Internationally, demands for greater certainty over the quality of higher education are multiplying. This article argues that convention theory offers insights for considering quality in higher education in an increasingly market‐based system. Examples from the Australian higher education system are used to show how quality conventions can be mapped at varying system levels and across varying actors and how the existing taxonomy of quality in higher education can be located in a wider social and economic framework. It is suggested that this approach assists in identifying those quality conventions which may become dominant across stakeholder groups.  相似文献

Abstract

Having completed its reform of the schools and colleges of further education, government is now set to reform higher education. At issue here is higher education in Scotland, but the analysis has wider applicability. It operationalises Ritzer's concept of ‘McDonaldization’, and the latter's dimensions of efficiency, calculability, predictability, and control (both formally bureaucratic and informally fraternising). The analysis is set in relation to the government's earlier educational reforms, particularly of further education, and argues that its plans for higher education are of a piece. All this is related to current economic and cultural change: that is, to the fiscal pressures on the welfare state, and to the emergence of post‐modern culture. In conclusion, it is argued that policy for higher education will come to express what Charles Jencks has called (in relation to architecture) ‘double‐coding’: a mix of the bureaucratic form of modernity, tempered by appeals to post‐modern culture.  相似文献

In the last 30 years, major changes have taken place in the public sector worldwide under the rubric of New Public Management [NPM]. The education sector is perhaps one of the key areas drawing an intense interest and discussion in the wake of NPM. The Russian State seems to be no longer an exception to this global trend. In line with this, the Russian education sector was declared as a large-scale top priority national project in the late summer of 2005, which was aimed to help raise the living standards of each Russian citizen. This empirical paper seeks to reveal the major institutional and legal changes taking place in Russian higher education over time. This insight is vital as it points to the contexts in which Russian public universities operate. To make the acquaintance of a system of Russian higher education, this research sketches its evolution. It commences from the Soviet era to the present time, highlighting the most significant government initiatives.  相似文献

The author, who is the Executive Director of the European Association for International Education, reflects on the relationship between the idea of the internationalization of higher education and its concrete expression in terms of professional organization and practice with special emphasis upon the role of her own organization. She traces the ways in which a progressive broadening of areas of attention in the internationalization of higher education have reached out to new activities and programmes, strategic integration, policy articulation, the juxtaposition of internationalization with Europeanization and globalization, and increased awareness of the possibilities of transnational education driven partly by the NICTs. Older conceptions of internationalization will co-exist with new conceptions of globalization and Europeanization.  相似文献

With the passage of the 1992 Further and Higher Education Act the British system of higher education formally moved from a binary to a unitary structure. However, ever since successive governments have argued for a diversified model of higher education within which institutions should pursue contrasting goals. This article offers an interpretation of the key ingredients of institutional diversification and constructs alternative structural models of higher education. It proceeds by exploring the changing structure of British higher education since the creation of the unitary model. The argument is that there has been a steady emergence of flexible sectors, which both converge and diversify. However, there is a danger that the 2011 White Paper, rather than sustaining flexible sectors, could intensify the nascent shift in the direction of stratification marked by increasing differentiation between sectors as they converge internally.  相似文献

Considering the nature of education, the author holds that the fundamental function of education is to serve the customers, with relation to the internationalization of higher education in China. This paper illustrates the inevitability of development and the relative differences, by the discussion of benefit or non-benefit orientation of China's private higher education. We predicted that students in a sociology course that included contemplative practices (i.e., mindfulness meditation) would show an increase in performance on higher level cognitive abilities (executive functions) over the semester compared to a control group of students. Change in executive functions performance was not significantly different between the two groups. However, when looking within the meditation group, the time spent meditating predicted the amount of executive function improvement, suggesting that the amount of time spent meditating is strongly related to the level of improvement. This finding provides preliminary support for benefits of meditation for students’ higher level cognitive abilities.  相似文献

This thesis points out the main problems consisting in general education in higher education institutions (HEIs) of China mainland. General education need to be further improved and so does the quality of general education curriculum. The faculty construction should be more reasonable; the teaching administration models and the evaluation system should also be perfected. Reflecting a French perspective, the author presents a scenario whereby universities in the Twenty‐First Century will devote a considerable portion of their time and effort to continuing education (or training) as part of an essential effort to make lifelong learning available to all. This shift in emphasis will, among other things, lead to the transfer of certain specializations from initial education (undergraduate education) to continuing education to be offered on demand in reaction to the needs of business partners and of the labour market. The importance of co‐operative links with enterprise, business, and industry, is bound to increase and to become a crucial cornerstone of higher education in the future. As increasing numbers of adults‐‐mature learners‐‐will be (re‐)entering higher education through continuing education programmes, university pedagogy must adapt itself to these students who will be studying and working simultaneously. University research will also be affected by the emphasis on continuing education. The future of the university is bright provided it opens itself up to society at large, develops an entrepreneurial spirit, and is able to engage in dialogue in the broadest sense.  相似文献

This article examines the use and interpretation of logistic regression in three leading higher education research journals from 1988 to 1999. The journals were selected because of their emphasis on research, relevance to higher education issues, broad coverage of research topics, and reputable editorial policies. The term logistic regression encompasses logit modeling, probit modeling, and tobit modeling and the significance tests of their estimates. A total of 52 articles were identified as using logistic regression. Our review uncovered an increasingly sophisticated use of logistic regression for a wide range of topics. At the same time, there continues to be confusion over terminology. The sample sizes used did not always achieve a desired level of stability in the parameters estimated. Discussion of results in terms of delta-Ps and marginal probabilities was not always cautionary, according to definitions. The review is concluded with recommendations for journal editors and researchers in formulating appropriate editorial policies and practice for applying the versatile logistic regression technique and in communicating its results with readers of higher education research.  相似文献

The objectives of expanding higher education are to foster advanced personnel and realize the concept of achieving equal access to education. The problems created by the expansion of higher education in many countries, including Taiwan, in fact indicate a divergence from originally anticipated objectives. Such problems include the uneven allocation of resources, tuition differences between public and private schools, and vicious competition in the face of declining student enrollments, all of which contribute to concerns about educational quality issues. Of additional interest is whether Taiwan's focus on university enrollments of disadvantaged ethnic groups has created a trend toward greater educational opportunities for its aboriginal people. Nevertheless, the distribution of resources is increasingly concentrated on elites from high socioeconomic backgrounds and in a few public universities. All of these factors have facilitated an increasing class reproduction in higher education. The original elites continue to enjoy a wealth of resources. Yet while more and more students gain access to higher education, their institutional teaching quality and learning environment still fall behind that of the elites.  相似文献
