The author describes the formal structures which have been established to support the process of educational change in Italy.

There is a sound legislative base: a series of laws passed since 1973 create both a new model of school and the procedures and organisations designed to facilitate its emergence, including councils at the class and school level. The right and duty of teachers to engage on in‐service education is firmly recognised as an essential component in school development.

The European Centre for Education and the Pedagogical Documentation Library are mentioned, but the author dwells at greater length on the Regional Institutes for Educational Research, Experimentation and In‐Service Training (IRRSAE). He provides a detailed explanation of the duties of the IRRSAE and of their organisation and functioning.

The IRRSAE are widely regarded as key institutions in educational development in Italy.  相似文献

The article reports on a research and innovation‐based approach to in‐service training for special education in Norway, with a particular focus on vocational education.

The present basis of policy for special education in Norway is stated, and the author goes on to examine the needs of in‐service training in this field. The role of the Norwegian College of Education for Teachers of Vocational Subjects (NCETVS) is described, and the author examines also the developmental project based on Moholt and Brundalen Schools.

After numerous debates and discussions over the last century Norway decided in 1992 to extend the half year GCE‐course at the universities to a one year study. Due to this decision it was for the first time written National Guidelines for these kinds of studies.

This paper seeks to show how this change is carried out at one of the four universities in Norwaythe Norwegian University of Science and Technology in Trondheim. The author presents this reform under the heading practical experience in Teacher Education. This is done because the National Guidelines for Norway underline that all theory in the GCE‐studies must be school‐based. Practical classroom experience is, in other words, supposed to be the starting point for all theory being taught as a part of the GCE‐program.

This paper also tries to view the Norwegian change in the GCE‐course from international trends within teacher education.  相似文献

The case is stated for a scheme of professional training for adult educators, which should at once be

_____ comprehensive and unified;

_____ able to take into account the particular possibilities of individual adult educators; and

_____ easily adjustable to the particular needs within the community.

Such a scheme can only be realized through the application of a modular structure. A scheme like this is being developed at Gwent College of Higher Education for a professional training programme which will give a Certificate in Continuing Education, conferring full teacher status in adult and further education. This development is used to illustrate the points the author wants to make. The development of a programme on such a scheme raises considerable structural and methodological problems, which are discussed and compared with what is done elsewhere.  相似文献

There are many instances where distance education for children is in a state of upheaval and change. This is particularly true of Australia and, as earlier reports indicate, of Canada. Central planners often have abandoned the old ‘correspondence schools’ and established ‘open access’ centres; central schools have been de‐centralised; correspondence stuthes are offered to children in city schools; isolated children attend ‘classes’ vastly different from their old ‘School of the Air’ classes; etc. Some of these changes are the marks of progress; the quality of other changes is debatable.

This account is that of one country teacher operating in northern South Australia where distance education has now changed to be offered, Statewide, by a series of open access schools and has also been regionalised to be offered at the initiative of Education Department Regional Centres with a broad responsibility for education of children in their region. The article makes no pretence to being considered as ‘international research literature’ — some will question whether or not it is even distance education. It is being published at my request.

The teacher functions in an areaof small country towns 50 km apart and with 500 or so people. Not too much further north, into sparsely‐watered country, the towns are likely to have 50 or so people and are up to 500 km apart!

What the paper does highlight is that there are professional people ‘out there’ who see themselves as having a stake in distance education. Central administrators and those who regard themselves as scholars in distance education are only a part of the personnel in distance education.

Purpose: We examine the nature of networks through which new hybrid banana varieties (HBVs) in Uganda are developed, and how different actors engage in the technology development process.

Design/methodology/approach: We collected the data through 20 key informant interviews and 5 focus group discussions with actors involved in the process. We analysed the data with NVivo and Social Network Analysis software.

Findings: The process of developing HBVs involves many actors with a diversity of roles and interests. The network density was 29.4, implying existence of only 29.4% of the possible direct linkages. Strong ties mainly existed among research-oriented actors, with other actors in the periphery.

