Seventy‐seven empirical and case studies of the implementation of school‐based management (SBM) reported between 1985 and 1995 are reviewed in order to determine obstacles typically encountered in the early to middle stages of such implementation and promising strategies for dealing with them. Results are reported in terms of obstacles relevant to teachers, principals, parents and the wider community, site councils, schools as a whole, and district administrators. These results are discussed in terms of the potential role for SBM in the creation of “high involvement” schools.

This article draws on Bourdieu’s field theory and related concepts of habitus and capitals, to explore policy implementation in relation to a particular case of teacher professional development in Queensland, Australia. This implementation process is described as an effect of the interplay between what is called the policy field and the field of teachers’ work. The policy field demonstrates intra‐field tensions between the federal Quality Teacher Programme (QTP) and a raft of state policies, particularly those associated with the Queensland meta‐policy, Queensland State Education 2010 (QSE2010). To investigate the effects of this complex policy ensemble, the article draws upon the experiences of principals and a group of teachers engaged in professional development across a cluster of six schools in south‐east Queensland, Australia. The specific focus is on the ‘Curriculum Board’, a cross‐school body created by the principals in the participating schools, and its mediated work in policy implementation and teacher learning. The article analyses the effects of the involvement of the principals in the creation of the board, the limiting impact of QTP requirements to involve consultants rather than support for teacher release, and the limited influence of the board on teacher learning and policy implementation in the individual schools. By doing so, the analysis shows the disjunctions between the logics of practice of the policy field and that of teachers’ work, and the ways in which the differing habitus of principals and teachers and teacher members of the board affected teacher learning and policy implementation. It is argued that effective implementation requires learning within and across fields, and more reflexive habitus of policy makers, principals and teachers.  相似文献

Research suggests that school climate can have a great impact on student, teacher, and school outcomes. However, it is often assessed as a summary measure, without taking into account multiple perspectives (student, teacher, parent) or examining subdimensions within the broader construct. In this study, we assessed school climate from the perspective of students, staff, and parents within a large, urban school district using multilevel modeling techniques to examine within- and between-school variance. After adjusting for school-level demographic characteristics, students reported worse perceptions of safety and connectedness compared to both parent and staff ratings (all p < 0.05). Parents gave the lowest ratings of parental involvement, and staff gave the lowest ratings of academic emphasis (ps < 0.05). Findings demonstrate the importance of considering the type of informant when evaluating climate ratings within a school. Understanding how perceptions differ between informants can inform interventions to improve perceptions and prevent adverse outcomes.  相似文献

In this study, the implementation effects of a program for the training of coaching skills to Dutch primary school principals are described. Coaching is a form of in‐class support intended to provide teachers with feedback on their own functioning, and thereby to stimulate self‐reflection and self‐analysis in order to improve instructional effectiveness. To assist school principals in their attempts to coach teachers, a training program was designed and evaluated. Based on the pre‐ and post‐training ratings of coaching conferences, a significant treatment effect was found for the coaching skills concerned with the development of autonomy (empowerment), feedback, and agreement on classroom observational goals. The pre‐ and post‐training ratings from the coached teachers themselves showed a significant treatment effect for the coaching skills concerned with the development of improvement plans. Although the training provided for the school principals was directed at the coaching functions of consulting and confronting, the majority of the school principals conducted coaching conferences that emphasized predominantly the function of consulting.

While research in Western societies has found that principal leadership is usually a necessary condition for school improvement, there remains a dearth of research on how principals provide instructional leadership in developing countries. This study sought to address this need by adapting the PIMRS (Hallinger, 1984a), an instrument designed to assess principal instructional leadership. The PIMRS was translated and administered to 10 secondary school principals in northern Thailand. Findings from this initial study indicate that the PIMRS‐Thai Form appears to provide data on the instructional leadership of secondary school principals that meet or exceed common research standards of reliability and validity. Researchers and practitioners interested in assessing principal instructional leadership in Thai schools can proceed to use the PIMRS‐Thai Form with a reasonable degree of confidence that it will yield accurate information on job performance in this domain.

