This article presents a case study of Malaysia’s inroad in internationalising its higher education system for the past three decades and proposes recommendations and the way forward in internationalisation. Internationalisation is one of the critical agenda in Malaysia’s higher education transformation with an end target of becoming an international hub of higher education excellence by 2020. The country is no stranger in internationalisation as efforts in student mobility, academic programmes and international collaboration have started since the 1980s and 1990s. As with other higher education systems globally, it was the private sector that initiated and sustained efforts in internationalisation of Malaysian higher education. With the growth in international student enrolment, the country has established itself as a student hub; however, greater focus and clarity in direction should be set forward in accelerating Malaysia’s progress in internationalisation, with research and development as a potential catalyst. The article also questions Malaysia’s current standing with regard to internationalisation and the need in facilitating higher education institutions to build their capacity in internationalisation, highlighting the important roles of individual institutions at both public and private sector that drive the country’s internationalisation agenda.  相似文献

Private institutions are increasingly visible in the higher education landscape of Egypt. Many of these institutions, however, are within the ‘demand-absorbing’ category, offered at relatively lower fees and requiring lower test scores for admission. Building on interview data, this paper looks at how the graduates of some of these institutes reflect on their learning experience. In the discourse of these graduates, the learning experience is described as ‘easy’ and less demanding. This ‘easy’ education is accepted, justified and even celebrated. Credential fetish and the social status associated with a higher education degree are central to the perpetuation of the allure of ‘easy’. However, ‘easy’ education is also condemned for its compromised quality and low status. The paper seeks to situate these competing and overlapping discourses on private institutes within the analysis of the structure of the education system in Egypt and the global neoliberal tide for education reform.  相似文献

The professionalisation of teaching is of increasing importance in UK higher education due to converging processes including the proliferation of managerialism, increasing quality agendas and changes to student fee structures. These have brought into sharp relief the need for greater understanding of how quality teaching evolves in university settings. One key element of this involves academic development and its impacts on teaching and learning. Current literature suggests that a plethora of ideas, frameworks and instruments claiming best practice exist but that take-up of these is inconsistent. This prompted a UK national research project which produced an evidence-based toolkit for evaluating academic development. As part of the toolkit augmentation, academic development representatives from across the sector were asked to create, review and test uniquely tailored evaluation instruments. These instruments were then piloted on university teachers who had participated in teaching-related continuing professional development activities. This paper reports on these individuals’ reflections of using the toolkit. It suggests that academic developers are interested in evaluating the impact of their work on teachers, students and on the wider institutional culture but that confidence and expertise varies. Using the toolkit generated ‘traditional’ evaluation data including satisfaction with the development activity and changes to lecturers’ conceptions and behaviours. However, it also prompted critical discussions around current evaluation practice. This included the need for transformational reform of institutional culture to support links between evaluation and good standing; and making explicit the thorny issue of evidencing student learning. This paper will be of interest to those with an interest or responsibility for evaluating teaching in higher education. The paper offers an important contribution to the international literature at a time when global higher education is faced with questions about teaching, learning and quality. Evaluation, and how to do it well, is timely and important business.  相似文献

This article responds to criticisms, put forward by Harrison and Waller in this issue, of an earlier paper by Noble and Davies. In particular, we argue that our interpretation of earlier quantitative research is correct, that Harrison and Waller have misconstrued the purpose of our previous paper and the analysis it contains, and that they (mis‐)attribute to us a series of propositions and standpoints that are not in our paper. In the light of increasing policy interest in the extent to which providing information can lead to ‘more well‐informed choices’ about participation in higher education, we remain of the view that researching the role of cultural capital in the students’ immanent choices is a matter of considerable importance.  相似文献

This article aims to shed light on the current debate regarding the role of internships in higher education in graduates’ employability. In specific, it analyses empirical data on a large-scale study of Portuguese first-cycle study programmes, in order to explore indicators of the professional value of internships in the employability of higher education graduates. Results demonstrate that study programmes that include internships tend to significantly enhance graduates’ employability, particularly within the universe of polytechnic and public higher education institutions. Besides the instrumental value of internships, the impact of the nature and structure of the internship on the percentage of unemployed graduates are also discussed. Mandatory internships and the inclusion of multiple, shorter internships throughout the degree are negatively associated with unemployment levels. Results indicate work-based learning can be used as a successful strategy to bridge theoretical knowledge and practice and enhance graduate employability. These findings provide important insights for the evaluation and/or the design of internship programmes in higher education.  相似文献

