This article uses a form of multi‐dimensional statistical analysis, so‐called LISREL analysis, as developed by Jöreskog and Sörbom, to analyze the interrelationships of fourteen variable elements influencing higher education policy. The aim of the method is to discover which elements carry the greatest weight and in relationship to which others as linked to the tension between higher education and government. A number of possibilities could be proved by this method, in particular, the increasing importance of internationalization as an element in national higher education policies.  相似文献

The process which got underway after the Velvet Revolution to transform Czech higher education had first to confront the fact that a good deal of desired continuity existed. The first reform law was hastily conceived, and the reform process has been hampered by insufficient funding. The possibilities of introducing tuition fees in the state institutions and of founding private universities are being debated in Parliament Both innovations would represent a major cultural change. As research expenditures have risen and assources of research funding have changed, an increasedemphasis on research performance has developed in U.S.research universities. Although much of the historical debate has centered around the individualattributes of faculty, several recent studies have begunto focus on the effect of program or organizationalfactors as powerful attributes for enhancing suchproductivity. This paper extends the findings of these recentstudies by examining the relationship between academicresearch productivity and institutional factors from themost recent National Research Council data on the nation's research universities and theirprograms in the four broad fields of the biologicalsciences, engineering, the physical sciences andmathematics, and the social and behavioral sciences. Several findings are recommended forinstitutional policymakers.  相似文献
