概论联合国教科文组织与全球教育治理

联合国机构已成为一类活着的独特人类学现象和文化,对其全球治理的查考和研究应借鉴人类学民族志方法。联合国教科文组织秉承的人文主义理念逐步演变为从生物圈整体观视域审视教育在支持人类追求公共利益中的价值。联合国教科文组织采用柔性理念立法、基于理念共识的软性执法和国际协商共治的治理框架,践行的是政府间共治议会制与人文主义理念引导的类科层制行政组织结构。应从治理主客体关系角度分析联合国教科文组织强势国家治理主体相互制衡的历史流变,分析去国家中心主义的多元治理体格局,由此确定中国平等参与和主动引领全球教育治理的战略决策。     

高等教育的全球治理:国际组织推动高等教育国际化研究综述

国际组织日益成为高等教育国际化的重要动因,推动其参与高等教育全球治理成为高等教育国际化发展不可或缺的举措。近年来,学界对国际组织与高等教育国际化的研究日益增多,研究从不同视角解读国际组织如何通过高等教育全球治理推动高等教育国际化发展。作为政府间国际组织中最重要的高等教育全球治理枢纽,联合国教科文组织更是引发极大关注。从国际组织高等教育国际化活动、联合国教科文组织及其高等教育国际化活动、高等教育全球治理三个方面对国内外相关研究进行了综述,相关研究虽取得一定成果,但对高等教育全球治理缺乏全面系统的理论探索,关于国际组织高等教育国际化活动的研究更多基于宏观层面,关于我国如何参与国际组织高等教育国际化活动的研究较少。     

Transformational Partnerships: A New Agenda for Higher Education

In this article we develop the concept of transformational partnership and illustrate how such an understanding has enriched the relationship between a particular university and a school system. Transformational partnerships are different in purpose, nature, and strategies from transactional partnerships. They are based upon genuine engagement and a focus on common goals and mutual benefits. In transactional partnerships each institution pursues its own goals with little consideration of mutual goals or shared purpose. The areas of community engagement, leadership, and transformational partnerships provided key concepts for analysing the case study showing how higher education institutions can think and work differently with other institutions, organizations, and groups to achieve mutual benefits.     

全球教育治理的向度与限度

探讨全球教育治理的向度与限度,有助于防止其因外延的过度泛化而丧失作为一个专有术语存在的价值.全球教育治理被理解为一种已然存在或正在成为现实的实践,与三方面事件和趋势分不开:一是教育领域出现了需要跨境合作治理的难题;二是教育日益被视作全球共同利益;三是国际组织的产生及对教育事务的介入.全球教育治理很多时候也指称一种解释和指导解决全球教育问题的理念,被假设为一种正和博弈性质的多层教育治理框架.但是,国家中心治理对全球教育治理的限制使之面临失灵挑战,并因此决定其了限度.     

面向群体智能塑造未来教育:一项重要研究课题

群体智能指群体在完成一系列不同任务时表现出的综合能力,是面向未来复杂情境中跨学科、综合型任务解决过程必不可少的关键要素。教育现代化进程中的群体智能教育是面向未来培养公民信息素养、合作能力、问题解决能力的重要载体和实现目标。文章基于当前研究领域中对群体智能基本概念的辨析和探索,从国际视野出发,剖析基于不同的技术手段对群体智能教育的探索和实践,提出教育信息化时代中国教育领域中进一步强化群体智能教育、推动"五育并举"、促进培养复合型人才的可行路径。

The mental and emotional state so very evident in the article entitled “A Plea for the Middle Ground in Education” is not an uncommon phenomenon among teachers who are engaged in the arduous task of changing habits and attitudes and standards. Nor is it limited to teachers. Among prison guards, army officers, college administrators, church deacons and vestrymen, policemen, parents, hospital nurses, and all other institutionalists, there are many persons whose feeling of security and certainty are rudely shaken by reforms or radical changes of procedure and aims.

