At the dawn of a national curriculum for English in Australia, grammar has appeared without any serious interrogation of the terms of its re-entry and against ambiguous evidence about its value for teaching writing. What kinds of knowledge about language do teachers need in rhetorically productive teaching? This article investigates the potential of Halliday’s notion of grammatics for understanding students’ writing as acts of meaning in context. Drawing on systemic-functional linguistics, I show how teachers can assess writing achievement using ‘big picture’ tools like genre, register and ‘small picture’ tools like Expansion. I apply these tools to two student texts that call for attention to creative uses of language and to excursions and to difficulties with logic and coherence. The paper concludes that a ‘good enough’ grammatics will enable teachers to recognize playful developments in students’ texts and also to foster their control of literate discourse.  相似文献

In the last decade ‘quality’ has assumed the status of one of the meta-discourses across many domains of public policy, including education. This paper focuses on the specific example of quality policy in Australian higher education of the 1990s, and in particular, on the micro level of quality policy practice as experienced by academic practitioners in 6 universities. As such, it forms a follow-up to an article published earlier in the Journal of Education Policy (Vidovich and Porter 1997) which examined macro (national) and intermediate (the Committee for Quality Assurance in Higher Education) levels of a quality policy cycle consisting of contexts of influence, policy text production and practice, as articulated by Ball and colleagues (Bowe, Ball and Gold 1992, Ball 1994). The findings of in-depth interviews with key university personnel provide evidence of the ‘messy’ realities of the policy process and considerable variation in quality policy practices at local sites, particularly in terms of the different historical contexts of universities which were categorized as ‘traditional’, ‘alternative’ and ‘former college’ types. However, despite such variation, the ‘bigger picture’ effect of the quality policy under investigation was to enhance Australian national Government control of higher education, albeit at a ‘distance’, characteristic of the culture of performativity increasingly pervading higher education across many OECD countries. A further effect was to increase inequalities, both between and within universities.  相似文献

This paper examines teacher accountability and authority in early childhood policy. It reports on data from a study that investigated the influences affecting early childhood teacher decision-making at the preschool level in Victoria, Australia. Using a question raised by Ball ‘Where are the teachers in all this [policy]?’ provided a starting point for the critical discourse analysis into how forms of control, teacher authority, obligation and constraint within policies potentially influenced teachers’ curriculum decisions. The study found that despite no government-mandated curriculum framework at the time, teachers were held accountable for their curricular practice. Yet as professionals, early childhood teachers were denied public acknowledgement of their expertise as they were almost invisible in policy. In the four policies analysed, proprietors of early childhood settings and preschool agencies held authority over curriculum. Subsequently, teachers’ authority as professionals with curricular knowledge was diminished.  相似文献

Reading is an essential activity for learning at university, but lecturers are not always experienced in setting appropriate questions to test understanding of texts. In other words, their assessments may not be ‘constructively aligned’ with the learning outcomes they hope their students to exhibit. In examination conditions, questions may be set with insufficient time for re-reading available texts, thus drawing more on students' powers of recall than on deeper learning and comprehension. Previous research has been undertaken on reading comprehension generally, but no research has yet explored the interaction of factors such as text availability (re-reading of texts), text layout, question type and respondents' language background. This study explores the correctness of 50 participants' responses to a set reading task based on an expository text, and participants' confidence in giving those answers, in relation to four factors: the effects of question type; text availability; text layout; and language background. The main findings are that non-native speakers of English have more difficulty and less confidence in answering implicit questions and that reviewing the text has a significant effect on response correctness for implicit questions. The form of text layout did not show a significant effect, however. Our results have implications for lecturers who set readings and questions for comprehension and others who use reading comprehension as part of their ‘hidden curriculum’. Further research in this area is required to determine more precisely the effects of language background.  相似文献

This paper seeks to extend work previously published that points to the importance of rhetorical analysis to policy studies. It argues against the notion that policy can be dismissed as ‘spin’ and explores further the work of rhetoric within the UK government’s policy texts of lifelong learning. For the authors, rhetorical analysis helps to point to the politics of discourse that is at play in policy‐making processes. This paper points to some of the conceptual resources upon which one can draw in undertaking rhetorical deconstructions of policy texts and discourses, in this case, of lifelong learning, and one’s own role, as analysts and sultans of spin.  相似文献

