Like many other higher education systems in the Western world, Dutch higher education underwent profound changes during the last decade. In this article we will present an overview of these changes, and try to formulate an analytical framework that might be suited to analyze this process. In order to set the stage, we will begin with an overview of the Dutch higher education system, in which the broad structure is described, and some trends are presented. Next, an overview is given of the retrenchment and restructuring operations with which Dutch higher education was confronted during the last decade. Drawing, mainly, on public administration and political theory, we then attempt to formulate a framework for analysis. In this we focus on the Dutch higher education system as a policy network, and address the relationships that exist between the various key actors in the network: between government and higher education, among higher education institutions themselves, and among the different actors within the institutions, especially administrators and academics. In doing so, we hope to demonstrate that at all these levels some identical basic processes operate which to a large extent determine the outcomes of governmental policies aimed at changing the higher education system. Abstract

This article will focus on the credit point system and especially on the Dutch system. In many countries such a system has a long history, but in others it is a relatively new phenomenon. In the first section, the objectives of credit point systems will be introduced. In the second section the emergence and characteristics of the credit point system in the Netherlands will be presented. In the third section, some results of student behaviour in the first year in Higher education will be shown for different groups of students, such as how many credit points on average they earned and how many hours per week on average they studied. The findings demonstrate how empirical results from student behaviour, combined with the norms of the credit point system, can be used to evaluate the accountability of the academic programmes. In the last section, some challenges for the use of credit point systems in the nearby future will be discussed. Recently, one can see a rapid change from the traditional ways of testing to the assessment of competencies of students and student portfolios.  相似文献

Abstract

The Dealing Report in the UK supported the use of benchmarking in higher education, taking as its stimulus the use of benchmarking in industrial and commercial contexts. The UK Government's concern regarding academic standards has raised the question of whether benchmarking could be applied to them.

This article reports on a pilot study of the benchmarking of academic standards in the UK, and demonstrates ‐ with reference to empirical data ‐ that benchmarking in this context needs to be approached differently from benchmarking in industrial/commercial milieux, since it requires a combination of finely‐drawn comparisons and professional judgements if valid conclusions are to be drawn. It is argued that the complexity which underpins academic standards is inimical to the production of statements about standards that will be applicable across the span of a diverse national system of higher education. The argument presented can be applied, mutatis mutandis, to systems of higher education beyond the UK.  相似文献

ABSTRACT

This article provides an overview of the discourses on Dutch mosque education. Based on a review of the scholarly debates on mosque education in West, we conducted a qualitative content analysis of newspaper articles containing references to mosque education between 2010 and 2016 (N?=?45). The data are sampled from the five largest Dutch newspapers. Most of the themes emerging from the literature are also reflected in the discourses on mosque education in the press. In line with other media analysis on representation of Muslims, the portrayal of mosque education in the Dutch press is also mainly negative. The key issues in the press portrayals included use of corporal punishment, inadequate training of imams, reinforcement of conservative gender norms, intensification of social segregation, links with religious extremism and local opposition to mosques. Fewer references concern the positive influence of mosque education on cognitive skills and identity development of the Muslim children.  相似文献

Abstract

This study investigated the extent to which the learning styles of Chinese students differ from those of Dutch students. The study was conducted within the context of Englishlanguage Bachelor of Science programmes thatWageningen University offers together with China Agricultural University to Dutch and Chinese students. Sixteen Dutch students and 25 Chinese students completed the Inventory of Learning Styles. The Chinese students have several of the characteristics that reflect a reproduction-directed and an undirected learning style, while the Dutch students as a group do not demonstrate any one particular learning style. It would be useful and desirable to show the Chinese students, by means of specific instructions and exercises, how to use strategies directed towards deep processing and how to regulate their own learning processes more in the direction of deep processing.  相似文献

Abstract

More and more, Dutch adolescents are no longer affiliated with or involved in institutionalised religious world views. This development raises questions on how religion is treated and taught in secondary schools in the Netherlands. In order to reconsider religious education within these schools, closer insights into this particular, growing, group of pupils is needed. Therefore, the aim of the current study was to gain knowledge on how pupils from third-grade pre-vocational secondary education [In Dutch: vmbo], who are not affiliated with or involved in an organised world view, perceive the way their world view is being shaped. Ten pupils (14–16 years old) were interviewed about their world view formation process and about potential influential factors. The results showed that pupils emphasised that they are in charge of their world view formation process. Based on trust, they choose their own norms and values and answers to life questions from various sources. Religious education in school seemed only influential if pupils can relate the content of lessons to questions and experiences they have in their own lives. Findings suggest rethinking the content and the role of teachers of religious education in school in light of what non-affiliated pupils learn about world view at from home and other sources.  相似文献

