This report focuses on state government appropriations to state arts agencies (SAA), a primary figure in arts and cultural policy in the United States. A dynamic panel-data estimator can identify the fiscal, institutional, and demographic determinants on SAA appropriations. Agency budgets are particularly sensitive to past appropriations, past state revenues and NEA grants, some demographic variables, party control of state government, and state budgeting rules. Federal funds attract, rather than crowd out, state appropriations. While the influence of some demographic variables may be shifting over time, income growth continues to explain much of SAA appropriations.

In this paper, we describe the institutional framework in which heavy subsidization of German classical orchestras takes place and provide figures on the structure and the level of public support. Moreover, we derive and test various hypotheses concerning the political-economic determinants of public orchestra support. We analyze the political support-maximizing calculus of local politicians – the relevant decision-makers for orchestra subsidization in Germany. We find that public funding increases with increasing population; public debt and budget figures exert strong influences on the level of support. In addition, conservative and liberal politicians tend to support classical orchestras more than Social Democratic and Green politicians do.  相似文献

Severe budget cuts in the cultural sectors of many countries have spurred disparate suggestions for alternative sources available to public institutions. Deaccessioning may be an option, although controversial, to guarantee the survival of cultural institutions. This paper addresses the consequences that deaccessioning may have on donations of artworks to museums, by developing a sequential game with incomplete information. We investigate the interactions between donors and museums, when the former is uncertain about the commitment of a museum not to deaccess part of its endowment in the future. Our analysis shows that deaccessioning may reduce art donations to museums. Interestingly, public grants to museums cause a negative externality to a committed museum, which experiences a reduction in donations. Results provide intuitions for the widespread resistance to deaccessioning of museum associations, for their efforts to enforce common regulation restricting the use of proceeds to the acquisition of art, and also for the proliferation of private art museums.  相似文献

The paper deals with financing the culture in Italy. The public expenses for the culture are shared as expenses of the government, of the regions, of the provinces and of the municipalities. The relationships of the cultural organisations with the public sector are very strong because they belong to the public sector, or they broadly depend on public funds.A specific attention is devoted to other forms of financing, about the role of the entrance fees and the entrances of the game “Lotto”, which subsidy the cultural goods and the Interministerial Committee for the Economic Planning (CIPE) allocations to the depressed areas. We will also be faced up to the examination of other sources of private financing as the sponsorships, the entrances of collateral services about museum visits (coffee and bookstore) and the supply of banking foundations. The fiscal incentives refer directly to the cultural institution or to the external financing of the nonprofit institutions by donations or sponsorships. Finally, the cultural institutions will have always to operate more and more by a strategic vision of financial and managerial field, on the basis of high qualitative standards. The activities and cultural projects will have to be able to attract additional sources of income in addition to the public one; the search of private financial resources is developed in a situation of increasing competition among the institutions, while tools of innovative finance have to be used to satisfy the increasing demand of culture. It is difficult nevertheless to define the possible best method of public–private financing, if you take consideration of the distinctive features of the different institutions and interests of the operators who are involved: artists, cultural institutions, public bureaucracy, besides the economic effects which follow alternative choices. The recent evolution of the institutional, financial and managerial models of the culture in Italy plans a larger integration between public and private sectors for a great involvement of individuals, enterprises and foundations about the financing of the cultural services offer.  相似文献

This paper examines the allocation of corporate donations among variouscategories of recipients and the reasons underlying that allocation. Ananalytical model is utilized to determine the importance of profitability,firm size, advertising expenditures and type of business in determining thelevel of support for each activity. The results demonstrate that corporategiving to artistic/cultural activities is correlated with advertisingexpenditures, while donations to educational, civic and health causes are not.Thus, support for culture and the arts is a means of directly promoting thefirm, while giving to other causes fulfills the firm's goals throughalternative means.  相似文献

The paper addresses the question of adaptation of existing regulatory frameworks in the face of innovation in biotechnologies, and specifically the roles played in this by various expert knowledge practices. We identify two overlapping ideal types of adaptation: first, the stretching and maintenance of a pre-existing legal framework, and second, a breaking of existing classifications and establishment of a novel regime. We approach this issue by focusing on varieties of regulatory knowledge which, contributing to and parting of political legitimacy, in principle enable the making of legally binding decisions about risks and benefits of technologies. We base the discussion around two case studies, one of animal biotechnology ethical regulation, the other of ‘advanced therapy’ medicinal product regulation, both in the context of European Union frameworks. Specifically, we explore the knowledge configurations constituting expert committees and other institutional formations of expert regulatory knowledge in their political context. We show that where sectoral and moral boundaries are challenged, different modes of regulatory knowledge beyond scientific forms – legal, procedural, moral, economic and industrial – can shape regulatory innovations either by maintenance of regimes through commensuration and stretching, or through differentiation and separation creating new frameworks. We conclude that establishing an essential techno-scientific difference between pre-existing and novel technologies does not in itself require new regulatory structures, and that the regulatory strategy that is followed will be determined by a combination of different forms of knowledge.  相似文献