Practical implications: The current position of smallholder farmers and other non-research actors inhibits their influence on decisions in the technology development process. We recommend that smallholder farmers should be empowered through better organization so that they can influence the process of developing HBVs. Researchers, supported with appropriate policies, should engage more with actors in the intermediary, enterprise and support service domains for a more vibrant agricultural research system.

Theoretical implications: Application of the systems approach to technology development requires a dynamic process that supports involvement of a diverse range of actors. However, close attention to context is important in dealing with issues of power asymmetries and determining to what extent various actors engage in the process.

Originality/value: This work contributes to literature on systems approaches to agricultural and rural development. The paper demonstrates that actor diversity and interactions are critical in technology development and uptake.  相似文献

The paper considers aberrant behaviour in the context of cognitive style with reference to both diagnosis and treatment.

Aims.

The aims of the study were to investigate whether the style of pupils with behaviour problems was different from that of children with no reported problems, and also to consider how pupils of different style manifested their problem behaviours.

Sample.

The sample comprised 83 male pupils aged 10‐18 years from two residential special schools.

Method.

The sample were given the Cognitive Styles Analysis to assess their positions on the Wholist‐Analytic and Verbal‐Imagery style dimensions. The pupil records of the special school pupils who were at the extreme of the style dimensions were also examined.

Results.

When their style characteristics were contrasted with a Comparison Sample of 413 12‐16‐year‐old males attending 10 secondary schools, the special school pupils had a significantly higher proportion of both Wholists and Verbalisers, than the Comparison Group. Further, the inspection of the records indicated that the types of social behaviour and behaviour problems exhibited varied with style, and particularly on the Wholist‐Analytic dimension.

Conclusion.

The results were considered to have implications for the origins and treatment of problem behaviour.  相似文献

This presentation looks at how young children learn basic geometrical concepts. Piaget's developmental levels will be examined to determine how they fit into the current research project. These will be compared with materials from the Soviet States that have recently become available from the NCTP in the USA.

The research project was constructed in a number of early childhood centres in a variety of socio‐economic areas. All of these centres had an early intervention program in operation so that special needs or ‘exceptional’ children could be observed along with mainstream children.

The researcher is investigating children's learning styles to determine the children's preferred learning styles when exploring spatial concepts. The question of whether exceptional children progress through the same stages and in the same order as the mainstream children is also being considered.

Spatial concepts in early childhood is an area that seems to have been neglected by researchers in favour of the development of number concepts. This research project aims to add to our knowledge of how young children learn spatial concepts.

Background: For the past decade, science educators have been exploring the use of Socio-scientific Issues (SSI) as contexts for science teaching and learning, and research indicates that doing so can support significant learning gains. However, research related to how teachers take up the practice of SSI-based instruction is far more limited, due in part to a lack of tools for use in this kind of research.

Purpose: The focus of this research is development and testing of a new classroom observation protocol specifically designed for SSI-based instructional contexts.

Design and methods: Development of this SSI-Observation Protocol (SSI-OP) took place in four distinct phases: review of existing protocols and SSI-based instruction frameworks, writing and revision of protocol items, initial testing of the draft protocol, and soliciting feedback from SSI experts.

Sample: Following the four stages of SSI-OP development, we progressed to a series of field tests. The field tests were conducted with three different samples. The first sample was an experienced (10 + years) high school biology teacher and one of her honors biology classes. The second sample consisted of seven Turkish Pre-service Science Teachers (PST) participating in a science methods course. The third sample included two Thai PST from a field experience course embedded within a teacher education program.

Results: The final version of the protocol addressed five dimensions of SSI-based instructional activities: focus of instruction, teaching moves, role of teacher, role of students, and classroom environment.

