邓小平认为社会主义是一种社会形态、一种社会制度、一种社会理想，它的基本特征体现在经济、政治和文化多个层面，这是社会全面发展的观点。社会主义要在解放生产力的基础上全面超越资本主义，社会主义的基本特征是在经济高度发达基础上的社会全面发展，社会主义的本质是以经济建设为中心促进人与社会的全面发展。邓小平注重从经济发展层面讲社会主义的本质和判断标准，这是唯物主义的观点。以经济建设为中心，促进社会的全面发展，是历史唯物主义的社会发展观，也是科学发展观的基本内容。
