The first part of this article deals with the applicability of the total quality management (TQM) definition, the method's principles and the underlying strategy for educational systems. Also discussed are continual improvement methodology, updating of teachers and other personnel members and treatment of the student and industry as customers, as well as other aspects. The second part of the article describes several tools and methods for the implementation of TQM and its suitability for a variety of school activities. The third and final parts of the article present a TQM course outline, combining lectures, discussions, suggested reading, a case study and a final project.  相似文献

Research was undertaken to find ways of resolving implementation challenges of supervision and evaluation systems by examining the perceptions of South African school-based managers and educators regarding the effectiveness of the clinical supervision strategy as a tool for improving the quality of teaching in compliance with the total quality management (TQM) principle of empowerment as related to the integrated quality management system (IQMS). The article reports on part of the findings of a formal study designed to investigate the effectiveness of the developmental supervision model as a tool for improving the quality of teaching in Gauteng, South Africa The findings from using a mixed method approach, comprising a quantitative phase in the form of questionnaires and a qualitative phase in the form of three focus group interviews, indicated that the clinical supervision strategy complied with the TQM principle of empowerment, which was perceived to have a positive influence on the quality of teaching. In contrast, the IQMS evaluation process was perceived to lack compliance with empowerment due to characteristics related to the traditional inspection approaches to professional development.  相似文献

ABSTRACT: The benefit of implementing total quality management(TQM)into university classrooms has been demonstrated. The objective of this work was to develop a TQM project to use as a teaching tool for TQM and statistical process control (SPC) concepts, an assessment tool for the course, and as a means for involving students in improving the course in progress. A plan-do-study-act (PDSA) assignment was developed to use SPC tools and the 4 concepts of TQM. The implementation of recommendations developed as part of the PDSA project significantly (p < 0.05) improved student performance on quizzes, student satisfaction with the course, student perception of instructor performance, as well as instructor satisfaction with the course.  相似文献

Total quality management (TQM) is a philosophy that is now accepted worldwide in the business environment. However, in higher education, quality management is not widespread. Quality efforts are mainly limited to specific tasks, such as course development, curriculum design, laboratory certification, etc. The Division of Industrial Management at K. U. Leuven decided in 1990 to develop and implement a total quality approach in its organization. This process recently resulted in a total quality system based upon the implementation of a quality handbook. This paper describes this unique experience of TQM in an academic unit.  相似文献

Abstract

The article begins by exploring the background and origins of the quality debate in the UK. It distinguishes between a Total Quality Management (TQM) approach and those based on the adoption of some kind of external standard. It goes on to explore the forces acting to encourage organisations to adopt TQM, distinguishing between those active in the public and private sectors. TQM itself is then explored in some depth; two main overarching characteristics of customer focus and cultural change are identified. The focus then shifts to analysis of the place of TQM in higher education. The analysis concludes that many of the features of TQM always have been present in higher education but it is possible that funding and managerial changes are driving institutions away from a TQM ideal. Other approaches might have as much to offer higher education as TQM.  相似文献

This paper outlines a systematic methodology for effecting Total Quality Management in higher education decision making with particular attention to the faculty selection process. Following a brief analysis of the application of TQM to higher education in general and consideration of the contextual and power relations issues associated with implementation of TQM, a model for integrating Total Quality Management principles into the faculty recruitment, identification, and selection process is outlined. This model relates the role of vision, mission, planning and organizational design with quality concepts (understanding a system and systems theory, leadership, empowerment, client/constituet satisfaction, team building, and continuous process improvement). Drawing upon Marchese and Lawrence's (1987) work wherein they identified eight critical processes in the selection of faculty, one critical process—Defining the job is specifically analyzed using the continuous improvement methodology as an example of the specific application of TQM techniques to higher education decision making. The model and this example provide educational leaders/search committees with an enhanced framework within which they can effectively analyze and evaluate faculty selection processes, criteria for selection, and relevant contextual issues that will result in the identification and selection of the best qualified faculty available.  相似文献

Maquiladoras, border factories and assembly operations in Mexico, are an important source of foreign direct investment and jobs. In the past decade, there has been rapid growth in the number of maquiladoras. It is estimated that in 1999 there were 3,219 maquiladoras employing over 1 million workers. Along with this growth, there has been a structural transformation of the industry. As a result of major investments in the automobile and electronics sectors, there has been a shift from low‐wage manufacturing towards total quality manufacturing [TQM], including flexible manufacturing and just‐in‐time inventory systems. Since their inception maquiladoras have suffered from high turnover and absenteeism. These two problems serve as major obstacles to the successful implementation of TQM programs and increase the cost of recruitment and training. This paper surveys the literature and presents a theory that relates the success of TQM programs to cross‐cultural management. Our hypothesis is that strategic quality initiatives like TQM work best when they incorporate top leadership involvement and worker‐focused human resources policies integrated to provide both salary and non‐salary benefits that increase worker satisfaction. We hold that effective cross‐cultural management based upon top leadership involvement responds to deep‐seated cultural needs by constructing approximations of traditional elements of Mexican culture. Therefore, incorporating and respecting traditional culture and the worker's need for community will positively influence worker acceptance of TQM programs and reduce turnover.  相似文献

Considered as a major management approach for improving organizational performance and competitive advantage, Total Quality Management (TQM) poses a challenge to dynamic institutions to adopt a systemic philosophy that places emphasis on customer needs and a commitment to a culture of excellence. Higher education institutions (HEIs) as learning organizations are expected to respond proactively to this challenge by examining closely how their educational centerpiece operates in an environment of quality. This inquiry aims to determine how the oldest university in Asia implements TQM as regards its Vision, Involvement, Continuous Improvement, Training and Education, Ownership, Reward, Yearning for Success, and Customer Focus (VICTORY-C). Oregon State University became one of the first research universities in the United States to introduce the Total Quality Management methodology into its administrative structure in 1989. Beginning with finance and administration, quality improvement teams were introduced and achieved significant improvement in process effectiveness and efficiency. Improved quality was also achieved and measured by customer satisfaction.TQM was expanded to all administrative areas — including student affairs, research, and faculty administration — over the next four years. TQM has also been used in curriculum development, teaching improvement, and research proposal development.This paper describes the implementation strategy used by Oregon State University and presents some of the results achieved. Particular attention is paid to implementation barriers found in university settings.Today, Oregon State University has over 85 process improvement teams working in both administrative and academic areas and has received many awards for its work in Total Quality Management.  相似文献

This article explores the organizational impediments and facilitators that influence the implementation of student learning outcomes assessment (SLOA). This review points to the importance of culture, leadership, and organizational policies to the implementation of SLOA. However, we need to approach research differently, both conceptually and methodologically, if we want to understand these key factors better. I argue that our understanding of implementation conditions is superficial due to systemic weaknesses in the research. The article provides a framework for defining these terms clearly, suggests theories that can be applied, and reviews key methodological changes that can improve the quality of research.  相似文献

Abstract

As is the case in many areas of society, quality issues have come into focus also in higher education. One expression is that there are a number of institutions in higher education where a Total Quality Management (TQM) perspective has been adopted. However, most of these examples are found in non‐academic activities. This article discusses the possibility to achieve improvements in teaching and learning from the adoption of a TQM perspective. The discussion will be based upon an analogy with one particular development common in trade and industry, namely the transition towards process orientated structures, and towards less reliance on screening, rework, and scrapping of non‐conformances. The basic argument is that a similar change in higher education accompanied by the adoption of a TQM perspective comprising elements as focus on customer needs, process orientation and continuous improvements could result in improvements in teaching and learning  相似文献