This article reviews the investment that UK higher education institutions have made in technology-enhanced learning (TEL) services in recent years, and considers the impact this has had on academic practice. Drawing on UCISA survey and case study research, our analysis shows that whilst the range of centrally supported TEL tools and services in support of teaching and learning has increased across the sector, evidence of transformational change in pedagogic practice through their use has been harder to discern. We observe an increasing number of TEL systems that instructors are being encouraged to engage with as part of their academic practice; however, there have been limited changes in the mode of course delivery, with content-focused and supplementary uses of the web still very much in vogue. The evidence suggests a gap between the institutional rhetoric on TEL developments and the reality of academic practice across the sector. This paper examines trainees' perceptions of the impact, on secondary mathematics trainees, of collaborative school‐based work involving small groups of trainees, a university tutor and a class teacher. The findings suggest that trainees' become better able to plan and deliver a coherent yet diverse sequence of lessons, that their awareness of children's learning styles and misconceptions was raised and that preconceived notions about teaching and learning were challenged and mediated. A few trainees found the experience unhelpful and threatening. The role of the tutor was found to influence trainees' responses to the program and, to an extent, moderate the effects of variations in teacher involvement. Abstract

The Coalition Government of Conservatives and Liberal Democrats in office from 2010 until 2015 sharply increased the maximum tuition fees for UK and EU undergraduates at English universities to £9,000. Although this is often portrayed as a radical change, it is argued that the reform was an evolution rather than a revolution. Common pessimistic predictions, such as the claim there would be a big fall in the number of full-time students, were wrong. However, the policymaking behind the increase in the fee cap was rushed, and this contributed to shortcomings such as a decline in part-time students. The article considers a series of political mistakes made by the Liberal Democrats, including making the abolition of tuition fees a key part of their election strategy in 2010 when the party’s leaders lacked faith in the policy. The article also notes that critics of the Coalition’s higher education reforms were largely ineffectual because they lacked a strong intellectual case or a clear alternative and fixated on fees to the exclusion of other important issues. The piece ends by asserting that the Coalition’s plan to remove student number controls was a change of overlooked importance.  相似文献

The scope of this paper spans from macro-level national and inter-state comparisons to more micro-level intra-state scrutiny of systemic fault-lines shaping the contours of girls’ education in India. Post independence, national level indicators have been suggestive of greater gender parity. Yet, there is more to inclusiveness of girls in Indian higher education than increasing absolute numbers or improving gender ratios. Rising female participation has coincided with a massive ‘systemic expansion’ of delivery systems and therefore, would have to be a function of this expanded availability. As a corollary, systemic skews and limitations, both qualitative and quantitative, are bound to influence how girls get incorporated into the system. This would matter not just in terms of how many access it, but also what courses do they access and where. In the course of this paper, we scan through several geographic layers of delivery systems to surface how critical systemic traits are shaping access to higher education in India, and how girls remain particularly vulnerable to them. It reveals how the progress achieved so far has spawned its own hierarchies, which do not get reflected adequately in the national level indicators. As we scale down to states, the first set of skews begins to surface in the form of inter-state disparities of access and uneven faculty-wise distributions. Moving to the next level of geographic dis-aggregation, further skews are revealed based on availability of medium of instruction; as also the guidelines of gender based affirmative action meant for improving girls’ participation that ironically end up creating their own distortions. Through a study of these multi-layered hurdles, this paper brings forth the systemic side of impediments that have remained less explored in comparison with the cultural-attitudinal biases that have plagued girls’ participation to higher education in India.  相似文献

The paper seeks to link the structural and the institutional to learning outcomes in order to articulate a research agenda capable of evaluating the impact of consumerism on learning and teaching in higher education. Consumerist mechanisms are situated in the context of quasi‐market and new managerial regulatory frameworks and concepts developed by Pierre Bourdieu are drawn on to establish a theoretical model of the uneven impact of consumerism across different types of universities. Empirical studies, conducted in a variety of national settings, are outlined to confirm the plausibility of the model. The possible interactions between first, changes in academic identity, teaching and the curriculum; and secondly, on student identities and their impact on teaching and assessment and their consequent learning outcomes, are outlined. Some important questions about the consequences for the labour market are also raised. The paper hypothesizes that attempts to restructure pedagogical cultures and identities to comply with consumerist frameworks may unintentionally deter innovation, promote passive and instrumental attitudes to learning, threaten academic standards and further entrench academic privilege. The paper concludes by outlining key areas that require investigation in order to address some of the problems posed by consumerism in a mass higher education system.  相似文献

Abstract

This paper examines what to some is a well-worked furrow; the processes and outcomes involved in what is typically referred to as ‘marketization’ in the higher education sector. We do this through a case study of Newton University, where we reveal a rapid proliferation of market exchanges involving the administrative division of the university with the wider world. Our account of this process of ‘market making’ is developed in two (dialectically related) moves. First, we identify a range of market exchanges that have emerged in the context of wider ideological and political changes in the governance of higher education to make it a more globally competitive producer of knowledge, and a services sector. Second, we explore the ways in which making markets involve a considerable amount of microwork, such as the deployment of a range of framings, and socio-technical tools. Taken together, these market-making processes are recalibrating and remaking the structures, social relations and subjectivities, within and beyond the university and in turn reconstituting the university and the higher education sector.  相似文献