Conclusions: The SSI-OP could be used in a variety of ways for research including documentation of current practices, impacts of professional development and/or curricula on teaching practices, and changes in teaching over time. We offer the SSI-OP as a new tool with the potential to contribute to science teacher education and research that may advance the teaching and learning of science through SSI.  相似文献

Purpose: In this paper, we discuss the role of participatory research in integrated agricultural technology development using the example of a solar fruit drying project in Mozambique.

Design/methodology/approach: We engage in seven participatory exercises with groups of farmers from two farmers’ associations in Inharrime district in Mozambique to identify their needs for solar fruit drying that are crucial for solar dryer technology design. We focus in the analysis on three of these exercises including a daily schedule exercise, SWOT (Strengths Weaknesses Opportunities and Threats) analysis and technology requirement exercise.

Findings: Participatory research takes a dual function for integrated agricultural technology development. First, it can help to identify the technology needs of farmers and second it can enable the exchange and creation of different sets of knowledge for agricultural technology development between multiple stakeholders.

Practical implications: Participatory research provides a tool for joint knowledge exchange and creation, which allows the identified technology requirements to be translated into practical technology design.

Theoretical implications: This paper extends the concept of integrated research to integrated agricultural technology development and shows how participatory research is a tool that enables transdisciplinarity, which presents the most desired form of integrated research.

Originality: This research is highly relevant for researchers working in an interdisciplinary environment with agricultural technology development in cross-cultural contexts. From a meta-level perspective, it provides insights for joint and integrated technology development.  相似文献

Since early 1974, a pilot project for integrated teacher training has been in progress at Oldenburg University. This is currently the only extensive teacher training reform which exist in the German Federal Republic.

All plans for this integrated training program are designed to provide training normally encompassed by the traditional two‐stage programm.

The integrated training program includes:

- studies in the areas of education and social science;

- studies in two major subjects which are later to be taught at school;

- practical studies and activities.

The new model leads to the following degrees:

- nine semesters of study for a Certificate of Qualification for primary and lower‐level secondary school;

- eleven semesters for a Certificate of Qualification for higher‐level secon dary school and the education of exceptional children.

Theoretic training in major subject areas and related didactic training as well as education and social studies take place chiefly in the form of projects. A basic assumption is that interdisciplinary projects which are practice‐ and problemoriented permit a highly desirable integration of theory and practice on the whole.

In the project, contact teachers are an essential link between field practice at school and academic training at the university. Contact teachers are under contact to the university for an extended period of time (generally three years). In place of remunation, their teaching loads are reduced by ten hours per week.

In 1978/79 the project will be put to the test as the first generation of students prepares for State Board Examinations.  相似文献

Purpose: The limited uptake of improved agricultural practices in Africa raise questions on the functionality of current agricultural research systems. Our purpose is to explore the capacity for local innovation within the research systems of Ethiopia, Malawi and Mozambique.

Design/methodology/approach: Using Conservation Agriculture (CA) as a case study, we qualitatively explore with 26 locally based agricultural researchers the context of CA research and promotion, including their perceptions on persistent research gaps and issues in closing them.

Findings: Respondents identified that CA was not yet a finished product, with concerns regarding the benefit, feasibility and relevance of CA implementation. They asserted that while further adaptation was required, they were unable to do this due to institutional constraints within their research, extension and policy contexts.

Practical implications: We find that CA continues to be considered a donor-driven intervention in its current form and requires substantial further adaptation to local contexts before researchers will deem it ready for farmer uptake. The five research gaps identified by respondents highlight practical areas where further adaptations must occur.

Theoretical implications: Our findings suggest a lack of participatory research and extension most likely reflects limited financial, human and social capital to implement more participatory approaches. Without addressing these capacities, widespread adoption of complex farming systems change appears unlikely.