UK government policy has increasingly emphasized the importance of learning in the home; and commercial publishers have not been slow to respond. There is now a growing market in popular information books targeted at parents and children. This article provides an analytical case-study of four such books on a common historical theme: ancient Rome. It addresses three main issues. First, it considers the epistemology or historiography of these texts, particularly in relation to their use of sources and their implicit view of what history (as a subject) is. Second, it discusses the pedagogic style of the texts, as reflected in their mode of address to the reader and their use of narrative and expository language. Finally, it considers the balance between ‘education’ and ‘entertainment’ and the implications of using popular cultural genres as a means of representing the past.  相似文献

Recently Australia has witnessed a revival of concern about the place of Australian literature within the school curriculum. This has occurred within a policy environment where there is increasing emphasis on Australia’s place in a world economy, and on the need to encourage young people to think of themselves in a global context. These dimensions are reflected in the recently published Australian Curriculum: English, which requires students to read texts of ‘enduring artistic and cultural value’ that are drawn from ‘world and Australian literature’. No indication, however, is given as to how the reading and literary interpretation that students do might meaningfully be framed by such categories. This essay asks: what saliences do the categories of the ‘local’, the ‘national’ and the ‘global’ have when young people engage with literary texts? How does this impact on teachers’ and students’ interpretative approaches to literature? What place does a ‘literary’ education, whether conceived in ‘local’, ‘national’ or ‘global’ terms, have in the twenty-first century?  相似文献

This paper investigates the language demands of creating texts in the English classroom, which involve transformations in context. In particular, it focuses on the tensions inherent in tasks which require more traditional textual analysis to be presented in ways other than traditional ‘essay’ format. These tasks are interpreted differently by students and can result in texts which vary in terms of their choice of ‘written‐like’ or ‘spoken‐like’ styles. This paper uses data from year nine English students presenting speeches to an imagined jury arguing for Shakespeare's Macbeth's guilt or innocence and explores the implications of shifts along the mode continuum evident in the students' language. It raises the question of the relative importance of transformations of language and context and the extent to which control of mode is valued. Language analysis of student responses focusing on genre, periodicity, use of vocatives and endophoric reference suggests the imagined context required by the task is less important than the literary context in assessing student responses and can act as a distraction. Findings have implications for alignment of teaching and assessment practices in English classrooms.  相似文献

A number of writers have drawn attention to the increasing importance of language in social life in ‘new times’ and Fairclough has referred to ‘discourse driven’ social change. These conditions have led to an increase in the use of various forms of discourse analysis in policy analysis. This paper explores the possibilities of using Critical Discourse Analysis (CDA) in critical policy research in education, drawing on a larger research project which is investigating the equity implications of Education Queensland’s reform agenda. It is argued that, in the context of new times, CDA is of particular value in documenting multiple and competing discourses in policy texts, in highlighting marginalized and hybrid discourses, and in documenting discursive shifts in policy implementation processes. The last part of the paper discusses how such research might be used by policy activists inside and outside education department bureaucracies to further social democratic goals.  相似文献

The non-binding nature of the Bologna Declaration and loose policy-making and implementation through the open method of coordination (OMC) have led to varied national responses to the Bologna Process. The OMC has allowed countries room for manoeuvre to interpret Bologna policy and attach different degrees of importance to it. Looking at the interplay between agency and structure in policy implementation, this article aims to illustrate the localised character of Bologna policy implementation driven by national priorities and political agendas, a reflection of the ‘policy as text’ metaphor (Ball, 1994). The analysis is driven by an agentic understanding of the policy process, highlighting ‘actors’ perceptions, perspectives, preferences, actions and interactions' (Trowler, 2002). Three different country reactions are examined — England, Portugal and Denmark, described as selective acquiescence, creative commitment and strategic conformity to capture the essence of the cases in question. In analysing the countries' responses, the article considers national readings of Bologna, motivations behind responses to the Process, as well as its reception and implementation at national level.  相似文献