The period 1979–1996 was one of radical change in British higher education. Initially change was mainly financial, expenditure was cut severely. In response the universities sought funds from elsewhere. By the mid-1980s expenditure cuts were supplemented by government initiatives to encourage universities and polytechnics to undertake research and consultancy contracts with industry and to seek private donations. Education Acts in 1988 and 1992 speeded the pace of change. Most large higher education institutions were redesignated as universities with consequential changes to the idea of a university. Public funding mechanisms were established that encouraged expansion at marginal costs much lower than average costs. The results were dramatic. Between 1989 and 1994 enrollments increased by over 50% and expenditure per student fell by 30%. Financial power shifted from providers to consumers and proxy consumers. Universities began to contract out non-core activities. This paper describes these changes and considers their significance for the nature and meaning of higher education in Britain.  相似文献

This article examines the long-run effect of higher education, measured in average years of tertiary schooling, on the level and growth rate of national per capita income. It uses an improved dataset on educational attainments which not only reduces measurement error but also overcomes data comparability issues and allows us to estimate the long-run effect of human capital through higher education on economic development. Using unique long panel data for 36 advanced and emerging economies spanning over the period 1870–2010, we find that higher education has a positive and significant effect on the level and the growth rate of national per capita income. Specifically, our empirical results indicate that a 1% increase in educational attainment at higher education level would raise the growth rate of per capita income by about 0.01% to 0.02% over a five-year period. That is, at the sample mean, an increase in average tertiary education by one year would raise output growth by about 6% to 11% in five years. We find that the returns to female education are lower than the returns to male education at tertiary schooling levels. Our results are robust to alternative specifications.  相似文献

This article reports a mixed methods study on the contribution of various aspects of pre-service student teachers’ learning in initial teacher education (ITE) to their professional competence in a Five-year Bachelor of Education Programme in Hong Kong. Special attention is given to how student teachers’ non-formal learning in higher education contributes to their professional competence, an under-researched area in teacher education. A total of 282 student teachers participated in the quantitative survey, 18 of whom were interviewed. Although  Undergraduate Learning Experience: Formal Learning and Non-formal Learning was not the most highly rated factor, multiple regression indicated that it was the only ITE professional learning factor that significantly predicted all dimensions of professional competence. This supports the hypothesis that non-formal learning as a part of learning in higher education makes a significant contribution to student teachers’ professional competence. The qualitative findings showed that non-formal learning provided opportunities for service learning, co-curricular activities, and student exchange programmes with different objects of engagement. Student teachers constructed pedagogical content knowledge, general pedagogical knowledge, and knowledge of context through hands-on experiences, professional dialogue with practitioners, and observations of others’ practice. Such knowledge contributed to their competence in classroom teaching and to work in schools. Implications for ITE are discussed.  相似文献

This paper offers a historical perspective on government policies for the rationalisation of higher education (HE) in Ireland through a critical re-appraisal of the initiative for ‘merger’ of Trinity College and University College Dublin. The initiative launched by Donogh O'Malley in 1967 was the first significant attempt by an Irish government to transform the institutional architecture of HE. This study sheds new light on the rationale for merger. A key motivation for the merger was to overcome ‘the problem of Trinity College Dublin’: policy-makers sought to integrate Trinity College, long regarded as a Protestant ‘enclave’ in a predominantly Catholic society, within the Irish HE system. O'Malley's initiative sought to bring Trinity College Dublin (TCD) firmly under the control of the state and transcend traditional religious divisions, by circumventing the ‘ban’ on the attendance of Catholics at TCD imposed by the Catholic bishops. This paper also explores the emergence of proactive, interventionist approaches by Irish ministers and officials to policy formulation and implementation in HE.  相似文献

Amidst increased research on mergers in higher education, studies addressing micro level processes are scarce and fragmented across disciplines: our aim is to systematically review existing studies, providing implications for research and practice. We grouped 21 studies from different countries under four themes: academic identity and self-image; cultural integration; staff reaction; teaching and research. Timing, status of institutions and staff, and disciplinary cultures apparently affect post-merger micro-level processes. Policy reforms might indirectly address micro-level processes following a merger, for example in a change of academic identities. Few studies investigated the impact of mergers on teaching and research activities. Studying merger consequences for academic core activities is complex, requiring a longer perspective involving students, staff and quantitative indicators. Longitudinal design in further studies might investigate changes from different angles and for different staff groups and students, exploring country differences in micro-level processes, applying a comparative design. Despite limitations, our review might inform the planning of merger processes regarding reactions at micro level.
