This article presents a case study on how goods scarcity, both natural and artificially created, was used along with censorship to control the Portuguese public's access to information during the 1930s and 1940s. Even though the dictatorship that ruled Portugal from 1933 relied on a censorship apparatus that prevented the publication and broadcast of many pieces of national and international news, the research presented in this article demonstrates how the regime took advantage of the Spanish Civil War and World War II to increase restrictions on the circulation of information, justifying this through the artificially created scarcity of paper and radio frequencies. Furthermore, this article also describes how a third type of scarcity—that of electricity—also restricted listeners' access to radio broadcasts, which led many Portuguese to make sacrifices in order to listen to updated news.  相似文献

This article focuses on the start of the “war of the airwaves” in Portugal. It provides data on the first foreign shortwave broadcasts in Portuguese, describing the background to those initial broadcasts and also analyzing their impact on Portuguese public opinion, as well as the degree of importance afforded such broadcasts by the Allies and the Axis Powers during World War II. Moreover, the article also details some of the strategies used by the warring nations to influence the editorial line of Portuguese radio stations.  相似文献

The Spanish Service was established in June 1939, two months after the end of the civil war in Spain and shortly before the start of the Second World War. Its implementation was strongly affected by these conflicts in the context of new international relations. Therefore, this study of the Spanish Service during 1939–1945 allows not only a better understanding of the communicational strategies developed by the BBC, but also of the complex Anglo-Spanish relations and the important role played by the Spanish-language broadcasts therein. The study is mainly based on archival documents from the National Archives in London and memoirs.  相似文献

For most of the 20th century, international broadcasting was characterized by state-run broadcasts carried over shortwave radio. Such broadcasting was at the core of the Cold War and World War II, as well as the decade leading up to World War II. After the end of the Cold War in the early 1990s, the geopolitical context that had structured international broadcasting for so long dissolved, allowing for the possibility of significant changes in international broadcasting. One of these changes since the end of the Cold War is the development of Web radio. The year 1995 marks the point when broadcasting over the Web began in earnest. Included in this movement were a number of the primary broadcasters who had been, and still were, active in international shortwave broadcasting. Then, in 2001, after gradually reducing shortwave output to North America, Australia, and New Zealand, the BBC World Service terminated official shortwave broadcasts to these areas. In place of shortwave, listeners were directed to receive BBC World Service programming primarily through Web broadcasts and secondarily through local AM/FM rebroadcasts. The announcement of the termination of these shortwave broadcasts provoked a large and vocal opposition to the cuts from shortwave listeners, professionals in international broadcasting, and even the British Parliament. This article documents the BBC World Service's announcement as well as the reaction it generated.  相似文献

In July 1940, the Negro Division of the Alabama Extension Service began monthly radio broadcasts in an attempt to broaden its educational reach. Between 1940 and 1942, these radio broadcasts did more than educate African-American farm families; they also communicated ideological messages that were primarily racist and segregationist, representing the dominant ideology of the deep South. Starting in late 1942, the hegemonic demands of a federal government involved in a world war resulted in an ideological shift within the radio broadcasts of the Negro Extension Service. Analysis of the broadcasts provides evidence of the role radio plays in communicating dominant values and attitudes.  相似文献

Following the German invasion of the Netherlands in May 1940, a Dutch government in exile was set up in London. One of the most important activities of these exiles was to make propaganda against the Nazi’s and throughout the war they operated Radio Oranje (Radio Orange), a wireless station that broadcasted to the Netherlands using BBC-transmitters. Another part of the Dutch broadcasting outfit in England was a ‘listening service’ that made daily reports about Dutch-language radio broadcasts from Hilversum by the Nazi regime. This article draws from a complete, and previously unused, set of these monitoring reports to analyse the Dutch propaganda war in the ether. The source material reveals that notions of Dutch neutrality were central to the radio broadcasts at both sides of the North Sea. In addition, the reports show how the London broadcasters singled out and targeted specific Nazi propagandists whom they thought to be the most dangerous.  相似文献

During the Second World War the broadcasts of the BBC Polish Service became a major source of information in occupied Poland. Although listening to, or possessing, a radio was punishable by death under the German occupation, Poles were willing to risk their lives in order to hear the news from London. For many, the BBC remained the only contact with the outside world, whilst listening itself became a symbol of resistance. The Polish Service was required to follow the official line of British government's policy, presenting a positive picture of the USSR. Anything considered anti-Soviet was expunged. Given that the BBC European Service was designed as an instrument of British propaganda, the Polish Service was recognised as a powerful medium in territorial and political disputes between Poland and the USSR.  相似文献

