A synergetic paradigm for the scientific study of documents

Document theory is the least explored area of study about documents. It lags significantly behind applied document research, which summarizes various document processing practices that have accumulated for thousands of years. This problem has recently been complicated by the rise of so-called general document theories. The boundaries of the document concept have become blurred due to the development of parallel areas of study and their forced differentiation into “classic” and “library” document science. In addition, knowledge about objects that are referred to as documents that can neither be properly integrated nor applied in practice is being developed. This situation is mainly due to the lack of attention that is paid by document scientists to the theoretical and methodological issues of document science. This paper reviews the origins, nature, and the social roles of documents from the perspective of a synergetic paradigm and has the goal of constructing a synergetic document theory.     

Publication activity as an indicator of scientific performance

This paper discusses the origins of modern policies aimed at encouraging scientific publication activities, the impact of such policies on scientific journals, and the possibility of assessing the effectiveness of research activities on the basis of quantitative indicators for issued journals. It is concluded that it is necessary to improve the methods that are applied for performance assessment in the scientific field. These methods should be based on indicators that take the entire system of scientific activities into account and not only one publication component, which represents the final stage of scientific research.

The development of compromising as an alternative to persuasion

Children's responses to situations in which their interests conflicted with those of the other interactant were investigated to determine whether children would attempt to persuade the other or to initiate compromise. One hundred twenty‐seven third, fourth, and sixth graders constructed messages in such situations. There was a tendency for more of the older children than young ones to spontaneously initiate compromise. Results were interpreted in terms of development and communicative skills reflecting the pursual of multiple goals. In this case, older children were concerned not only with their own primary interests, but with those of the other interactant.

The development of a system for the collection and use of scientific and technological results

The main aspects related to the development of a system for the aggregation and use of scientific results (hereinafter, the System) are discussed. A unified comprehensive approach to the development of the System and the qualitative improvement of the information about the performance of the Russian research sector provided to the target audience is being suggested for use by academic institutions, government regulators, and the business community. The improvement is meant to be achieved through the development of technology that provides access to the relevant electronic resources. The presented conclusions lay the basis for a range of research and development works in the field related to the collection of scientific results.

A citation index with allowance for the implicit diffusion of scientific knowledge

This paper suggests a new scientometric index that estimates knowledge diffusion and has two constituents: the first one is equivalent to a usual citation index, i.e., it describes the visible diffusion of scientific knowledge; the second one reflects the implicit diffusion of scientific knowledge and is expressed through the number of implicit citations. The practical value of the suggested index is that it permits implicit initiators of the scientific mainstream to be easily identified. The distinctive feature of such scientists is the large value of the suggested citation index and the low value of the usual citation index.

The science of Kazakhstan in the scientific and technical development of the commonwealth of independent states

The problem of Kazakhstan’s performance in scientific activities as compared with the other Commonwealth countries according to scientific research costs, the number of institutions engaging in research and development activities, the financing sources, the staff number (specialists, doctors and candidates of sciences, salary level, and equipment costs) is discussed. Conclusions on the condition of science in Kazakhstan are given.
