Information on Native Americans in U.S. Government Publications

Abstract

This article is a selective annotated list of print and electronic sources that provide information on Native Americans and the United States Government. While most of these are issued by the federal agencies, there are also some commercially published works that cover government resources or describe and interpret federal activities. The bibliography is arranged in broad subject areas; headings include finding tools, federal policy, federal laws and regulations, treaties, statistics, history and culture, and contemporary issues.     

A longitudinal study of state government homepage accessibility in Maryland and the role of web page templates for improving accessibility

It is well documented that government agencies, at all levels, continue to have problems ensuring that government web sites follow laws related to web accessibility for people with disabilities. Although there are a number of published studies on government web accessibility that are point-in-time, there are no published studies consisting of a longitudinal analysis of state-level government web site accessibility. This paper contributes to the research literature in three ways: 1) an accessibility inspection of 25 Maryland state government homepages in 2012 which involved 150 human inspections of web pages, 2) a comparison of the results from 2012 to a similar accessibility evaluation in 2009, and 3) a discussion of the role of a web page template, which was introduced in Maryland state government shortly after the 2009 evaluation. The data from this longitudinal evaluation leads to the conclusion that web page templates do tend to result in more accessible sites within state government.     

Accessibility of U.S. federal government home pages: Section 508 compliance and site accessibility statements

U.S. federal websites are required to be accessible for people with impairments. However, despite the existing regulations and guidelines, many federal websites continue to be inaccessible, and accessibility policy statements available on federal websites often do not provide any useful information. This paper provides three contributions to the research literature: (1) an accessibility evaluation of 100 federal home pages using both human and automated methods, (2) a content analysis of existing website accessibility policy statements, and (3) a discussion of the relationship between actual Section 508 compliance and the existing accessibility policy statements on a website. The paper concludes with recommendations for improving policy related to Section 508 compliance for websites.     

Social media adoption and resulting tactics in the U.S. federal government

In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.     

A framework for Internet of Things-enabled smart government: A case of IoT cybersecurity policies and use cases in U.S. federal government

Internet of Things (IoT) is ubiquitous in society. IoT-enabled dynamic capabilities in real-time sensing and responding can spur digital transformation in unlocking the potential of digital government into data-driven smart government capable of delivering policies and services of public interest and public value. However, the literature indicates challenges in IoT cybersecurity and systemic use across the government. There is the urgent need for IoT research on policy and use. This paper developed a framework for IoT-enabled smart government performance. We applied this framework to conduct case study analyses of digital technology policy, IoT cybersecurity policy, and IoT use in major application domains at the U.S. federal government level. The results show that some agencies were strategic and forward-thinking in funding and partnering with sub-national governments in promoting the IoT use. However, there remains a critical need for national IoT policies to promote systemic IoT use across the application domains.     

Trapped in time: Changing perceptions as reflected in the subject indexing of pre-1960 U.S. federal government publications related to homelessness

In the Homeless database being compiled at the University Libraries of the University at Albany State University of New York, about a dozen items from the late nineteenth century and early half of the twentieth century are cited. One source of information on homelessness apparent in the database is government documents. Through the project reported in this paper, the authors were able to locate, review, and cumulate government document references to homelessness published before 1960. During this process it became apparent that the indexing, which was idiosyncratic, created difficulties in locating materials. This paper examines some of those difficulties and the possible solution of searching Public Affairs Information Service. An appendix of the government documents located is included.

清末北洋大学堂学生的首次留美之路——以上海图书馆馆藏盛宣怀档案中盛宣怀与傅兰雅的通信为例

在清末尝试官派学生出洋的背景下,1901年夏,盛宣怀向美国柏克莱加州大学教授傅兰雅提出带领北洋大学堂学生赴美学习的委托。经过多次协商,两人最终达成一致,派遣学生进入柏克莱加州大学学习。在留学期间,由傅兰雅担任学生们的监督,负责管理他们的学习和生活。北洋大学堂学生的此次留美尝试,也是清末留学运动初兴时期的一个缩影。