为着公共利益的教育哲学:五个挑战与一个议程

1917年,杜威在他的一篇名为《哲学复兴的需要》的文章中写道:“当哲学不再是处理哲学家们的问题的手段时,而是成为由哲学家们发展出来的处理人类问题的方法时,哲学就得以复兴了.”在这篇论文中,我论述教育哲学也是如此,因为教育哲学应当聚焦在教育问题上,而不是哲学问题上.当然,教育哲学应当以哲学专长来面对教育问题.这不仅是一个学术任务,而且是一个政治任务,特别是在一个教育作为公共利益的观念遭遇压力的时代,在一个教育日益被看成个人利益和经济利益的时代,尤为如此.我在文中阐述了在我看来教育哲学家能有所贡献的五个领域.它们不仅为未来的教育哲学工作提供了一个议程,而且为转向存在主义的教育哲学建构了一个论述.这个转向包括在所有教育中都含有我所认为的“美丽风险”.     

全球教育治理机制复合体:类型、机理及价值

机制复合体是不同机制间的松散合作形态。伴随治理主体的扩大化和多元化趋势,全球教育治理呈现出机制复合体的互动形态。在机制复合体视角下,全球教育治理可分为关系复合体、结构复合体和规范复合体三种互动类型。在每种互动类型下,治理主体的治理互动机理主要围绕全球教育治理议题、治理价值取向和治理手段展开。全球教育治理机制复合体的形成对全球教育治理行动具有积极价值,且在全球教育治理主体交互程度、治理议题范围、治理取向融合以及治理类型方面发挥作用。     

协同治理:完善社区教育治理的新方法

协同治理是一种新型的公共管理方法,在西方的经济、社会等公共管理领域显示出其优势。协同治理强调在管理公共事务中公共机构与利益相关者之间通过共同参与、达成共识、集体决策和执行以满足公众的需要、促进公平和提高效率;它强调共同愿景和权力协同,强调制度设计和过程改造;其核心是处理好政府和社会之间的关系。文章在厘清社区教育存在问题的基础上,介绍和分析了协同治理的内涵和特点,将协同治理引入社区教育,提出了社区教育协同治理的基本逻辑和实现路径,为推进社区教育改革发展提供参考。     

Education and Society: a Plea for a Historicised Approach

In the course of the ‘long’ eighteenth century, ways of thinking in the Western world transformed in fundamental ways; even words that remained the same took on new meanings. In the field of the history of ideas, the period 1700–1850 is also called the ‘saddle‐period’. Philosophers of history have argued that the new basic concepts that emerged at this time indicate how social reality has come to be comprehended in the modern era. Various segments of the population relied on them to act, understand, interpret and reform reality. These concepts are crucial to the discursive constitution of the world—in the economy, politics, science, art, education and so on. They play their part in the dissolution of the ‘old’ world and the emergence of a ‘new’ one. They can thus also be studied with regard to their functioning as both factors in and indicators of evolutionary processes. This article deals with a small aspect of the historical co‐evolution of concepts and structures in education. It examines the non‐random character of the variations in the discourses on the social function of education, especially in the eighteenth century.     

全球治理:地区主义与其治理的视角

全球治理是全球化与全球问题发展的必然要求与逻辑结果.然而,无论在理论还是实践中,全球治理都面临种种困境.当前,地区主义在迅速发展,并出现了像欧盟这样一些比较成功的地区治理范例.地区主义的发展及地区治理的成功实践为陷于困境中的全球治理提供了可能的路径选择.     

A Plea for Standards in Language

Transformative pedagogy encourages students to critically examine their assumptions, grapple with social issues, and engage in social action. The author extends literature in this area by describing ways faculty members who teach online courses can effectively use transformative pedagogy, including (1) creating a safe environment; (2) encouraging students to think about their experiences, beliefs, and biases; (3) using teaching strategies that promote student engagement and participation; (4) posing real-world problems that address societal inequalities; and (5) helping students implement action-oriented solutions.     

作为跨文化教育的教育:一场全球变革

全球化并不是美国化或欧洲化,趋向标准化的全球化进程带来了新经济的发展,也带来了全球范围内的贫困、苦难、战争、恐怖以及过度开发和毁坏自然。必须意识到文化多样性的不可避免,并在教育体系中引入以和平与社会公正为导向的、旨在可持续性的跨文化教育,培养学生积极应对社会与自然中他者的能力。本文从多重维度对上述命题进行了探讨,并从概念与教学方式等角度分析了跨文化教育的理论与实践。