Originality/Value: Whilst many studies have identified a need for local innovation to enable CA utilisation, few have qualitatively explored directly with local researchers the capacity of such systems to do so. We address this gap in the literature.  相似文献

Purpose: This paper analyses research strategies followed by farmer groups in Tigray, that were involved in participatory experimentation. Understanding choices made by farmers in such experimentation processes is important to understand reasons why farmers in Tigray often hesitated to adopt recommended practices.

Design/Methodology/Approach: A participatory experimentation approach was followed to arrive at recommendations matching with local preferences and context. In total, 16 groups of 5 farmers were monitored during 4 years.

We monitored research strategy of the farmer groups by considering the following: (1) the type of treatments, (2) the inclusion of responsive treatments, (3) the actual responses achieved and (4) the treatments perceived optimal.

Findings: We found that the farmer groups followed a very rational, context-rooted strategy that, e.g. in its focus on straw production and the use of combinations of organic and mineral fertilizers, differed from that of the researchers.

Practical implications: Farmers often follow research strategies different from standard scientific approaches. Consequently, in participatory experimentation, involvement of farmers in defining the actual experimental design is required to deal with local preferences and context.

Theoretical implications: Outcomes of participatory experimentation are directly relevant for further outscaling of the technologies involved. In addition, insights and understanding obtained also might support upscaling in the form of designing rural development policies.

Originality/Value: Participatory experimentation processes are applied in development work for different reasons but often concentrate primarily on direct outputs. For development workers engaged in such processes, it is important to realize that actual involvement of participants in the whole process is equally important.  相似文献

An outline of the organisation of education in Italy stresses its characteristics as a centralised system supported by consultation with grass‐roots levels. Local coordination should be ensured by the so‐called ‘Organi Collegiali’ (participatory bodies).

The system is aware of the need to promote a real change in the pedagogical‐educational approach to teaching and learning, and recent reforms have implemented structural innovations and have required changes in the teachers’ roles and functions.

The new professional profile of the teacher points out the need for initial and in‐service education and training; given the insufficient provisions available, in 1979 the Ministry of Education, in cooperation with OECD, has initiated a project for introducing PRESET pilot projects in a number of Italian universities.

The MPI/OECD Project has gone through a four‐phase preparation process, including a background report, a national seminar, feasibility studies, planning of pilot projects.

The basic ideas were to improve the scientific/cultural and methodological preparation of teachers: curricula of study must ensure an appropriate balance between scientific knowledge in a subject‐matter or in a discipline area and educational studies. Teaching practice is considered as essential all through the course of study.

Starting November 1983 the University of Bologna will start a PRESET course of study for primary school teachers as a joint activity between the Faculty of Education and the Faculty of Sciences.

Four generally accepted definitions of distance education are analysed and from them six components of a comprehensive definition are chosen. The forms of education that are considered to fall within the concept of distance education as outlined are considered from the point of view of choice of medium, institutional type and didactic model. Various forms of education that bear some similarities to distance education but are not to be identified with it are described. The term ‘distance education’ is proposed as the most satisfactory solution to the problem of terminology.

The term ‘distance education’ covers the various forms of study at all levels which are not under the continuous, immediate supervision of tutors present with their students in lecture rooms or on the same premises, but which, nevertheless, benefit from the planning, guidance and tuition of a tutorial organisation.

Distance education is education which either does not imply the physical presence of the teacher appointed to dispense it in the place where it is received or in which the teacher is present only on occasion or for selected tasks.

Distance teaching/education (Fernunterricht) is a method of imparting knowledge, skills and attitudes which is rationalised by the application of division of labour and organisational principles as well as by the extensive use of technical media, especially for the purpose of reproducing high quality teaching material which makes it possible to instruct great numbers of students at the same time wherever they live. It is an industrialised form of teaching and learning.

Distance teaching may be defined as the family of instructional methods in which the teaching behaviours are executed apart from the learning behaviours, including those that in a contiguous situation would be performed in the learner's presence, so that communication between the teacher and the learner must be facilitated by print, electronic, mechanical or other devices.
