农村社会福利制度建设初探

自建国以来,我国的制度体系正随着社会的发展,逐步从起初的探索阶段发展到如今日渐步入正轨的艰辛的改革历程,初步形成了具有中国特色的新型社会福利体系,但是在这个阶段中改革的力度在目标模式上是低水平、不平衡以及不适合的。加强福利体系建设,处理好发展与公平的关系,在我国的社会主义发展中起到了举足轻重的地位。我国农村社会福利事业取得了有目共睹的成就,但是这种成就与我国经济社会发展的速度和水平相比,仍旧具有很大的差距。需要通过完善我国社会福利的各项制度,以推动农村社会福利向基层群众普惠的体制建设。

义务教育法的实施需要相应的制度给与保障。完善的社会福利制度对义务教育的实施起着重要的保障作用。加拿大完善的社会福利制度保障了幼儿教育、中小学教育和高等教育的发展,值得学习和借鉴。

在加速老龄化的背景下,老年社会福利服务政策面临严峻挑战。源自西方的积极社会福利理念试图为全球各国应对老龄化问题和提升老年社会福利提供有益思路。中国老年社会福利服务也在不断地应用积极福利主张推动政策变迁,以提升、完善养老福利服务体系。尽管已经进行了初有成效的积极社会福利实践探索．但是由于制度原因,积极社会福利政策的发展仍面临许多困境。如何使当前的社会福利体系朝向积极的、整合的、有利于社会发展的方向变迁。是摆在我们面前的一个重要课题。

社会主义和谐社会是"在中国特色社会主义道路上,中国共产党领导全体人民共同建设、共同享有的和谐社会"。完善的社会福利体系是构建社会主义和谐社会的重要着力点,提高社会福利是社会主义和谐社会的重要指标。构建社会主义和谐社会需要统筹城乡二元社会福利政策体系,发展工作福利,加强社会福利的法制建设。     

中国社会工作发展状况与社会福利政策处境

中国社会工作发展正处于生死抉择的紧要关头。本从什么是社会工作，谁是中国社会工作，中国为什么发展和如何发展社会工作的角度，首次全面探讨了社会工作的基础理论政策议题，以期为中国社会结构转型提供现代的社会稳定、社会发展与社会整合机制。     

中国社会福利政策:迈向社会公民权

中国社会政策改革的发展方向是否正变得更具包容性,并向基于公民权而不是基于出生地和工作地的新福利体系发展?本文研究发现,尽管中央的政策包含着发展社会公民权的意向,试图迈向一个更平等、更包容的福利体系,但仍然面临着重大经济条件限制、服务递送能力不足以及地方政府官员激励机制等制约条件.地方官员的激励机制鼓励他们限制福利的范围及福利服务的人数,在将农民工纳入城市社会福利体系上,这一问题尤其突出.中国的福利服务供给正在转向一种新的体系,它不仅是有亚注入国家的一些共性,也表现出超越亚洲范围的一些重要特征.     

高福利政策是社会建设的双刃剑——法国社会福利政策的考察与启示

通过法国社会福利政策的考察,认为：社会福利保障是现代社会健康文明发展极其重要的基本制度安排,以高福利为特色的法国社会保障制度,社会福利内容丰富、种类繁多;社会福利保障水平较高,居世界前列;法国社会福利保障体系完备,覆盖全民。但近年来法国所发生的债务危机、就业危机和发展危机究其实质暴露的是其高福利保障制度的深层弊病,它使法国经济陷入了“高税收一高福利一高负债一高成本一高失业率”,和“低投资一低效益一低增长”的恶性循环。

科学是一种体现人类理性和智慧的化现象．是人类进步和社会发展的标志。科学在追求自身价值的同时实现着为人类造福的社会价值．为人类带来社会福利是科学发展的驱动力和最终价值目标，表现为科学的社会福利特征；科学是获取社会福利的重要条件．是社会福利的一种内质和形态，也就是社会福利的科学特征。     

早期美国的社会贫困和社会救济政策

虽然美国经过独立战争走上了独立发展的道路,但美国的社会贫困现象依然普遍存在。如何解决贫困问题,采取什么样的救济政策更为适宜,这与当时人们的的思想观念密切相关。而人们的观念又受到各方面因素的作用,如宗教因素、自由放任主义、美国人的传统价值观念等。在当时社会观念的影响下,美国政府采取了各种形式救济政策,并对其弊端进行改革。     

