Knowledge and Dignity in the Era of “Big Data”

Private companies and government agencies are now creating and tapping into vastly more data than ever before. These data flows include enormous amounts of personal information and raise questions about privacy and intellectual policy that could have profound impacts on our lives. While data collection and creation are nearly ubiquitous, the instruments of collection and analysis are often hidden in order to track more natural behavior. Recent revelations of massive governmental data collection offer the country, and librarians in particular, an opportunity to discuss and question the societal implications of “Big Data,” and the policies that govern them.

“Contact Us”: Archivists and Remote Users in the Digital Age

SUMMARY

Archive repository web pages have become more sophisticated in the past several years, and information about repository holdings is often readily available online. However, so long as full archival records are not available electronically, archivists will have to contend with the increase in reference requests from remote users. The author surveyed one hundred university archives web pages to examine the current availability of archival records on the Web and to explore the possible effects of this presence on archivists' efforts to provide remote users with access to repository holdings through “ask an archivist” forms, electronic mail, and other modes of communication.     

“Seans chernoi magii na Taganke”: The Hunt for Master and Margarita in the Pravda Digital Archive

This article describes the process of tracking down an obscure yet politically and culturally significant Russian theater review, “Seans chernoi magii na Taganke” by N. Potapov, published in Pravda, the official organ of the Soviet Communist Party from 1918 to 1991. What at first appeared to be a routine reference question turned into a journey full of twists and turns, a quest for the missing review. The purpose of this article is threefold: to highlight some of the challenges that librarians and researchers face when working with Russian, East European, and Eurasian materials; to inform researchers about the capabilities and limitations of the Pravda Digital Archive and similar databases (e.g., Izvestiia Digital Archive, Literaturnaia Gazeta Digital Archive) produced by East View Information Services; and to encourage discussion about the preservation of and long-term access to research materials from the region.

Analysis of broadcast literature: Broadcast Journalism in “education on the air” 1930–1953

During the past six years the Journal of Broadcasting has brought to its readers bibliographies on specific topics (audience measurement techniques, content analysis, etc.) and from publications devoted to a specific field (law, economics, journalism, etc.). The bibliography published below belongs to this second category. Education on the Air, the yearbook of the Institute for Education by Radio‐Television, is a continuous record of the deliberations of a convention devoted to exploring the informative and cultural uses of broadcasting. Under the direction of I. Keith Tyler, the IERT was for many years the only major association devoted exclusively to this subject area, and many of the present organizations now in the field are “spin‐offs” from these annual meetings hosted by the Ohio State University. Within the framework of the IERT, the subject of broadcast journalism has not been neglected. Over a period of almost 30 years, this use of radio for informing the public of the events of the day was discussed in various IERT sessions.

This bibliography was prepared to assist researchers and students interested in the growth and development of broadcast journalism as reflected in the IERT annual meetings. Dr. Heath is professor of journalism at Oklahoma State University, and is former chairman of the Council on Radio‐Television Journalism of the Association for Education in Journalism. Mr. Wolfson is working toward his doctorate at Michigan State University. They collaborated on this bibliography while at Iowa State University.     

The Controlled Digital Lending Model by Libraries in the Digital Transformation北大核心

Controlled Digital Lending(CDL) is a new model by which libraries digitize materials in their collection and make them available for controlled lending. CDL was initially introduced 10 years ago and has been developed quickly after 2020. This paper sorts out the concept and development of CDL, and divides the process of CDL into embryonic stage(2011-2017), exploratory stage(2018-2019) and development stage (2020 to present). In the embryonic stage, although there were related research and attempts, the specific concept of CDL had not been formed and the practice was not enough. In the exploratory stage, the concept and core principles of CDL had been defined and received plenty of attention in the American library community. During the development stage, the COVID-19 pandemic has brought opportunities for CDL to globalize, and CDL is supported by the library circle around the world. This paper analyzes the feasibility of CDL according to the relevant laws and regulations in the United States, Europe and the international community. In the United States, CDL is mainly based on the principle of first sale doctrine and fair use; in Europe, CDL is mainly related to relevant directives and copyright restrictions and exceptions; among the international community, CDL basically complies with the relevant provisions of the three-step test. This paper summarizes the status quo and specific operation mode of CDL practice abroad, in the hope of providing suggestions for the specific practice of CDL in Chinese university libraries. The authors sort out the official website documents of well-known foreign library organizations and CDL tool development institutions, summarize foreign practical cases of CDL, and analyze related application cases in foreign university libraries and CDL tool. This paper discusses the legal possibility of implementing CDL in China. A further review of relevant domestic laws has found that, although the Copyright Law of the People’s Republic of China only stipulates 12 acts that can use works without permission and remuneration, the court can still determine that the mode of CDL constitutes fair use based on the general provisions of the fair use in dealing with cases related to CDL. Lastly, this paper points out that China’s libraries, especially university libraries, shall limit the books types, reasonably apply CDL tools, actively cooperate with publisher, and build the platform of digital lending resources sharing to promote the digital services transformation of physical library in CDL way. 38 refs. © 2023, Editorial Office of Journal of Library Science in China. Expanding Television’s Cultural Forum in the Digital Era: Prime Time Television,Twitter, and Black Lives Matter

