有效开展评价研究和评价实践对于推动高校创业教育长远发展具有重要意义,作为规划工具、监测工具和影响力评估工具的高校创业教育评价,存在宏观政策与发展现状评价、过程评价以及影响力评价三种评价类型。我国在开展评价的过程中应充分考虑到高校创业教育目标的多样性、实施过程的多层次性、评价主体的多元性以及创业教育的时滞效应等影响因素。  相似文献

Growing national and international competition for students puts pressure on higher education institutions (HEIs) to develop marketing and student recruitment strategies; these are also driven by financial stress caused by performance-based funding mechanisms. In this paper we explore Norwegian HEIs’ student recruitment strategies. What type of student recruitment strategies do HEIs develop? How are the strategies linked to the institutions’ student market position? We combine qualitative research strategies including in-depth interviews and document analysis with quantitative analyses of the student market positions of different types of institutions in Norway.

Diversity has been an important topic of research for some time in higher education, though the purposes underlying this attention have varied across national and regional contexts. In many parts of the world, the term diversity has been emphasized with regard to variety among the programs or services provided by academic institutions, and differences among the types of institutions themselves. It is particularly important to discuss whether different dimensions of diversity may influence the degree of effectiveness of higher education (HE) in fulfilling its contribution and relevance to economic and social development. We are particularly interested in analyzing whether unitary or binary systems present significant differences in different dimensions of diversity that may be relevant to enhance higher education institutions’ (HEIs) contribution to territorial cohesion, notably by enhancing the local stock of human capital and contributing to the social and cultural development of their regions. Therefore, we propose the following research questions: *Are there relevant patterns regarding different dimensions of diversity between unitary and binary HE systems? *In the case of binary systems, is it possible to find relevant differences in different dimensions of diversity between universities and more vocational HEIs? By looking at these questions, we aim at contributing both to the literature on HE institutional diversity and to the study of the role played by HEIs on regional development.  相似文献

Building on a mixed method research approach, this article reports on an analysis of the difference between public and private higher education institutions (HEIs) in Egypt in terms of teaching methods, quality assessment approaches and alumni engagement. An analysis of the survey data compared the experiences of 1 713 graduates of both private and public HEIs. Qualitative case study data seeks to explain the noted differences and similarities. The analysis showed that both types of institutions fall short of providing student-activating teaching methods; engaging students in quality assessment; or supporting graduates through job placement services. The analysis related the similarity between the two types of institutions to the state governance approach and its focus on education inputs, recommending a shift to an accountability regime that is focused on education outcomes and performance.  相似文献

This paper argues that the development and growth in numbers of Specialist Schools in England raises a number of key questions about the relationships between higher education institutions (HEIs) involved in initial teacher training (ITT) and continuing professional development (CPD) work, and schools now designated as Specialist Schools. It focuses attention on Specialist Sports Colleges to illustrate the complex, dynamic and contested policy context in which new partnerships are arising. Recent policy statements from government and agencies associated with the development of Specialist Schools in England are identified as according Specialist Schools a clearly privileged position as compared to HEIs in plans for the further reform of education, training and sport provision in England. Discussion emphasises the need for renewed debate about conceptualisations of partnership and for more research that focuses on emerging HEI - Specialist School partnerships.  相似文献

One of the main issues of internationalisation is networking. The network way of action within higher education institutions (HEIs) represents new modes of the information work. Networks are worth evaluating more precisely in the future, and social network analysis (SNA) is a useful tool for this evaluation. This article describes the network of people working with internationalisation in Finnish universities of applied sciences (UASs). The study combines SNA and knowledge‐sharing between HEIs. The model of knowledge creation introduced by Nonaka and Takeuchi is used in the analysis. On this ground of network evaluation, we study the network structure, relations and roles in the internationalisation network and discuss appearance of trust and competition in co‐operation between HEIs.