Teaching Modeling in Social Welfare Policy Analysis

Modeling is presented as teaching strategy for social policy analysis and development. Linkages are establish between policy theories, mainstream analytical frameworks and modeling as a prelude to an emerging technology of computer simulation in social policy development. A conceptual framwwork for policy modeling included four methodologies available to symbolically represent reality. The acquisition and utilization of knowledge and information from modeling was illustrated through structuring policy problems. Differences between mainstream social research and policy modeling established the importance of modeling as a strategy: theory/then/research. Modeling is viewed as an imperative in the face of highly complex human delivery systems, the over abundance of information and the increase practicality and applicability of laboratory experimentation in the human services.     

Teaching Social Welfare History and Social Welfare Policy From a Conflict Perspective

In schools of social work, policy courses are frequently taught assuming debates occur along a liberal–conservative ideological continuum in which liberals favor equitable distribution of societal benefits and burdens, whereas conservatives emphasize individual political and property rights and personal responsibility. This dichotomous approach often results in conflict being situated primarily outside the classroom and profession while ignoring contentious debates that have occurred within social work. The authors argue for reconceptualizing policy courses to provide an historical conflict-based approach and include specific suggestions for course design. This approach will better train students with critical skills and prepare them for future practice.     

All Social Welfare Policy Is Rational

Social work's professional commitment to working toward social justice for vulnerable groups is well known. However, as a profession, social work has been criticized for proposing professional perspectives that may be interpreted by some as political indoctrination. The purpose of the current study was to examine social work students' perceptions of political debate in the classroom. An additional goal was to examine whether students believed that colleagues who hold certain sociopolitical beliefs should be prohibited from receiving a social work degree. Four hundred and ninety-seven undergraduate and graduate social work students from 10 programs were surveyed. Results show that a majority of respondents were comfortable with the discussion of sociopolitical content in the classroom. Nevertheless, students who self-identified as politically conservative were more likely to report that they perceived the classroom environment as less open and hence less conducive to debate. Finally, overt racism was identified as the only attitude that should prohibit someone from receiving a social work degree. Implications for social work education are discussed.     

Critical Thought within the Social Welfare Policy Course

Critical thought is a necessary element for proficient practice in social work at both the micro and macro levels. For this reason, social work educators must seek to integrate critical thought in BSW and MSW curricula. This article provides a method for achieving this integration in the social welfare policy course. The method includes the four following phases: instruction regarding logical errors, presentation of logical errors in contemporary political debate, demonstration of critical thought in policy position analysis, and self-assessment of one's own logic. The implications of this method for practice in a values-based context are discussed.     

魏玛共和国社会福利住房政策的演变(1918-1931)

魏玛共和国诞生了德国历史上的首个国家住房政策体系,并由宪法确立了它的社会福利属性。尽管它对德国住房市场的影响力经历中断,但其核心理念却延续至今。本文以政策发展的时间线索入手梳理魏玛共和国政策在1918至1931年的演变过程,揭示其从应对一战导致的特种住房短缺的克服机制向保障大众居住权的社会福利政策转变背后的理论来源、社会现实与政治诉求,并从魏玛共和国特殊国情及住房政策本身制度缺陷出发,分析其最终走向失败的原因。     

教育福利与其他社会福利的权衡论题及对我国社会福利发展的启示

教育福利是社会福利的重要组成部分。西方学者根据埃斯平—安德森关于资本主义三个世界的划分研究了不同福利国家类型在教育投入上的情况。自由主义福利国家更重视教育的投入,保守主义福利国家更重视教育之外的其他社会福利的投入,社会民主主义福利国家则两者兼顾,都很重视。这从社会平等的角度来看,就是自由主义福利国家更加重视机会平等,保守主义福利国家更加重视条件平等,社会民主主义福利国家是两者兼顾。权衡论题对我国社会福利发展的启示就是要在教育和其他社会福利的投入中选择更加重视何者。也即要表明我国应更加重视机会平等,还是应更加重视条件平等。根据学术界对积极福利的重视、我国的经济社会发展水平以及教育优先发展的战略,应当更加重视教育的投入,更加强调通过发展教育福利来促进机会均等。