This paper presents a new heuristic device for the analysis of educational policy. Through an examination of the Evaluative State and the work of Brian Fay, the paper considers the way in which educational policy is subject to rational and linear forms of policy action and implementation. To counter this, positioning theory is deployed to consider the way in which we are produced both by discourse and the language of the ‘moment’ in discursive acts. Using the work of Gee, the paper contends that policy texts and policy Discourse ‘themselves form policy, that is, they position policy-explanation and policy-framing within the bounds of the institution and so give policy form’. Problematically, such mechanisms may succumb to the ‘death of subject’ and accordingly I offer a third method by which we might conceive of education policy: the discursively produced position call. Subsequently, I propose a tri-partite theory for the examination and understanding of policy: policy-explaining, the production of policy texts; policy-framing, the ways in which all can be positioned by texts and Discourse to produce the meanings imbued upon policy; and, policy-forming, the impact of moment-by-moment conversational acts for their production of the policy text itself, that is, the ways in which policy is locally formed rather than locally mediated.  相似文献

Increased global attention to early childhood education and care in the past two decades has intensified attention on the education of infants and assessment of their learning in education policy. This interest is particularly evident in the focus upon infants in the early childhood curriculum frameworks developed in recent years in many countries. To date, there has been little examination of implications of this policy/curriculum emphasis in relation to its possible implications for how infants are understood. In this article, using Levinas’ notion of ethical encounter, we present a critical reading of curriculum for infants. Drawing on his ideas of the ‘Other’, ‘responsibility’ and ‘unknowability’ we argue that the rapidly growing corpus of knowledge about infants and their inclusion in education policy and curricula texts, has the potential to narrowly define educators’ responsibilities and prescribe pedagogies in ways that may have unintended consequences. Using the Australian National Quality Framework (NQF) and its associated Early Years Learning Framework as examples, this article highlights the tensions inherent in a system that aims to provide equity, consistency and certainty, premised on a particular ‘knowing’ of the infant. We draw on Levinas’ ideas about ‘said’ and ‘saying’ to propose ways of working with policy and curricula texts that recognise that they can offer only partial understandings of the possibilities for infants’ learning.  相似文献

This paper presents data collected in individual case studies that aimed to investigate children and their families who succeeded against the usual ‘odds’ of disadvantage. Funded as an extension of EPPE 3–11 by the Cabinet Office for the Equalities Review, the study focused particularly closely upon the performance of disadvantaged children from White and minority ethnic groups. The study found that disadvantaged families often have high aspirations for their children and provide significant educational support through ‘concerted cultivation’. The paper discusses the implications for policy and for practice and argues that much of the popular criticism of state policies related to social exclusion fail to acknowledge the need to engage with the policy in action as well as in theory. It is also argued that these policies offer significant and valuable contexts for supporting efforts on the part of families and individuals to achieve success in education ‘against the odds’.  相似文献

This article presents an analysis of various language policy mechanisms currently circulating in secondary schools in England, with a particular focus on those that intermingle ‘language’, ‘standard English’ and ‘discipline’. Although the connections between language, ideology and behaviour are well established within critical educational linguistics, this has not been explored in relation to current education policy in England, which is characterised by an overt focus on standardised English and behaviour ‘management’. In a grounded approach, I explore how the disciplining of language correlates with the disciplining of the body, based on ethnographic-orientated fieldwork undertaken in a London secondary school and drawing on a broad range of policy mechanisms such as curricula, textbooks, classroom artefacts and Doug Lemov’s Teach Like a Champion industry. I show how the current linguistic conservatism found within government policy gets reproduced in school-level policies, pedagogies and classroom interactions, and highlight these relations within a network of policy actors and key terms associated with so-called ‘zero-tolerance’ and ‘no-excuses’ schools. I show how teachers are positioned as language policy managers who work within a system of surveillance, compliance, coercion and control. As such, this article contributes to current thinking within critical language policy and the sociology of education by offering an expanded view of language ideologies in schools, whereby connections between language and discipline are explicitly illustrated and critiqued.  相似文献

