县域内学校差距分析及消解新思路

中国地区间的教育均衡发展只是一个层面,县域内的县城学校和设在乡(镇)村中的农村学校之间的差距要远远超过地区间的差距。本文从办学规模、教育质量、办学条件和教师结构等角度对县域内的"校际落差"进行描述和归因分析,探寻县域内教育均衡发展的新思路。     

教育投入体制改革后城市教育省际差异收敛性分析——基于省级面板数据的实证分析

区域间教育得以协调发展是实现教育公正与平等原则一个重要体现,而我国省际教育的发展不平衡已成为影响区域和谐发展的重要问题。文章采用"经济收敛"的分析方法进一步研究城市教育省际差距及其收敛的情况。研究结果说明:在2005年实行教育投入体制改革后,从2005到2012年,各省份城市的教育发展水平明显提高,教育公平程度改善;各地区之间的城市教育发展水平差距和教育公平差异也开始缩小。省际教育发展差异受各地区经济的发展状况影响较大;而教育公平的省际差异则主要源于各省份原有教育公平程度,地区间经济发展差异也产生一定程度的影响;通过统计并核算出2005-2012年除港澳台外我国31省份各城市的平均教育年限与教育基尼系数可以看出,教育发展省际差异与教育公平省际差异均不存在明显的σ收敛;教育发展省际差异有β收敛的趋势,而教育公平省际差异没有β收敛的趋势。     

改革以来中国地区间的差距与需求分析

运用数据计算了反映中国地区间差距的变异系数：Theil指标和Atkinson指标，认为沿海地区的经济增长是拉动中国地区差距扩大的主要因素，通过分析地区间需求扩散效应问题，得出沿海地区的需求扩散效应并不大。     

“十一五”期间重庆中高职教育差距的实证分析

构建中高职协调发展的现代职业教育体系,必须深入认识中高职间的差距。对重庆样本的动态统计分析发现,中职在办学水平、硬件建设和软件建设等方面显著落后于高职,两者差距明显。但进一步的主成分分析表明,中高职教育差距并非呈单向逐年增加趋势,而是先为负差距,后为正差距;从综合得分的变化量来看,中高职差距趋于收敛。应加快实施"中职学校达标建设工程"和"中高职学校帮扶工程",稳步推进区域中职教育资源倾斜战略和中高职分类指导战略。     

我国农村教育差异及收敛速度研究——对31个省(市)面板数据的分析

本文在测算2001-2008年我国(不包括港澳台)31个省(市)农村平均教育年限和教育基尼系数的基础上,借鉴经济收敛方法分析农村教育省际差距及其收敛速度,同时评析2001年后实行的以县为主义务教育投入体制改革的效应。研究结果表明:在2001年农村义务教育经费投入体制改革后,各省的农村教育水平和教育平等状况明显改善,农村教育省际差距趋于收敛;但在农村教育发展的省际差距减少的同时,教育公平的省际差距的收敛速度在下降;以县为主的教育投入体制改革产生的弊端转而成为制约农村教育协调发展的主要因素。     

中国地区间收入差距问题的模型分析

从统计数据看,中国各地区间收入存在较大差距。这个问题可以通过设计一个关于地区间收入差距的模型来解释。在这个模型中,我们假设有两个地区,这两个地区只有一个行业,并假设资本不能进行地区间的相互流动,从而表示出两个地区间的人均收入差距。于是就有了地区间人均收入差距形成的原因及消除地区间收入差距的条件。分析结果表明:地区间的禀赋差距和劳动力缺乏流动是中国地区间收入差距产生的主要原因;政府的转移支付和劳动力的自由流动,对消除地区间的收入差距有着十分重要的意义。     

我国教育发展差异的收敛性研究——基于1990—2007年面板数据的实证分析

通过σ-收敛和β-收敛对我国内地30个省份的教育差异进行分析发现:1990-2002年期间,我国教育发展存在σ收敛和β绝对收敛,教育发展的地区差异在不断缩小;而2002-2007年期间,教育发展总体呈现发散趋势,教育发展的区域差异随之扩大,但是,东部、中部、西部三大区域内则呈现显著收敛,差异在不断缩小,呈现了"俱乐部收敛"特征。     

农村教育反思

长期以来由于受到城乡二元结构的影响,公共政策"城市"偏好的影响,公共教育在城乡之间没有得到公平分配,大量的优质资源为城市所有,其结果是城乡教育发展严重失衡。两者在办学条件和教育资源方面存在巨大差距,阻碍了农村经济和社会和谐的发展,现在的构建"社会主义新农村"、"和谐社会"的提出。必须对农村教育进行合理性的思考。并在此基础上制定新的政策,实现公共资源在城市和农村间进行合理配置,进而缩小城乡义务教育发展的差距。     

中国区域教育发展的差异与收敛

以1999-2007年中国31个省区的面板数据为基础,对我国地区间教育发展进行了α收敛和β收敛检验。研究表明,全国范围内以及东部地区各省之间的教育发展水平的差异呈先上升后下降的＂倒U型＂趋势,中、西部地区各省之间的教育发展水平的差异经过小幅波动后趋于缩小,两个地区的教育发展呈α收敛趋势。β收敛检验表明,无论是全国范围内,还是东、中、西部地区的教育发展,均存在绝对β收敛和条件β收敛的现象。     

基础教育“重点校”政策分析

我国基础教育"重点校"政策是社会经济非均衡发展战略在教育中的体现。"重点校"政策在推动部分学校教育质量提高的同时,也扩大了城乡间、学校间在资源配置和教育质量上的差距,导致了教育公平的缺失,使得基础教育群体间入学机会不公平,尤其接受优质教育不公平。应从制度入手,推进教育管理制度、教育人事制度、教育财政制度的改革,缩小基础教育校际差别,逐步取消"重点校"政策,使公众享受到较为公平的教育。
