从2002年起渥太华市档案馆一直致力于探索建立城市电子文件管理体系,为此渥太华市档案馆进行了一系列的工作,包括将各种形式的现行和非现行的文件管理与其档案价值联系起来,按照业务分类法对各类电子文件进行分类管理,依据宏观鉴定方法确定档案保管期限与处置方案,并通过在线联合目录的方式为政府和公众提供利用服务等。渥太华市档案馆基于文件连续体理念,正在探索多元主体协同的信息治理新方案。     

Electronic publishing: trends and responsive strategies

Corporate publishing organizations face a major practical task in deploying electronic publishing systems (EPS), with little strategic guidance. In response, this discussion focuses on large-scale trends at work in electronic publishing, their impact in a corporate environment, and strategies to address those trends. Specifically, the discussion begins by defining electronic publishing; continues with trends affecting document workflow, components of a situation analysis, and three potential organizational responses to the situation; and ends with a responsive strategy to compete for business in five dimensions: cost, convenience, timeliness, quality, and capability. Jay E. Gillette has worked as a senior technical planner at Bellcore since 1987. Previously he was a consultant in documentation and technical planning and served on the technical communication and humanities faculty of the Colorado School of Mines. He holds a Ph.D. in English from the University of California, Berkeley.

The following article is primarily addressed to members of the Physiological Society, and is intended to explain the reasons for the changes in presentation of the Physiological Society journals. From writing to publishing: A model for program development

Continuing education is becoming essential to the publishing profession. In this article, Ann Cowan describes the advantages of using university programs for noncredit education to support courses in publishing. These programs permit access to the resources of the industry and enable the university to serve publishers’ educational needs. Ann Cowan is associate dean of Continuing Studies at Simon Fraser University and codirector of the Canadian Centre for Studies in Publishing. A graduate of the University of Toronto, she completed her master’s thesis onThe Canadian Forum at Carleton University. From the podium to the boardroom: Encouraging gender parity in scholarly publishing

• Despite their nearly three-fifths industry majority, women trail men in key leadership positions, occupying about one-third of CEO positions, and one-fifth of Board chairs.
• Speaking at industry conferences is key to professional development and to consideration for senior leadership positions.
• An analysis of seven major scholarly publishing conferences held in 2015 showed an average gender split of 63% male to 37% female speakers, with nearly two-thirds of all keynote addresses given by men.
• To correct for this disparity, the authors propose three distinct challenges, to include a potential accreditation for conferences that prioritise diversity.

Electronic publishing: implications for health sciences libraries and librarians

Increasingly we hear of "electronic publishing" in the form of books and journals made available as databases, either through traditional online services or through electronic message services. This paper explores its potential impact on the medical library community and on the relationship between end user and librarian. The librarian's new roles as intermediary, facilitator, and advocate for end users are examined. The question of developing expertise for evaluating information as well as facilitating access is addressed.     

From Paper to Internet: Academic Libraries in Transition

This paper examines the current trends, challenges, and issues facing all libraries, and discusses the strategies that academic libraries, in particular, are taking to transform their services, manage their organizations, and preserve their digital assets. It demonstrates how a network of distributed services, resource sharing, co-investment, and access integration contributes to sustainable library development.

Electronic administration in Spain: From its beginnings to the present

This study presents the basic lines of electronic administration in Spain. The complexity of the Spanish political-administrative system makes such a study challenging, in view of the considerable degree of autonomy and competences of the regional administrative bodies and local agencies with respect to the central government, the former being more visible in the 17 regions of Spain. Nonetheless, the central government maintains a series of legal instruments that allow a certain common framework of action to be imposed, aside from what is put into effect through diverse programs aimed precisely to develop common tools for the regions and municipalities of Spain. After an introduction that provides some necessary background, this study describes the legislative framework in which Spain's electronic administrative system has developed. The data included in the study refer to investment in information and communication technologies (ICT) and the services offered by the different Administrations on the internet; internet access by citizens, homes, businesses, and employees, as well as the interactivity existing with administrations by means of the internet; the origins and rise of various political initiatives of the Central Government involving electronic administration; and finally, the situation of civil service personnel, as catalysts of the success of Information Society in the Public Administration within Spain.