The reemergence and growth of private higher education institutions (HEIs) represent one of the most significant developments in Chinese higher education over recent decades. Against a macroeconomic background of decentralization, this phenomenon is essentially fuelled by a broad spectrum of political and socioeconomic forces. This study sets out with the primary aim of discussing the current policy environment constraints faced by different types of private HEIs based upon a theoretical framework of property ownership rights. This is undertaken through a comparative analysis with HEIs in the United States, as well as case studies on three different types of private HEIs in China (accredited private universities, independent colleges and Sino-foreign colleges). Recommendations are offered on the key issues aimed at overcoming the difficulties encountered by such institutions; these include transfer rights, income rights, government subsidies, access to bank loans and tax-exempted social donations. The government in China has adopted an incremental approach to the regulation of the private higher education sector, thereby providing ad hoc solutions to problems encountered along the way; however, within a mutually understood framework of action, a system of clear property ownership rights is essential to the practical coordination of the activities of the economic actors.  相似文献

Higher education is a mainstay in the development and support of the economic, social and cultural development of the global society. Throughout history, academic institutions have sought to respond to the demands of endlessly changing and evolving environmental conditions. However, in the 21st century, a number of significant factors are changing the higher education landscape and challenging higher education institutions (HEIs) to interpret the vital needs of contemporary society to stimulate and enhance student development. Student development is an all-embracing concept that involves research focusing on students from recruitment to placement. Assuming that meeting student needs and stimulating and enhancing their development are crucial challenges for higher education institutions worldwide, the article focuses on a national study in Portugal designed to measure students’ expectations and satisfaction with their experience. On the basis of a nationwide survey, it examines these in the various types of higher education institutions in Portugal.  相似文献

Higher education institutions (HEIs) worldwide have been undergoing significant levels of structural change for a number of years, ranging from minor re-alignments of roles and responsibilities to radical changes such as the creation of new roles and new models of operating. This article discusses some initial findings from a recent UK-focused research project that investigated the challenges and changes associated with the composition of “top management team” (TMT) structures in HEIs. Using the key findings from desk research and empirical investigation in a sample of UK institutions, the article identifies some of the key changes in the roles and responsibilities of the TMT, and identifies examples of good “practice” or “process’ within institutions.

Financial pressures, restrictions on full‐time participation and the public commitment to access and lifelong learning, suggest that part‐time provision may be increasingly important in undergraduate‐level higher education. However the scale and organisation of part‐time provision varies across institutions, and its future development may depend on decisions taken at institutional level. This paper describes Scottish institutions’ policies for part‐time provision of first degrees and Higher National Certificates and Diplomas (HNCs and HNDs). It is based on interviews with senior managers in all 23 Scottish higher education institutions (HEIs), and in 11 further education (FE) colleges. Most institutions planned to expand part‐time provision. New (post‐1992) universities were the most committed to expansion; non‐university HEIs and some old universities were the least committed. Policies for expanding part‐time provision were often part of a broader strategy for flexibility. The research revealed two contrasting models of flexibility: many universities pursued flexible integration, bringing full‐ and part‐time study into a common web of provision, whereas FE colleges typically pursued flexible differentiation, maintaining the distinctions between (and within) the modes. Institutional polices were influenced by four sets of factors: institutional mission, other institution‐specific factors, government policy and funding, and demand; funding arrangements and demand were seen as the main drivers. Finally, we question whether the greater formal autonomy of institutions led in practice to more independent decision‐making, and whether the trends anticipated by our interviewees are in fact well entrenched.  相似文献

This paper presents empirical evidence on the adoption, implementation and the perceived effectiveness of quality management in teaching and learning in German higher education institutions. Theoretically, the article combines two new institutionalist approaches: institutional isomorphism and institutional entrepreneurship. Empirically, the study refers to qualitative interview data and quantitative survey data. The analysis reveals that isomorphism is a leading driver behind the adoption of quality management in German higher education institutions, whereas institutional entrepreneurship plays an important role in quality management implementation. While isomorphism can be regarded as a conclusive reason behind the absence of a perception of quality management’s effectiveness, institutional entrepreneurship may function as a corrective towards the overall negative impact of isomorphic conformity by institutionalizing quality management in a sustainable manner.

