There are three models for community archives in China. The first one is where community archives are kept in government-funded/government-established museums or archives. The second is where community archives are kept by scholarly organizations such as universities. The third involves the community establishing its own archive. This last model is very unusual in China. The PiCun Culture and Art Museum of Migrant Labor (PCMML) provides an example of this model as it is the only independent community archives focusing on migrant workers in China. This paper explores the emergence and development of PCMML, its impact on community members and challenges faced including funding and staffing, but also those unique to China—PCMML is greatly influenced by a range of national and local government policies and regulations. Conclusions are that survival strategies for independent community archives in China are dependent on three dimensions: the community itself, society and the government. Cultural consciousness of the community is the premise for the establishment and sustainability of independent community archives, and independent community archives can be the public space to cultivate cultural consciousness of community members and thus activates community members’ agency to document, preserve and disseminate their own history. At the same time, independent community archives also need to engage with broader society to avoid involution and gain support and understanding. Independent community archives are constrained by government policies and regulations, so it is essential for them to develop strategic relationships with government.  相似文献

This article describes a CD-ROM test disc project planned to gain firsthand knowledge of the production process, and to deliver a disc that will be used to analyze the potential market for full-text publications on CD-ROM. It describes getting started in the field, details the project planning process, and explains how to gather resources, schedule the project, and develop a work breakdown schedule. In this kind of project,task definition andcollaboration with other organizations are the crucial components for success. Virginia Meade led the team that produced Bellcore’s first CD-ROM disc. This paper discusses the emerging paradigm of project management performed in a web-based working environment. It highlights how project management and its associated features are strongly linked to fulfilling quality and value criteria for customers, and it examines how collaborative working environments can greatly reduce the administrative burden of managing large projects, especially and almost paradoxically, when resources are limited. Specifically, the paper examines the application of a project management methodology (PRINCE2) together with the use of a collaborative web-based working environment over a number of pilot projects at Leeds University Library. It describes the pilot phase of a library management decision to run a series of major Library projects using project management methodology, while continuing to run other projects through the existing locally developed planning mechanisms and describes the pitfalls of these latter alternatives, less sophisticated project management tools, and describes the main issues that this change in practice has brought to light. It draws preliminary conclusions about the effectiveness of this change in practice in one of the UK's largest academic libraries.  相似文献

This article presents a case study of the open data project in the Chicago area. The main purpose of the research is to explore empowering potential of an open data phenomenon at the local level as a platform useful for promotion of civic engagement projects and provide a framework for future research and hypothesis testing. Today the main challenge in realization of any e-government projects is a traditional top–down administrative mechanism of their realization itself practically without any input from members of the civil society. In this respect, the author of the article argues that the open data concept realized at the local level may provide a real platform for promotion of proactive civic engagement. By harnessing collective wisdom of the local communities, their knowledge and visions of the local challenges, governments could react and meet citizens' needs in a more productive and cost-efficient manner. Open data-driven projects that focused on visualization of environmental issues, mapping of utility management, evaluating of political lobbying, social benefits, closing digital divide, etc. are only some examples of such perspectives. These projects are perhaps harbingers of a new political reality where interactions among citizens at the local level will play a more important role than communication between civil society and government due to the empowering potential of the open data concept.  相似文献

Research on E-Government has largely focused on understanding the “outcomes and outputs of the E-Government project” [Yildiz, M. (2007). E-Government research: Reviewing the literature, limitations, and ways forward. Government Information Quarterly, 24(3), 646–665.]. It is argued that the existing research on E-Government tends to oversimplify the phenomenon. To address the call, the current study focuses on the process of an E-Government initiative by loosely drawing on the ‘technology enactment framework,’ in conjunction with the ‘systems development life cycle’ approach. Using a case study orientation, this study describes in detail how a geographic information systems implementation project is conducted at a local government in the United States. The paper examines e-government development in Africa. This study is based on the Cape Gateway project in South Africa, a leading e-government initiative on the continent. We observe that African countries have jumped on the e-government band wagon by looking mostly at the benefits without a clear risk assessment. We argue that African countries should question the pace and pathway for their e-government programs. We caution that e-government models from developed countries do not necessarily work in Africa. E-government programs in Africa should be balanced with the provision of basic needs and infrastructure. We conclude that e-government in South Africa should adopt multi-cultural approaches, and must be underpinned by national development priorities. We recommend that the Cape Gateway must address the socio-economic context and needs of the country. The pace and pathway of its e-government must depend on the availability of both financial and human resources and also user satisfaction.  相似文献

