This article reviews the relationship between the conservative newspaper The Australian and the development of a national history curriculum in Australia. The lead author surveyed the major Australian press in the five-year period between 2007 and 2012 and found clear patterns of difference between The Australian and other press outlets in relation to education in general and history curriculum in particular. Using Jonathan Haidt's five-point model of moral values, the article analyses the behaviour of the press in Australia in relation to history education as a feature of moral preferences. Extending from this analysis, it then highlights a number of cases of press campaigns in The Australian targeted against individuals including one academic involved in the development of a national curriculum. The article demonstrates that a culture of aggressive conservatism exercised in this Murdoch press outlet reaches beyond the field of conventional political debate to constitute a serious and concerning influence in the dynamics of curriculum policy development.  相似文献

ABSTRACT

This paper investigates the linkages between management processes and the curriculum using an academically effective secondary school as a case study. The aims of the study are twofold. First, in view of the acknowledged importance governments and others place on the quality of school leadership and management on the one hand and curriculum, teaching and learning reforms on the other, there is a need for empirical data as to how school leaders and managers work to secure improvements in curriculum, teaching and learning. This study purports to provide such data. The second aim acknowledges the need to develop conceptual frameworks and data collection instruments as aids to better understanding of complex relationships within school organizations.two deputy principals do play an indirect and important part in promoting academic performance by reinforcing school values in a wide variety of ways. Third, curriculum management is the responsibility of senior teachers and there is tight linkage between both senior teachers and teachers and high quality teaching and learning. Finally, the loose linkage between departments, and also between departments and senior management, provides little opportunity for a school‐wide approach to curriculum matters. It is evident that a whole‐school curriculum management perspective is absent in this school.  相似文献

This paper examines the construction of ‘socially just’ curriculum renewal initiatives for Samoan students in a low socio-economic secondary school. Basil Bernstein's concept of recontextualization is used to investigate the implementation of Queensland's Social Justice Strategy at the school level. Interview data provided by the school's first two ‘social justice coordinators’ is analysed, focussing on the categorizations of students and discourses operative within the reform initiatives. Shifts in what counted as socially just curriculum for Samoan students are documented. The focus is on the varying strength of the boundaries of cultural categories (i.e. ‘Samoan’) and on tensions over the emphasis on the cultural knowledge of community representatives and the professional knowledge of school educators. The findings make explicit implications for the distribution of discursive resources to the Samoan students and, hence, life chances in a world in which English is a tool needed by young Australians irrespective of their cultural background.  相似文献

This paper describes how an idea for technology education materials developed into a process for producing unique curriculum modules for teaching technology in a gender-inclusive way to primary children. Using a case-study format, the paper describes the interaction between participants, the sequential evolution of the materials themselves and the degree to which success was achieved in terms of the original goals. The study demonstrates how an awareness of gender bias needs to be a feature from the earliest stages of curriculum development, through to the trialling and modification stages. The curriculum materials were a product of effective cooperation between teachers, science educators and community representatives. They utilise a “process” approach to the teaching of technology and in this presentation, we demonstrate how this same approach is a useful framework for describing this particular curriculum development. Various conceptualizations of lifelong learning have been developed and various practices of lifelong learning have been identified. This paper introduces several recent conceptualizations of lifelong learning before considering the case for Japan, both in general and through examination of the state of lifelong learning in a rural prefecture and a case study of one lifelong learning programme in a rural city. While the case for the prefecture as a whole mirrors the literature on lifelong learning in Japan, the case study presents four specific characteristics that may direct future development of lifelong learning programmes as well as research: a clearly stated societal objective, a knowledge and skills curriculum, participant accountability, and social visibility and presence.  相似文献

The application of market principles to educational provision continues to attract governments across the globe, despite an international body of literature suggesting that marketisation can exacerbate inequalities. In light of a renewed policy push in Australia towards accountability via a market model, this paper analyses the impact of existing school choice policies in the state of Victoria, with particular reference to educational provision in an area of social disadvantage in Melbourne's north. This analysis challenges the claims of the now normalised market model, but also points to the need to expand research into this theme, which has attracted relatively little critical attention in Australia. I argue that both the operation of existing policies and the direction of new proposals imply an uneven system of accountability which applies different standards to increasingly polarised ‘closed’ and ‘open’ schooling sectors.  相似文献

This paper seeks to explain why the policy history of school funding in regard to Australian Catholic Education looks and sounds the way it does today through the production of a genealogy of the subject. The questions addressed are, first, why has the funding of Catholic schools in Australia become an occluded historical site since the 1970s, despite the controversy in which popular accounts of the funding of Australian schools is mired, and when its prevalence so completely dominated the discourses of Australian education in the prior century? Second, has funding policy discourse been defined and contained and what basis is there for contesting such discourse in light of events since that period of time? Third, which or whose policy version triumphs and becomes the accepted policy process and which other policy approaches are obliterated in this process? The theoretical perspective adopted in this paper draws from both postmodern critiques and cultural theories of historical construction, as framed within Foucauldian Studies.  相似文献