Twitter updates and expands television’s cultural forum model by letting viewers speak to current events such as the Black Live Matter (BLM) movement. This article analyzes 1,985 tweets in response to three television episodes (Law & Order: SVU, The Good Wife, and Scandal) that dramatized BLM, and identifies five common themes in how viewers address these representations: thematic appropriateness, timing, producers’ qualifications, institutional critiques, and the purpose of entertainment television. This study concludes that Twitter facilitates a meta-commentary, which expands traditional discussions of entertainment programming, and that these programs transcend “mere” entertainment to become critiques of larger social movements.     

Australian Literary Journalism and “Missing Voices”

Australian author Helen Garner has written three of the most debated literary journalism texts in Australia in the past 20 years. All book-length, all literary in articulation, all dealing with traumatic legal cases—but all with crucial missing voices. Choosing to write into trauma as both witness and story-teller, Garner creates a certain inter-subjectivity throughout her work: her voice is witness to others’ traumas; and as a character within the texts, story-teller of those traumas. But there is a recurring component of voicelessness in each of the three texts which will be delineated and discussed in this paper, with the principal focus on her latest text, This House of Grief: The Story of a Murder Trial. How does Garner manage to tell the story ethically when the main protagonists refuse her interview? With this absence of voice, is this text still an ethical rendering?     

From “Trust Me” to “Show Me” Journalism

This study explores the potential of an online platform that encourages journalists to post the documents behind their news stories to help restore the deteriorating public trust in news media. Based on content analysis of 200 news items and 315 accompanying documents posted on DocumentCloud, findings indicate that contrary to journalists’ traditional reluctance to rely on documents, the platform succeeds in boosting massive use of documents, both by mainstream and alternative journalists. Findings show that documents serve mainly to support factual claims (in 96 percent of items) and enhance the transparency of news processes, allowing audiences’ unmediated access to raw materials, and greater capacity to evaluate information independently. However, there are no apparent signs that journalists verified the content of the document. The article suggests that DocumentCloud is a unique example of a technology that may succeed where the former technology that promised to serve as a journalistic reference system, hyperlinks, had failed. If the DocumentCloud experiment is implemented on a wider scale, it might have serious theoretical and practical implications, which are discussed here.     

Evaluating Scholarly Book Publishers—A Case Study in the Field of Journalism

By adapting multiple metrics used for journal article evaluation and replicating recent publisher metrics, the authors tested methods for evaluating scholarly book publishers. Using monographs published in journalism between 2007 and 2011 as a test case, results indicate that these methods may be useful to other scholarly disciplines.     

Education and training for publishing in Britain prepares for the “information society”

This article considers the British experience of developing education for publishers at the end of the 1990s. To introduce the subject, it briefly outlines recent trends in the UK in publishing and bookselling: the size and nature of the workforce as revealed in recent surveys; and what employers recently indicated that they are looking for in their employees. Then, it summarises some of the developments that are taking place in education and training, before outlining the courses currently available in the Universities, their growing emphasis on business management and Information Technology, and the benefits to employers of recruiting students from these courses. Finally, it raises issues that will become more significant in the future: new legal and ethical challenges, and the responsibility for preservation and conservation arising from technological changes; keeping existing staff up to date; the international dimensions of the industry; retaining links between the academic community and the industry; regulating standards of professional practice; and the development of research. An earlier and shorter version of this paper, entitled “Education for publishing— the British experience,” was presented by Ian Johnson at a colloquium “Books, Publishers and Libraries,” organised by Zagreb Chamber of Commerce’s Association of Publishers and Booksellers and the University of Zagreb’ s Department of Information Science in December 1996. IAN JOHNSON has been Head of the School of Information and Media at The Robert Gordon University, Aberdeen, Scotland since 1989, and initiated the School’s development as a centre for publishing education and research in 1992. Collision or Coexistence? Copyright Law in the Digital Environment

SUMMARY

Digital technology and global economic trends present fundamental challenges to copyright law in the twenty-first century. On a practical level, librarians need to understand the particulars of current laws in order to make responsible decisions and to utilize to the fullest extent the possibilities that copyright law affords them in their missions. This article will identify the major copyright issues associated with library digital activities, and will discuss copyright protection in the digital environment of material originating in the Slavic, East European, and Eurasian nations. It covers use of Slavic and East European material in the U.S. in various contexts, including Internet activity, preservation and replacement, interlibrary loan, electronic reserves, classroom and educational use, text encoding, digitization of print and microform materials, and creation of digital content and databases.