This article examines the way in which socially constructed notions of ‘language’, ‘social cohesion’ and ‘diversity’ create tensions within different educational arenas, particularly concerning educational policies developed at administrative levels and the subsequent interpretation of these policies in the classroom. Specifically, the article looks at the different production and reproduction processes of an official policy concerning ‘language and integration’, aimed at the immigrant population in Catalonian schools (Spain). The method used combines conversation analysis with text analysis of official documents in order to find traces of interdiscursivity between texts and practices. While the focus of the article is based on a case study of conceptualisations of languages, social cohesion and cultural diversity in two classrooms in Barcelona, it is generally relevant to the world of education, especially as the rate of population movements worldwide has increased significantly in recent years.  相似文献

ABSTRACT

How teacher educators respond as policy actors from inside spaces where multiple policies and discourses collide provides insights into the ways in which policy plays out in educational contexts. By engaging and working within the uncertain space of our own contextual ‘policy storm’ we provide a narrative of enactment highlighting the roles and actions of policy actors simultaneously constrained and inspired by policy. We use the policy actor framework [Ball, S.J., Maguire, M., Braun, A., & Hoskins, K. (2011a). Policy actors: Doing policy work in schools, Discourse: Studies in the Cultural Politics of Education, 32(4), 625-639] to unpack policy meaning-making within university and faculty climates, teacher education, and curriculum reform in Health and Physical Education (HPE) in Australia. This paper has three tasks. Firstly, we set-up the conditions of uncertainty and possibility as a ‘policy storm’ and place where four disparate policies converged. Secondly, we provide an empirical and theoretical account of policy interpretation and enactment from the actors perspective. Finally, we test the policy actor framework to determine if it adequately describes our insider policy work. In moving beyond reductionist policy narratives we provide policy possibilities that illustrate enactment, are innovative, and explore the productive potential inside policy reform.  相似文献

This article examines issues of writing instruction and assessment as they relate to an approach to English language education that has been developed in Australia. The approach, put forward by proponents of genre theory, is underpinned by the argument that it is essential for all teachers, and especially English teachers, to have a ‘metalanguage’ about language education. The expectation is that such a metalanguage makes it possible for teachers and students to develop shared understandings of how written and spoken language works in their various forms. The related argument is that the teacher represents an authoritative (as distinct from authoritarian) language user in the classroom and is responsible for teaching the linguistic characteristics of texts as well as the relationship between texts and the cultural and social contexts in which they are produced and received. In this article I examine the ‘genre’ position and consider its relevance to the business of teaching, learning and assessing in the English classroom.  相似文献

In January 2012, Scotland's First Minister Alex Salmond announced a radical measure that would see every Scottish school student study a Scottish text from a prescribed list. In 2010, Michael Gove announced that ‘Our literature is the best in the world’ and that every pupil should study particular authors. The ‘cultural heritage’ model of English is increasingly dismissed by teachers and students However, it is this ‘cultural heritage’ model which is preserved in the discourse of politicians. This paper explores the role that literary heritage texts play in the discourse of education policy in the context of devolution in twenty-first century Britain and considers the drivers and differences which can be seen in England and Scotland.  相似文献

This analysis involves an investigation of the corporate control of food in relation to low income and culturally dominated schoolchildren in cities. This includes an exploration of the problem as expressed globally and historically in relation to transnational policy networks. Since corporate growth always necessitates controlling the direction of what people talk about on the ground, I additionally critique the emerging popularity of the policy-linked language of ‘food deserts’ and ‘food security.’ I reveal these terms as postcolonial constructs, forged out of the tradition that those with power control both material and mental production. Given the economic struggles now felt by the middle classes, I contend such language seeks to contain this growing anxiety. Lastly, I review some widespread failed efforts to address the problem of lack of access to healthy and affordable food among marginalized urban communities. All of these attempts are shaped as part of broader and evolving policy networks and in this research include progressive resistance collectives, policies as commodities, and big box failures. I focus here on city initiatives in particular given the ongoing urban implosion taking place in much of the world as people continue to lose their access to land. Although I consider conditions in the USA, these arguments can be applied in various ways to other contexts.  相似文献