This paper examines the role of the London-based international news agency, Reuters, in transmitting propaganda-inspired news to Australia during the First World War as well as the take-up of such news by the Australian press. It explores how the propaganda function was understood within Reuters and how this function changed during the course of the war. It focuses on Reuters’ establishment, in March 1917, of a special British Empire ‘supplementary’ news service designed to unite the Empire behind the war effort. The paper explains Reuters’ success in Australia which arose, in large part, from its partnership with the United Cable Service, an Australian agency managed by Keith Murdoch.  相似文献

From 1934 to 1941, three British-governed radio stations were established in the Middle East: Egyptian State Broadcasting (ESB) in Cairo (1934), the Palestine Broadcasting Service (PBS) in Jerusalem (1936), and the Near East Broadcasting Service (NEBS) in Jaffa (1941). These three stations were modeled on the BBC and run as colonial or imperial stations—but they were also considered national stations. As a result, they operated as hybrid entities with overlapping and sometimes conflicting mandates. Through the three case studies—a contentious hire at the ESB, the PBS' ‘Jerusalem Direct News Service’, and the NEBS' Islamic broadcasts—this article charts the evolving relationship between Great Britain and its Arab-world radio stations, examining these three stations in tandem tension between national and regional broadcasting mandates, as well as the challenge that managing each station raised for British officials in the UK and in-country. It moves away from a focus on the disembodied spheres of ideology and propaganda, and toward the messy administrative decisions that reflected British officials' on-the-ground efforts to navigate the administrative control and programming decisions in the perplexing world of semi-independent radio broadcasting stations in the Middle East. It closes by noting that while UK-based British officials saw these three stations as operating under the aegis of British governance and on the model of the BBC, the ESB and the PBS, in particular, reflected and projected not a British imperial identity but an Egyptian and a Palestinian nationalist one.  相似文献

Portugal became the centre of an entangled airwaves ensemble during the Cold War. In order to demonstrate this, the article develops along two lines. First, it details how the Portuguese dictatorship, with ideological connections to fascism, allowed the construction in its territory of one of the most powerful retransmitters of Radio Free Europe (RFE), responsible for airing anti-communist propaganda to Eastern Europe. The collaboration between the Portuguese dictator and the National Committee for Free Europe, mediated by US diplomatic officials, played an important role in the development of the operations of RFE in the country. Second, the article demonstrates how Portugal became the target of shortwave broadcasts operated from abroad, aimed at spreading pro-communist and anti-fascist sentiments in Portuguese society. Some of these stations were established by the political opposition that used the airwaves to undermine the dictatorship.  相似文献

This article analyses how British newspapers in the 1930s created a particular frame or view of radio as an international medium. This frame was created around the idea of a duality, of radio being defined by both national and foreign broadcasts. By analysing coverage provided by the main national newspapers at this time, in relation to their specific radio coverage, such as programme listing and highlights, this paper delineates the form the frame took, what was included and was absent. Such a frame provides an understanding of how the newspapers viewed and valued radio in a period when international broadcasts were seen as an important part of what radio could offer.  相似文献

Established during the Sudeten crisis in September 1938, the BBC German Service played an important role in Chamberlain's appeasement policy and warfare towards Nazi Germany. Yet the BBC's employment for official propaganda, especially in peacetime, raised delicate issues of its independence from government control and of the objectivity and credibility of its broadcasts. This paper discusses, first, the origins of the BBC German Service and its role within Chamberlain's policy. Second, it analyses the relationship between the BBC and Whitehall. Third, it traces the evolution and development of the British propaganda strategy towards Germany and investigates how the concepts of ‘truthfulness’ and ‘objectivity’ were internally understood and employed by the BBC and Whitehall in their propaganda campaign. Finally, the paper argues that Chamberlain's propaganda strategy towards Germany collapsed during the Allied campaign in Norway in April 1940 precisely because it no longer conformed to its self-proclaimed principles of ‘truth’ and ‘objectivity’. As a result, the credibility of the BBC German Service suffered a significant, if ultimately temporary, setback.  相似文献

