The universal right to education has been enshrined in a range of international rights instruments. Yet despite the considerable secondary literature on the subject, there has been little discussion of the notion of education underpinning the right. This article presents a theoretical exploration of the question, leading to a normative reassessment. The article first assesses the expression of the right in the Universal Declaration of Human Rights, identifying limitations in its focus on primary schooling. Other candidates for a basis for the right – namely learning outcomes and engagement in educational processes – are then assessed, and the latter is found to provide the most coherent foundation. Nevertheless, the positional benefits of formal schooling cannot be ignored. Consequently, a two‐pronged expression of the right is proposed, involving access both to meaningful learning and to institutions that confer positional advantage. 相似文献

Disseminating the right information to the right audience: cultural determinants in the use (and misuse) of rankings 总被引:1,自引:0,他引:1
Rankings and league tables, or Report Cards (RCs), of Higher Education Institutions have become a global phenomenon. Their
purpose, it is claimed, is to help “student-consumers” make informed decisions. Yet the degree to which RCs succeed in helping
students in their college choice is disputed. Even though RCs are intended for all, which information is sought and how it
is used may differ between potential students hailing from different social, economic and cultural backgrounds. In particular,
RCs may neglect certain cultural determinants that influence students’ college choice behaviour. The article reviews the literature
on the cultural determinants of college choice and especially the use of RCs in the ambit of cultural determinants. In the
United States, possibly because of evident educational gaps between ethnic groups in society, the issue of cultural perceptions
in college choice has been addressed, albeit scantly. In Europe, this field of study is virtually non-existent, despite increasing
indications that second and third generation immigrants still lag behind in terms of higher education participation and graduation
rates.

With the net enrollment ratio in primary education in Nepal at 94%, most children are in the school system, but the system
fails to ensure that all enrolled children will continue in school cycle and complete primary education of acceptable quality.
Given the system’s poor internal efficiency, Nepal is not likely to achieve the MDG and EFA goals of universal primary education
by 2015. This article examines the status of universal primary education in Nepal in the light of legal provisions, enrollment
and completion trends, and the quality, and management, of education, including financing. It highlights progress made, issues
encountered, and some key lessons learned during the past decade. It examines the efforts to make primary education inclusive
in terms of social and gender equity. The review of progress toward Education for All underscores that fulfilling the right
to education in terms of adequate quality of services and learning outcomes requires sustained efforts and commitment from
the government and local community in several priority action areas related to policies, achieving quality with equity, and

This article examines Anglo-western assumptions about the role of individual views and voices in constructing knowledge, and how these assumptions can disadvantage students from ‘Confucian-heritage’ cultures whose social values around education and authority constrain their self-expression in western classrooms. Lecturers may mistake their good manners for a lack of critical thinking or originality, and read their suggestive style as a failure to take responsibility for their ideas. A challenge for academic skills specialists promoting inclusive practices is to go beyond helping students to acculturate to local conventions, and help lecturers to recognise the varieties of writing that stem from different kinds of intellectual and social engagement with the world. This article advocates respect for students' reticence, together with explicit discussion of local expectations. It suggests a method by which lecturers, skills specialists and students could identify common goals of writers in different educational traditions, and see how these are achieved in the target discourse. 相似文献

职业教育能帮助学习者过渡到劳动力市场,而职业教育的发展依赖于劳动力市场的特性。决定职业教育发展规模的三个主要影响因素是:学生兴趣、雇主需求以及供应条件限制。为了平衡这三者,可通过工作场所培训、技能需求预测、生涯指导三种途径来实现。为应对劳动力市场变化,职业教育中通用技能正变得越来越重要,而通用技能在具有工作意义的情境学习中可以很好地习得。 相似文献