This article analyses the economic dimension of a set of activities groupedunder the heading, Culture and Leisure Industry, from three complementaryperspectives: national (Spain), sectoral and regional. Particular emphasis isplaced on determining the value added generated by this industry and itscontribution to the Gross Domestic Product – 4.5% – as wellas showing its level of employment both in absolute terms and as a percentageof the number of employees in the economy – 7.8%. This is apioneer project; studies in this field on either a national or internationalscale are scarce. The study demonstrates that the cultural sector is aproductive activity generating wealth in Spain. However, a high degree ofheterogeneity is found at both the sectoral and regional levels. Economicactivity is led by Performing, Musical and Audiovisual Arts (mainlyTelevision) and Publishing and Printing, which jointly account for about70% of sales and gross value added, and it is concentrated in similarproportions in developed regions specialized in service industries, Madrid andCatalonia, where most culture and leisure activities are available.  相似文献

This paper analyzes the determinants of donations to public libraries testing the following hypothesis: Is there a crowd out effect from government funding of public libraries? I look at novel data, the Public Library Survey, and use an unbalanced panel of public libraries across the USA from 2000 to 2013. The results suggest a crowd in effect with an inverted U shape in all levels of government. Local government is associated with 4–6 cents increase in donations, state government with 20–23 cents increase, and federal government with 75 cents to 1 dollar and 33 cents.  相似文献

This paper develops a theory of rational philanthropyin forming ``cultural capital' and aestheticpreferences. The study maintains that changes incapital market opportunities provide investmentmotives for private and public giving. Theseimplications are examined in a Vector Autoregressive(VAR) model of funding in the arts and humanities inthe United States for the period 1966 to 1997. Theresults suggest private philanthropy increased inresponse to both lower real returns on capital marketassets and cuts in public funding. On the other hand,public funding for the endowments is not explained byany of the variables in the model, including its pasthistory.  相似文献

This paper takes a preliminary look at the hybridization of museums – the creation of a variety of mixed forms of governance incorporating both public and private governing authorities. Using data from three national surveys of American museums, the analysis documents the mix of types of governing authority and demonstrates how this mix varies across location, over time, and by museum type. The paper then estimates the extent of hybridization using several different indicators and speculates about its implications. The United States offers a particularly informative case because the general view is that American museums are (1) either public or private and (2) predominately private. While the second part of this view may still be a useful characterization of American museums, the first is no longer a particularly helpful way of understanding American museums, or, by extension, other cultural institutions, American or not. It is increasingly necessary to view cultural institutions through the lens of hybridization rather than privatization in order to improve our ability to document and predict their institutional behavior.  相似文献

Alvin Weinberg’s classic and much debated two articles in Minerva, “Criteria for Scientific Choice” (1963) and “Criteria for Scientific Choice II – The Two Cultures” (1964), represent two of the first and most important attempts to create a meta-discourse about priority setting in science policy, and many of the points advanced remain relevant. The goal of this paper is to elaborate on the relevance of some of Weinberg’s original arguments to priority setting today. We have singled out four issues for attention: The tension between scientific and institutional choice, the assumptions behind the triad of scientific, technological and social merit, the elusive ‘externality from size’ argument for funding promoted by Weinberg, and finally the problems involved in the idea of basic science as an ‘overhead cost’ for applied science, and applied science as an ‘overhead’ on a sectoral mission. These four issues will be elaborated from a policy perspective and connected to present day challenges for science and technology policy.  相似文献

I study “donor governance,” which occurs when contributors to nonprofit firms place restrictions on their gifts to limit the discretion of managers. In a study of US art museums, I find that this practice has grown significantly in recent years, and it represents the largest source of permanent capital in the industry. When donor restrictions are strong, museums shift their cost structures away from administration and toward program services, and they exhibit very high savings rates, retaining in their endowments 45 cents of each incremental dollar donated. Retention rates are near zero for cash generated from other activities. Restricted donations appear to stabilize nonprofits and significantly influence their activities, but they reduce management flexibility and may contribute to lower profit margins. Rising donor governance in US art museums may represent a reaction by contributors to the industry’s high rates of financial distress, weak boards of trustees, and large private benefits of control enjoyed by managers.  相似文献

This paper looks at three issues: the functions of art museums, the role of deaccessioning in this context and the importance of donations of works of art in contributing to the collection function. Donor restrictions it is argued should not be allowed to unduly influence the policy of an art museum, including that in relation to deaccessioning: this is especially the case given that often the state has paid, in the form of a tax expenditure, for the bulk of such donations.  相似文献