This article focuses on representations of Britain to occupied France by the BBC French Service via its flagship programme Les Français parlent aux Français [The French speak to the French]. It first examines the establishment of the service and the formulation of a British propaganda strategy on occupied France. It then explores the service's efforts to foster French belief in Britain as France's friend and ally, and to rationalise key issues and incidents which challenged that narrative. Simultaneously, it positions French Service endeavours alongside the propaganda delivered on French national radio, known as Radio Vichy, in order to explore the exchanges about Britain between French propagandists who spoke on behalf of different Frances. In so doing, the article provides a close reading of the original French Service broadcasts which covers a larger corpus of material than has hitherto been documented in published collections, and which extends existing knowledge on the topic.  相似文献

This article examines the promotion of civil defence or ‘national service’ in interwar Britain. Analysing a recruitment campaign organised by the Chamberlain government in 1938–1939, it explores how civil defence was promoted in newspapers, posters, leaflets, guides, radio broadcasts, speeches and rallies, and how recruiters planned and executed the campaign. Existing literature has tended to focus on the role of national servicemen and servicewomen in wartime, but little is known about how these individuals were persuaded to join up before the war began or how national service was itself presented in the media. Through an analysis of official files, correspondence, advertisements and public relations, this article argues that the campaign for national service was not simply intended to attract new recruits, but to cement in Britain the notion that any future conflict would represent a ‘people’s war’ in which each citizen would contribute an equal share towards victory.  相似文献

This paper covers the prehistory of the Texaco‐Metropolitan Opera Broadcasts, from the opera experiments of the late 19th century until Texaco's sponsorship in 1941. The central questions of this work are how did the broadcasts first get on the air, and why have they continued on the air, in spite of economic adversity faced by the Met and by the broadcasts. The analysis is an integrated approach, making use of individualistic, instrumentalist, and institutionist evaluations, which, when layered together, reveal that the nature of the audience was a major factor in the broadcasts’ endurance.  相似文献

Following the end of the Second World War, the ideals of public service broadcasting that had first been exemplified by the BBC came to lay the groundwork for a new type of broadcasting system in Northern Germany. This led to intensive discussions between British Military Officers and their German counterparts about the principles of public service broadcasting. Repatriated Germans came to play a crucial role. Having worked for the BBC German Service during their years of exile, some of them helped to nurture a new generation of democratic journalists. Focusing on these men, this article reveals the difficulties in transferring and adapting public service ideals. Making use of a wide range of sources, we highlight the multifaceted roles of the repatriated Germans, as both intermediaries and transmitters of public service broadcasting. We show how many of them came to play a pivotal role in resisting pressure from conservative forces in West German society.  相似文献

This five-country study examined the extent to which the news coverage of the Iraq war by newspapers from India, Sri Lanka, Indonesia, and the Philippines and by one news agency from Pakistan is framed according to the principles of war/peace journalism outlined by Johan Galtung. The findings, based on a content analysis of 442 stories from eight newspapers, suggest a slight peace journalism framing. Two important factors shaping the news framing of the conflict and support for the war and for the protagonists in the war (Americans/British vs. Iraqis) are religion and sourcing. Newspapers from the non-Muslim countries, except the Philippines, have a stronger war journalism framing, and are more supportive of the war and of the Americans/British than the newspapers from the Muslim countries, which are more supportive of the Iraqis. Stories produced by foreign wire services have a stronger war journalism framing, and show more support for the war and for the Americans/British than stories written by the newspapers’ own correspondents.  相似文献

One of the most common formats of audience participation in journalism consists of online reader comments in response to articles, weblogs, or online television and radio broadcasts. While initially the audience only commented on media platforms themselves, Facebook made it possible to outsource commenting to a third-party platform. The options users have, the rules commenters are obliged to follow, and the moderation regime they confront, could influence the quantity and quality of comments. In this study, we explore how news media deal with audience comments on Facebook and their own news site, and how this influences the quality and quantity of comments. We compared comments on news platforms and Facebook of 62 Dutch national and regional newspapers, public and commercial broadcasters, newsweeklies, national news programmes, and online news sites. Subsequently, we analysed the content of the comments with the qualitative text analysis tool MAXQDA. The results indicate that news media prefer outsourcing comments to Facebook although commenting on their own platforms is still possible. By discouraging anonymous responses, the quality of comments improved but above all the quantity of comments decreased after outsourcing comments to Facebook.  相似文献