ABSTRACT

This paper presents an overview of the present educational system and structures in Pakistan. Historical developments in special education are reviewed, and legislation, policy, administration and organization at the national, regional and local levels are described. Efforts are under way in Pakistan to move away from the dual system of education, in which children with special educational needs receive educational services in special schools, towards an inclusive school system. Initiatives to mainstream children are being launched in pilot projects, and efforts are being made to build linkages between special and regular schools. Under the term ‘special needs education’, the trend is to shift the focus from disability categories towards building the capacity of the schools and providing needed support services. It is envisioned that the first step in promoting inclusion is to consolidate the dual administrative structure into a single system, with a clearly defined policy and plan for accommodating children with special needs within ordinary schools.  相似文献

ABSTRACT

The aims and content of training in special education have been extended in recent years as a result of the practice of integrated education and also the recognition of a larger group of children with special educational needs. Provision in ordinary schools is being seen as the development of whole‐school policies for curricula and organization, including the development of systems of support within and sometimes, across schools. These developments have implications for the training of special education teachers and also for the pre‐service and in‐service education and training of all teachers and for the variety of strategies to be employed.  相似文献

Recently, the Dutch Minister of Education, Culture and Science proposed that the funding system of Dutch universities be drastically altered by introducing a system of capacity funding. The intention is to abandon the current (direct) student dependence in funding and, instead, to offer a stable, long-term funds perspective. If this capacity funding is actually adopted, a trend break in the funding system of higher education and research in the Netherlands will occur.This article describes the developments in the funding of Dutch universities over the past decades and the (expected) developments for the future. With regard to the near future and in addition to the capacity funding intended the author will also discuss other developments anticipated by him.It will be shown that during the last forty years four generations of funding models have been used in the Netherlands. Soon the changeover to the fifth generation will possibly be made. A number of issues will be discussed, such as the introduction (and enlargement) of lump sum funding, elements of output funding (performance based funding) and competition on the basis of quality.First, some basic characteristics of funding systems in general will be presented. They will be used to analyse the relevant developments in the Dutch higher education allocation systems.  相似文献

The past 20 years have seen major efforts to extend and reform the system of general education in Spain. Some of the most important reforms are contained in legislation passed in 1990. These developments have direct relevance to the reform which has also been taking place in the system of special education. Abstract

Recently two members of the Dutch government, the Minister of Justice and the Minister of Education and Science, have stressed publicly the importance of “the transmission of norms and values”. In this paper their public statements are evaluated from the perspective of a liberal conception of civic education. Such an assessment seems to be fair, since both people are, in their public role as ministers, key representatives of a liberal constitutional state. First, a brief analysis of the concept of civic education is presented. Subsequently, an explanation of the central aims of liberal education for citizenship is given. Finally, the educational statements of the ministers are tested against the explained liberal conception.  相似文献

Background: The transition from primary school to secondary school is a crucial period of time for children and this may be especially the case for pupils with migrant backgrounds. While there has been considerable research on the transition from primary to secondary school, more needs to be known specifically about the experiences of this group of pupils during their final year of primary school, as they prepare for their transition to secondary school.

Purpose: The study investigated how Dutch children with migrant backgrounds in their final year of primary school perceive the preparatory process for the transition to secondary school. In particular, we were interested in who the children felt were the important ‘actors’ (e.g. pupils, parents, teachers and others) in the preparatory process.

Sample: We collected data from 76 primary school pupils from three schools in an urban city in the Netherlands. The sample included pupils who, according to the Dutch system, were preparing to follow an academic pathway (i.e. the tracks known in this system as ‘HAVO’ or ‘VWO’) and those who were preparing to follow a vocational pathway (i.e. the track known as ‘VMBO’) in secondary education.

Design and methods: We used photo elicitation (N = 76) and also conducted semi-structured interviews with a subsample of the pupils (N = 25) to examine the roles of the important actors in the preparatory process. Data were analysed qualitatively; responses were coded and underwent pattern analysis in order to identify and describe repeating structures in the data. Data were grouped according to whether the pupils received school recommendations for an academic track or a vocational track.

Results: Findings suggested that the pupils perceived the most important actors to be the pupil, the classroom teacher and the parents. Both teachers and parents were considered valuable resources for pupils in the preparatory process. Patterns representing the participants’ perceptions of the roles of three actors – namely, (1) the child, (2) the classroom teacher and (3) the parents, were identified. Six patterns were identified with respect to the child, four with respect to the classroom teacher and two with respect to the parents. For some patterns, it was apparent that the responses of children in the vocational group and the academic group had different emphases.