Abstract

High-impact practices (HIPs) have been adopted on college campuses to enhance student learning. The academic library provides services and space contributing to learning at its institution. Librarians conduct space research to learn how the library building can better serve its users. Library space assessment is one way for librarians to engage with faculty and students to create an HIP in the library. This article is a case study of a collaboration between a librarian and a sociology professor to design an observational study. It demonstrates how librarians can contribute to HIPs at their institution by involving students in meaningful research.  相似文献

After 40 years under one manager, the Circulation Department at the Richard J. Daley Library was long past due for a change. The challenge of reorganizing included interesting and interrelated aspects: changes to workflows and assignments, moving staff and functions inside the department and across departments, and a deep dive into the culture to which staff had become habituated. Managers eliminated redundancies and increased services, effectiveness, productivity, and joy. Semantic indexing is a way of coding digital texts and images to represent their associated abstract meanings in database form. Databases encoded in this way enable users to answer complex questions and provide multiple, organized, summary views of their contents. This case study describes two iterations of a Digital Humanities (DH) “Studio” course on scholarly text encoding as a model for a DH curriculum at a small liberal arts college. Designed to accompany a three-credit humanities course, the one-credit DH Studios are taught by library faculty. The paired courses share a final project—a digital edition of a short work of literature encoded in the Text Encoding Initiative. This article reports the first stage of a research collaboration that is elaborating the multiple relationships between archives and social justice. Specifically, it is developing narrative frameworks and diagrammatic representations to identify, understand, illustrate, and deploy the actual and potential social justice impact of archives, archivists, and archival repositories. A discussion of the broader and historical social justice landscape culminates with a working conceptualization-framework of social justice followed by an examination of the many methods and modes by which social justice can be an object of research. This is followed by an examination of the rising presence of social justice as an explicit and accelerating concern in four key English language archival journals before offering a working articulation and approach to an archival—social justice framework. A discussion of understanding and measuring impact, with specific reference to the framework of impact that we have chosen to deploy, culminates with an analysis of the social justice impact of archives as evidenced through two exemplary case studies. This is followed by a summation of key findings and a discussion of future plans to expand this research. The overall objective of these efforts is targeted toward elucidating how archives can be cast as having both positive and negative social justice consequences and demonstrating how archival work can serve social justice goals.  相似文献

The Department of Library Studies at Kenyatta University in Nairobi, Kenya has for some time now been reviewing its curriculum, for the purposes of meeting the requirements and needs of a twenty-first century global, networked society and to meet the country's information needs. To achieve this, the University has been working on approximately 10 different programs from certificate to masters in both library and information science and archives administration/records management. This paper analyzes the process involved in this undertaking and critically examines the underlying assumptions embedded in the exercise. It discusses problems encountered, solutions devised, and the products derived from the curriculum review. Faculty learning communities (FLCs) are year-long professional development opportunities available at many higher education institutions in the United States. While the literature reflects some librarian engagement with FLCs, it seems limited primarily to areas of traditional librarian expertise such as information literacy and outreach. This article describes a case study of a librarian-facilitated FLC focused on data literacy, which resulted in the development of a teaching toolkit, library-led data literacy instruction, and ongoing collaborations between librarians and faculty. The FLC structure proved to be a valuable framework that facilitated collaborative learning in topics relevant to both disciplinary faculty and librarians. In addition, the tangible work products produced by the FLC serve to advance the strategic, curricular goals of the university while giving the library an opportunity to showcase its value in the academic lifecycle.  相似文献
