategy, which emphasises corporate social responsibility and accountability to consumers for the efficacy of its products and services. We argue that Pearson is now generating and appropriating various data to legitimise its products and services according to a ‘neo-social’ mode of accountability. Network ethnography is employed to document the global networks of both people and data associated with TLC and we reflect on the emergence of Pearson as a potential education policy actor.  相似文献

While researchers are currently studying various forms of social network interaction among teachers for their impact on educational policy implementation and practice, knowledge on how various types of networks are interrelated is limited. The goal of this study is to understand the dimensionality that may underlie various types of social networks in schools. We assessed seven types of social interaction using social network data of 775 educators from 53 Dutch elementary schools. The quadratic assignment procedure, multidimensional scaling and network visualisations were used to discern underlying dimensions that may explain the interrelatedness of these seven types of social networks. Findings suggest small to moderate similarity between the seven forms of social interaction. Results support a distinction between instrumental and expressive networks and suggest a second dimension of mutual in(ter)dependence to explain differences in social interaction among teachers. Implications for practice and research on teacher collaboration are discussed.  相似文献

In this paper we illustrate the relationships between Teach For America (TFA) and federal charter school reform to interrogate how policy decisions are shaped by networks of individuals, organizations, and private corporations. We use policy network analysis to create a visual representation of TFA’s key role in developing and connecting personnel, political support, and financial backing for charter reform. Next we examine how the networks unfold at a local level by zooming in on a case study of New Orleans. By mapping out these connections, we hope to provide a foundation for further investigation of how this network affects policies.  相似文献

This paper focuses on the role of governments in contemporary networked political configurations. Such networks constitute policy communities, usually based upon shared conceptions of social problems and their solutions. By enabling social, political, and economic connections at local, regional, national, and international levels, such networks become key policy players as well as a policy technology in different spaces. More specifically, the paper is organised around three policy frameworks in the field of education. Each framework is based on a ‘network-case’. In the first framework, governments represent the main driver for political change in legislating a landscape that creates the conditions for networks to develop around different aspects within the public sphere (e.g. organisation, co-funding, delivery, etc.). The second policy framework focuses on the activities of an already organised network in order to engage with existing political configurations as a ‘political actor’ in its own right, what could be called ‘governing with/alongside networks’. The third policy framework focuses on instances where the network operates directly as a ‘state-maker’.  相似文献