This article reports on Continuing Vocational Education (CVE) in higher education in England. The findings described here were collected from interviews, documentary evidence and observations of activity. The evidence suggests the importance of a 'supply-side' model to chart the development of CVE. First, HEIs must audit and then use the resources they have to best effect. Second, HEIs must have effective managerial systems in place. Third, the organisation of the HEI will determine the development of CVE. Complementary to these stages is the capacity and willingness of HEIs to undertake economic evaluation of their provision. Internal and external efficiency must be considered. This model is, we argue, particularly important when set within the current policy context for HE.  相似文献

ABSTRACT

For the last couple of years, Turkey has been experiencing difficult times resulting from the recent domestic coup attempt, refugee crisis and terrorist attacks from neighbouring countries, and the following political conflicts around these issues with the United States and Europe. This article investigates challenges and strategies of higher education institutions (HEIs) in Turkey with recent uncertainty in the free movement of students and academics in internationalisation process. Applying a qualitative critical case study, the research was carried out in four HEIs leading in internationalisation. The findings indicated that political instabilities both at the national and international levels brought several challenges for HEIs related with their internationalisation efforts in terms of security, image, and ethnic tension. Additionally, it is found that HEIs adapted to the new realities and developed several strategies to overcome these challenges such as marketisation and networking. Implications are made regarding neo-liberal influence and segmentation around class and religion.  相似文献

Teacher education in Botswana is offered at various higher education institutions (HEIs). Undergraduate pre-service teachers for the secondary school level are trained at the University of Botswana (UB) and the Botswana College of Agriculture, and both HEIs offer different and autonomous teacher-training programmes. The Faculty of Education at UB has its own quality assurance mechanisms for the Teaching Practice (TP) and Practicum. The purpose of the study reported on was to identify the quality assurance mechanisms and processes in place and then to establish their effectiveness. The research type adopted was the case study. Data for the study was collected through document analysis, an open-ended questionnaire and interviews with student teachers, TP coordinators and supervisors and those who have participated in moderation panels. Generally, the findings indicated that there are effective quality assurance mechanisms, structures, processes and procedures in place for the TP at UB.  相似文献

In recent years, closing down private higher education institutions (HEIs) has become a serious problem in China. It seems that doubt is cast on the rationality of private HEIs and severe competition contributes a lot to their development. Many problems in the process of self-development are caused by both internal and external factors. From the perspective of sustainable development and the healthy development of students, priority should be given to the evolution of an idea to provide a positive environment for the development of private HEIs. This paper is an effort to deal with the statement that higher education in China is a seller's market and aims to do an objective estimate of the development space for private HEIs. In addition, it shows a clear understanding of establishing the prediction system for relevant issues of private higher education to guarantee the sound development of private HEIs. The purpose of this research is to explore international student recruitment at higher education institutions (HEIs) by examining the development and implementation of international recruitment activities. There is little research regarding the internal operations of HEIs, how HEIs conduct international recruitment efforts, and the challenges that international recruiters encounter. This study finds that although national policy frameworks vary by country, the practice of international recruitment remains remarkably similar amongst the case study institutions. It further suggests that regardless of rankings, HEIs are facing commodification within the international student recruitment market. Furthermore, it suggests that institutions may improve their recruitment activity by addressing role clarity, improving coordination, differentiating their offerings, and ensuring flexibility to respond to market forces.  相似文献

高等教育资源的空间配置是一个国家内部不同区域经济社会发展差距的重要原因之一。本文在总结前人研究分析的基础上,运用首位规模、首位比和分布系数等一系列指标对我国1997年和2002年的高等教育、人口、经济和城市资料进行了实证分析。通过比较我们发现:(1)我国高等教育资源的空间布局在行政区内的分布状况仍基本保持原有的不均衡状态。表现在2002年与1997相比,各行政区内首位规模急剧扩大,同时,首位比超过0.5的城市数量增加;从分布系数的指标来看,各行政区内相对于人口分布高等教育资源分布不均衡的现象比较严重;高等教育各行政区内相对经济发展水平而言高等教育的资源分布比较均衡。除了个别省份外,从1997年到2002年,分布系数各项都没有大的变化,只是略有波动。(2)我们考虑了高等教育质量因素后,对高等教育资源在行政区内的分布状态有一定影响。最后,本研究为我国高等教育空间布局调整提供了相应的参考建议。  相似文献
