A Blueprint for Skills Assessment in Higher Education

The following paper has as its basis a series of workshop presentations already made to colleagues at over 20 universities. At these, its core findings have been outlined, discussed and refined. Drawing on original work by a Fund for the Development of Teaching and Learning Project studying assessment for students of languages, it proposes a blueprint for the separate and explicit assessment of transferable skills. It is suggested that this approach to transferable skills assessment is valid for subjects other than languages and could be adopted more widely across the higher education curriculum.     

实现教育现代化的宏伟蓝图——学习贯彻《国家中长期教育改革和发展规划纲要》

《国家中长期教育改革和发展规划纲要》提出到2020年要基本实现教育现代化。这一目标的提出,是我国经济社会发展、国际地位提升和解决教育发展中的问题的必然要求。教育的现代化是社会现代化的组成部分。人的现代化是社会现代化的核心,要实现人的现代化,就要求教育的现代化。教育现代化是指传统教育向现代教育转化的过程,也是赶超世界先进教育水平的过程。教育现代化具有以下九个基本特征:一是受教育者的广泛性和平等性,二是教育的终身性和全时空性,三是教育的生产性和社会性,四是教育的个性性和创造性,五是教育的多样性和差异性,六是教育的信息化和数字化,七是教育的变革性和创新性,八是教育的开放性和国际性,九是教育的科学性和法制性。在这些方面,《教育规划纲要》都做了具体的规划,提出了明确的要求,为我国教育实现现代化,建设人力资源强国绘制了宏伟蓝图。     

Continuing Education Module Transforming Maternity Care: Implementing the Blueprint for Action

In January 2010, Women’s Health Issues published two direction-setting reports from the Transforming Maternity Care (TMC) Project: “2020 Vision for a High-Quality, High-Value Maternity Care System” and “Blueprint for Action: Steps Toward a High-Quality, High-Value Maternity Care System.” This guest editorial summarizes highlights of the implementation phase of what is now known as the TMC Partnership. Major progress has been made in elevating maternity care quality to a national policy priority, increasing the availability and use of maternity care performance measures, and developing shared decision making tools for childbearing women.     

高等教育的新职能:"终身学习型大学"的建设构想

终身学习时代的到来,给高等教育带来了新的要求即高等教育要比以往任何时候都要注重服务社会的理念,并且从原有封闭的、固定的状态向开放的、弹性的状态转变。同时,对高等教育资源的利用与发挥其在地方经济建设中的作用必须重新进行审视与认定,构建“终身学习型大学”。     

对今后本科教学评估工作的设想

五年一轮的本科教学工作水平评估已接近尾声,对下一轮评估工作的研究已逐步展开,本文根据近年来对本科教学评估的理论研究与实践,从对下一步评估总体方案框架的构思、评估工作的组织、评估方案的设想及评估程序等方面提出研究思路。     

Transition for Deaf and Hard-of-Hearing Students: A Blueprint for Change

The large and growing number of deaf and hard-of-hearing adults who are "low-functioning deaf" (LFD), the unmet needs of many young people who are deaf or hard of hearing, and the continuing high rates of dropping out argue for a change in secondary programming for multiply disabled deaf and hard-of-hearing students and for others who are at risk of becoming LFD as adults. The LFD designation refers to youth and adults who read at very low levels, whether or not they have a second disability in addition to hearing impairment. This article reviews research related to transition for adolescents with disabilities as well as those who are deaf or hard of hearing. It then offers a case for change, one that, for the United States, represents a poignant return to a time past.

高等教育事业在实现中国梦的过程中应该做何贡献,不仅是一个政策问题,也是一个重大理论问题.以党的十八大提出的中国梦为思考的起点,以高等教育发展与中国梦的实现具有互动关系为假设,展望了我国未来高等教育发展蓝图,探讨了高等教育发展蓝图及其原动力,提出了未来发展的四项特点和八项指标,分析了我国高等教育事业发展的过程和可能性挑战,并在此基础上提出了目标实现的路径思考.     

The Navajo nation's struggle for educational self-determination

Developing nations across the world have in the past and are still today struggling to establish systems of education which meet the cultural and societal needs of their peoples. Such is the case of the native American Indian tribe known as the Navajo, living on a 6000 square mile reservation in the western United States. The Navajo nation is a semi-sovereign nation having the rights of internal government including commerce, law enforcement, social services and, in a few respects, education. Presently, the tribe is struggling to gain control over the various governmental entitles furnishing educational services to its children. Its goal is to develop its own independent educational system much as any other developing nation might do. The Navajo tribe is not alone among American Indian groups located primarily in western United States who desperately wish to preserve their unique native heritage, language, and culture. These groups feel that by control of their children's schools tribal cultures can be preserved and even strengthened. The Navajo tribe is the largest group with the greatest amount of political influence. If the Navajo can control and develop their own system of schools, either separate or in partnership with the federal government and the several state governments, the path for other tribes will be opened. Thus, the success or failure or the Navajo effort to develop and control a Navajo ‘system’ of schools is critical to the survival and enhancement of native American cultures in the United States.