ABSTRACT

In Turkey, the social and economic changes of the past couple of decades have facilitated a neoliberal reconstruction of the city and a concomitant reorganisation of its educational spaces. The interaction between the urban space economy and school spaces has been documented by various studies, most of which point to the interplay between education policies and the racialised restructuring of urban spaces. In Turkey, this process has been particularly convoluted, perhaps more so than anywhere else. With reference to a particular school relocation/closing case, this article examines how school relocations induced by urban transformation have interacted with the desecularisation of the education system in Turkey. By drawing on the responses of a specific neighbourhood to the relocation of their school, I argue that school relocations are inextricably linked to the material and symbolic reorganisation of neighbourhoods and lead to the destabilisation of secular middle class neighbourhoods and their schools. And by showing how neoliberalisation interacts with inherited regulatory systems, through this research article I aim to contribute to the existing literature on the interaction between education policy and urban space.  相似文献

School accountability is such a familiar concept in many education systems that questions about what it actually means and entails are rather uncommon, especially to busy practitioners on the ground. This paper reports a research that examines each of the questions of what and to whom Singapore schools are accountable, from the point of practitioners holding leadership positions in Singapore schools. This research was a qualitative study with a sample of 36 vice-principals. This analysis was enriched and interpreted with a literature-based discussion, which pointed out the implications of the research findings. According to the findings, the participants felt that Singapore schools were accountable for students’ holistic development; site, funding and staff management; national survival and nation building; and humanity and the future. Singapore schools were accountable to students, parents, country and citizens, and themselves. Interestingly, for a system that was reputed for its academic achievement, none of the participants mentioned examination results directly but referred to the importance of holistic education. The findings also suggested an inseparability of the concepts ‘accountability’ and ‘responsibility’ in the participants’ minds.  相似文献

Abstract

The need for environmental education through outdoor education experiences is becoming increasingly evident in outdoor education theory and practice. In Australia, this environmental focus is reflected in recent outdoor education curriculum documents, particularly in the Victorian Certificate of Education (VCE). For many outdoor education teachers who do not have expertise in environmental education, this curriculum development presents a challenge. Outdoor education teachers frequently use National Parks to help them address this challenge.

The study examined the educational objectives and roles of teachers and park staff involved in environmental education through outdoor education in National Parks in Victoria, Australia. This paper discusses findings related to the teachers' educational objectives and roles while those of the park staff are examined in a separate paper. The findings indicate that the teachers often lack the environmental knowledge and skills needed to teach some aspects of the curriculum thus making the role of the park ranger or education officer particularly significant in educating teachers as well as students. Issues are raised about the training of outdoor education teachers and of park rangers to meet the environmental education needs of outdoor education students. Questions are also raised about the appropriateness of using National Parks for outdoor education purposes.  相似文献

This article describes the reported practices in literacy assessment, recording, and reporting in 12 Australian schools characterised by populations of diverse learners. The findings indicate the problems and challenges teachers face in providing socially just and inclusive literacy assessment in heterogeneous classrooms. We make a number of suggestions related to enhancing assessment, recording, and reporting at the classroom level and argue for systemic support for teachers.  相似文献

In a context of intensified globalisation, knowledge diaspora as “trans-national human capital” have become increasingly valuable to society. With an awareness of a need for more empirical studies especially in Australia, this article concentrates on a group of academics who were working at a major university in Australia and came originally from the Chinese mainland. The study explores their life, work and international research collaborations, using a case study approach with semi-structured interviews as the data collection method. The study found that while globalisation shapes the work and the contributions to Australia, by academics from China, they exert their initiatives to respond to and further reshape globalisation. Equipped with their Chinese cultural and educational backgrounds, academic experience in the West, and active membership in the international knowledge system, the Chinese knowledge diaspora are a modern kind of cosmopolitan literati. They are aware of the impact of globalisation and contribute actively to higher education internationalisation in both Australia and China, have maintained their cultural identity and made good use of their Chinese educational background. Their international collaborations, however, are more likely to be with the scholars from Western countries due to some difficulties they have experienced in China and Australia, and to the current setup of the global knowledge system.  相似文献

This article reports on research funded as a ‘Best Practice’ project by the Department for Education and Skills (DfES) designed to use action research to progress the government agenda for healthy schools. The project involved teachers working with university researcher. The outcome is five small research reports consisting of two studies into playground behaviour management, a report on the production of a school drug policy, a review of transition from Nursery to Early Years school provision and a study of the impact of a Family Nurturing approach used with pre-school pupils. This article reviews the research process and includes reflection on methodological issues and outcomes giving voice to the teacher-researchers by drawing on the reports they have compiled. The research recommendations are for more projects which use action research to promote change in our schools.  相似文献

Curriculum theorists have acknowledged the relevance of ‘hermeneutics’, or theory of interpretation and understanding, to curriculum studies. In the European ‘Didaktik’ tradition hermeneutics has also been applied to the curriculum work of educators, but such an extension is rarer in the Anglo-American tradition. Educators in the latter tradition are expected to implement rather than actively interpret standardised curriculum. However, working with standardised curriculum is a process rich with hermeneutic significance. In this paper educator work with one form of standardized curriculum, so-called ‘competency-based’ education, is investigated. The touchstone of this investigation is a small study of educator curriculum interpretation practices in the Australian vocational education system, a system that allows educators very little scope to exercise professional autonomy with respect to the content of learning. Wilhelm Dilthey’s seminal hermeneutic theory is used to analyse the interpretative work of these educators. The paper foregrounds the complexity of this hermeneutic practice and challenges the assumption that the interpretation of standardised curriculum is a straightforward process. The argument is made that Australia’s vocational education system underestimates the hermeneutic dimension of educator work and further complicates the process by promulgating a textual form that is hermeneutically ambiguous.  相似文献