A comparison of the engineering schools at UC Berkeley and Stanford during the 1940s and 1950s shows that having an excellent academic program is necessary but not sufficient to make a university entrepreneurial (an engine of economic development). Key factors that made Stanford more entrepreneurial than Cal during this period were superior leadership and a focused strategy. The broader institutional context mattered as well. Stanford did not have the same access to state funding as public universities (such as Cal in the period under consideration) and some private universities (such as the Massachusetts Institute of Technology and the Johns Hopkins University in their early histories). Therefore, in order to gather resources, Stanford was forced to become entrepreneurial first, developing business skills (engaging with high-tech industry) at the same time Cal was developing political skills (protecting and increasing its state appropriation). Stanford’s early development of entrepreneurial business skills played a crucial role in the development of Silicon Valley.  相似文献

European quality assurance has a complicated history that must be viewed as taking place on two levels: first, in a national effort to deregulate the public sector and to make universities accountable for their teaching performance; and second, a supranational endeavor to accomplish European integration in the field of higher education. Similarly, the web of institutional constraints and opportunity structures in which accreditation agencies are embedded spans two policy levels, the national and the European. In this paper, we examine how German accreditation agencies achieve some level of autonomy in a highly entrenched institutional environment. The paper is based on a qualitative study comprising archival data and over 70 semi-structured interviews. Drawing on the insights of neo-institutional theory, we argue that quality assurance agencies seek political leverage at the European level in order to strengthen their standing in the higher education systems of their own countries.  相似文献

Conclusion The Allison Commission focused attention on the administration of the scientific bureaux and its relation to the jurisdictional system in the Congress. The commission also had a more considerable influence on congressional policy towards the scientific bureaux than was previously thought. Legislative recommendations offered by the Allison Commission became law, even if they avoided the notice of congressional opponents through the strategic manipulation of the appropriations process. Hilary Herbert was not a crude enemy of science, but a staunch defender of the obligations of Congress to scrutinise the expenditure of funds it allocated.This detailed political history of the Allison Commission is a necessary part of any history of American science policy. William Boyd Allison and Hilary Herbert were, no less than scientists like Powell, initiators of a tradition which has continued to be important in American governmental science policy.The form of the special committee devoted to scientific issues was initiated by the Allison Commission. It prefigured more recent and familiar congressional inquiries like the Joint Committee on Atomic Energy, the Government Operations Committee under Representative Fountain, the House Science Policy Task Force, and the Energy and Commerce Committee under Representative Dingell. The attentiveness to details like pay, printing, food and morale—as small but manageable parts of the larger enterprise—foreshadows more contemporary inquiries into the details of the procedures for awarding grants and contracts and the assurances of financial and scientific integrity. The mechanisms of control applied to governmental science by the Allison Commission—particularly itemised appropriations, but also control over personnel through promotions and control of bureaucratic organisation by virtue of congressional rather than disciplinary organisation—stand as early examples of how Congress may continue to exert its constitutional authority to scrutinise an innovative and entrepreneurial scientific community.  相似文献

This article provides an empirical investigation of the effects of the ownership and organizational structure on the performance of cultural institutions. More specifically, we consider how museums are effective in their function of disseminating culture to audiences and contributing to the local development. By exploiting a unique data set based on the 2011 census of Italian museums, we develop performance indices of accessibility, visitors’ experience, web visibility and promotion of the local cultural context. Using count data models, we regress such measures on the type of organization. We distinguish between governmental museums, public museums whose administration is either outsourced or has financial autonomy and private museums. We control for the most salient characteristics of a museum, competition pressure and some proxies of potential audience. Our evidence shows that private museums, public museums with financial autonomy and outsourced museums outperform public museums run as sub-units of culture departments. This paper contributes to the cultural economics and public policy and administration literature by adding insights into the effect of outsourcing and administrative decentralization in the public cultural sector.  相似文献

Abstract

This essay examines the theme of the unknown meanings of Native American rock art in interpretive materials at rock art sites in order to explore the rhetorical constitution of indeterminacy in neocolonial contexts. The implications of indeterminacy are explored through Peters's (1999) discussion of dissemination and dialogue as normative models of communication. This analysis demonstrates that indeterminacy is used to license appropriations and polysemic interpretations of the traces of indigenous cultures, thereby enabling the projection of Western cultural imaginings onto the rock art and discouraging engagement with the interiority of indigenous others.  相似文献

In Italy, the Regular Grant is the most important subsidy to private cultural institutions. Since 1996, law 534/96 has regulated its provision. This law greatly improves on the previous legislation, as it redefines the prerequisites to become a recipient and specifies performance indicators to which the size of the grant must be tied. This paper examines the effects of the introduction of the new law, the characteristics of the government choice process and the redistribution profile of these grants using a variety of estimating techniques on official data gathered for the purpose.  相似文献
