The preliminary building program suggested in this paper makes use of outlines, graphs, charts, and lists, rather than long-winded paragraphs, to describe the needs, objectives, and philosophy of the library. It is hoped that a short, concise, but detailed, report using these methods will save time and make the report more attractive to read, thereby encouraging the many people who will need to assist in the building planning to use the report.

A communication system approach to the problem of public library legitimacy

Public library systems intersect with both public and private spheres of social life, but how they negotiate public legitimacy and private influence remains a mystery. To better understand this problem, this study adopts a communication system approach. Using qualitative content analysis, this study examines data from three US public library systems. This study analyzes how private actors communicate with and through public library systems by parsing the signals into components: transmitter, receiver, medium, and message. The resulting signals form two dimensions: the Public Sphere dimension, where private actors govern, legitimate, and use the library, and the Private Sphere dimension, where private actors exchange personal services and exert economic power. A view of public and private signals in interaction reveals how public legitimacy is threatened and how public library systems can mitigate these threats. This study reveals how public/private conflicts in public libraries arise and how they might be resolved.

University libraries in Pakistan and status of collection management policy: Views of library managers

In the emerging digital paradigm, the role of a collection management policy (CMP) has become fundamental for managing collections in university libraries. This paper mainly explores both the status of CMP in the university libraries of Pakistan and the opinion of university library managers regarding the need for a CMP in their institution. It also briefly narrates the development in the function of contemporary universities and their libraries in the country. The paper is based on literature review, experience, and opinions obtained from the respondents through a questionnaire consisting of open-ended and closed questions and interviews. The data were collected as part of this researcher's doctoral study [7]. The analysis revealed that almost all respondents were in favor of having a written policy but did not prepare such a document in the literal sense. The reasons of this status emerge as lack of basic know-how, practical training, etc. The study suggests continuing professional education and self-studies on the librarians part to improve the situation in this regard.     

University library functions in West Africa

Academic libraries, particularly in the developed world, are functionally active, providing improved reader and house-keeping services due to developments in computer and telecommunications technology. But, a survey conducted in 27 English-speaking West African university libraries showed there to be a degree of inactivity among the libraries as judged by the level of priority attached to their legitimate functions. The libraries also showed a marked preference for functions which are not considered complex in their execution. Results from five university libraries selected from other English-speaking zones of Africa were used to corroborate or compare those from the West African sub-region. The results showed that these other libraries are also more or less functionally inert.