Conclusions: The study highlights the importance for teachers and parents of children in their final year of primary school to be aware of the pupils’ perceptions of and feelings about their preparation for secondary school, so as to be in the best position to support them collaboratively.  相似文献

ABSTRACT

The focus of this paper is upon an examination of the ‘direction of travel’ in European countries from special needs education to inclusive education – a development influenced by the Salamanca Statement. The 1994 Salamanca Statement argued that inclusive schools provide ‘an effective education for the majority of children and improve the efficiency and ultimately the cost-effectiveness of the entire education system’ (ix). Underpinning this assertion are issues around special needs and inclusive education are financed. The paper will examine the degree to which the critical issue of financing has – or has not – changed across European countries since Salamanca. This examination takes retrospective look at key issues identified in the European Agency 1999 study of funding models for special education in 17 European countries, compared and contrasted with those identified in a 2016 study of approaches to funding inclusive education in 18 European countries. This paper argues that the essential issues underpinning their financing mechanisms have changed very little. For many European countries, changing systems of financing of inclusive education can still be seen as a key lever for achieving the goal of more widespread inclusion of learners with special educational needs, as outlined in the 1994 Salamanca Statement.  相似文献

ABSTRACT

Inclusive education of disabled students has been promoted in European disability policies. However, the transition process from more segregated system is slow. The purpose of this study was to provide an insight about different types of schooling of disabled children affected by a rare disease across Europe and to evaluate their and caregivers’ well-being. We analysed data from a cross-sectional study (BURQOL-RD) of persons with rare diseases that cause intellectual and/or physical disability: Prader-Willi syndrome, fragile X syndrome, three types of mucopolysaccharidosis and Duchenne muscular dystrophy. The sample consisted of 359 children aged 6–17 and 269 caregivers from eight European countries. Results showed differences between countries in proportion of students placed in special schools, which are still valid option in countries such as Germany, France or UK. Within the inclusive education modalities, lack of special support for disabled students was observed especially in low-income countries. No association between the type of schooling and quality of life was observed, but the subjective caregivers’ burden seems to be higher in special schools. The study shows existent differences in implementation of inclusive education in Europe. More research is needed in the field of rare disease disability and educational needs.  相似文献

This paper addresses the somewhat neglected topic of envy and its relationship to education and social inequality in Britain. Drawing on the work of Rawls, Runciman and Crosland, the paper proposes a distinction between envy as a vice and ‘justified resentment’ aroused by perceived injustices in the social distribution of primary goods, including education. Various pejorative uses of the term ‘the politics of envy’ in UK politics are examined. The conditions necessary for a politics of justified resentment are then analysed. Current developments in higher education in the UK are discussed with reference to signs of the emergence of new social resentments among the relatively highly educated. Prospects for a wider politics of justified resentment are assessed in relation to a range of emergent policies and priorities of New Labour in government.  相似文献

Abstract

This article examines the growth of an element of compulsion in UK adult vocational training. It traces a change from learner‐centred approaches in adult education in the nineteen‐sixties and early nineteen‐seventies, to the more employer‐focused ideas promoted by a state dominated and financed system.

It explores the rationale behind the compulsion of adults on to training schemes, but questions the morality and validity of these arguments on the grounds that they will prove counter‐productive to the intellectual developments of the adults concerned in the long term.  相似文献

Abstract

Recently in the UK, there has been an attempt to ensure quality in the education system through policies that encourage standardisation in teaching practice. In this article it is argued that quality in education systems should be promoted through diversity in practice sustained by a tradition of good teaching. It is argued that teaching is characterised by a degree of scepticism about practice that cannot be avoided through the use of standard curriculum materials, national curricula, objectives or anything else. Some implications for educational evaluation are drawn from this argument.

ABSTRACT

This article builds on the previous articles in this special issue to explore two related concepts – a ‘UK policy laboratory’ and ‘expansive policy learning’, with a specific focus on further education (FE) and skills. We argue that the potential for a UK policy laboratory in this area is based primarily on a new balance between the forces of convergence and divergence across the four countries of the UK. In this ‘goldilocks zone’ lie opportunities for policy learning. The methodology of the UK FE and Skills Inquiry, on which this article draws, attempted to model the conditions of the UK policy laboratory by involving a rich mix of social partners and highlighting the importance of national contexts and how these can inform differing approaches to common challenges. The Inquiry also identified ‘interesting practice’ that may form the basis of an initial ‘common project’ across the different systems. However, its pursuit will require shifts towards the more collaborative approach to FE and skills that characterises the three smaller countries of the UK. In this variegated political environment, we conclude by speculating on the wider conditions for the permanent development of a UK policy laboratory (or laboratories) and expansive forms of policy learning.  相似文献