Consistent with past studies, the principals in this study tended to rate themselves higher in their self‐assessments than did their teachers (Hallinger & Murphy, 1985; O'Day, 1983). Current and past data suggest that greater credence be given to the teacher assessments. With this in mind, the results indicate that this sample of secondary school principals from northern Thailand exercised a low to moderate level of instructional leadership activity. Assessments of secondary school principals using the PIMRS in the United States (Haack, 1991), Malaysia (Saavedra, 1987), Canada (Jones, 1987) have all yielded significantly higher scores when compared with this Thai sample.  相似文献

ABSTRACT

This paper explores the perspectives of Flemish secondary school principals and coordinating principals on the government-proposed changes and uncovers their experiences with these changes in an in-depth manner. In a school system characterised by school freedom and free school choice, semi-structured interviews with 21 school leaders revealed the significance of school autonomy to create bottom-up solutions to the change-related problems. However, infrastructure, monetary resources, teacher, and parent reactions sometimes proved to be obstacles, jeopardised effective implementation, and affected the leaders’ workload extensively. The results showed the critical roles played by the school principals to satisfy the change-related needs of the staff and motivate them for change. The findings collectively suggest the need for more attention devoted to 1) the human side of the change, 2) greater support provided throughout the process, and 3) a loose connection between politics and change-related decisions.  相似文献

This study addressed recruiting principals into low performing schools. A sample (N = 619) of principals, assistant principals, central office administrators, school counselors, and teacher-leaders from the 29th largest school district in the United States role-played as applicants for principal vacancies at schools classified as low-performing based on results of standardized student achievement tests. The study had an experimental design and involved use of a recruitment simulation. Rating jobs depicted on simulated principal recruitment announcements, principals and assistant principals rated the job highest while school counselors rated the jobs lowest. Among the teacher-leaders, teacher-administrative interns rated the job higher than did highly skilled educators or resource teachers. Implications for recruitment practice and future evaluation research are discussed.  相似文献

This study was undertaken in order to better understand prospective elementary school teachers’ motivations for working with fractions before and after taking a course designed to deepen their understanding of mathematics, as well as what instructional practices might be related to any changes detected in their motivations. Eighty-five education students were given a motivation questionnaire at the beginning and end of the semester, and observations were made of the 9 days when fractions were taught. Three levels of teacher data were collected to understand instructional practices. Students’ ratings of the importance and usefulness of fractions (value), self-concept of ability, and anxiety were near the center of the scale at pre-test, with only value in the desired direction. At posttest, value and self-concept of ability increased while anxiety decreased, but these changes differed somewhat by instructor. In particular, reform-oriented practices, such as engaging students in high-level discourse, seemed to be associated with lowered anxiety.  相似文献

Spain is, together with Portugal, the only OECD country where school principals are democratically elected from the teaching staff of each primary and secondary school by a School Council, where all members of the school community are represented. While this unique feature of the Spanish system entails many promises in terms of deep democracy and, equally important, the potential legitimacy of change promoted by school leaders, the reality seems to be somewhat less romantic. This paper explores the limitations and constraints faced by school principals in Spain to actually perform their role as school leaders in primary and secondary schools. Based on a major study that we carried out for the National Institute for Quality and Evaluation (INCE) in 2002, involving more than 20,000 questionnaires and 30 Focus Groups (with teachers, principals, school inspectors, administrators, education experts and parents), the paper deals with the impact of leadership on school improvement and change, especially as far as teaching and learning processes are concerned. Despite their democratic legitimacy, or perhaps precisely because of its unexpected effects, the elected principal in Spain faces constraints which de facto position himself or herself between a practice of permanent transaction with colleagues and the mounting pressure of transformation and accountability coming from outside the school. Results from this research suggest that such constraints are determining that the practice of school leadership in Spain is management and maintenance-oriented rather than change-oriented, thus casting doubts about the very model of school leadership.  相似文献

Deaf education teacher preparation programs must prepare teachers to staff an increasing number of oral programs. A survey was conducted to determine which competencies administrators of deaf education programs rate as important for teachers in oral programs and to compare ratings of these competencies by oral school administrators to ratings made by administrators of comprehensive deaf and hard of hearing programs. Between the two groups of administrators, six areas of agreement about competencies were found. There were notable differences in the range of ratings between the two groups. These differences were attributed to the roles teachers assume in the two types of programs and the focus of instruction in each type of program.  相似文献

The position and duties of a school principal should be rapidly changing along with the changes in the policy of school development. School‐based curriculum and staff development are the main components of the present policy. If an individual school is the basic unit of development then the role of the principal is crucial in leading pedagogical activities within the unit. This study, carried out in Finland, attempts to consider how principals see their work now. The results show that the principals’ still see their most important tasks in organisation (resource provider) and in maintaining a good climate in school.  相似文献

This study examined attitudes and beliefs regarding teacher evaluation of teachers and their school administrators in the state of New Jersey, USA. The sample included 33 school administrators and 583 Pre-K through 12th grade teachers from four high-poverty urban school districts (22 schools). Participant attitudes and beliefs were assessed using the Teacher Evaluation Experience Scale (TEES; Reddy et al. in Educational Assessment, 21(2), 120–134, 2016). TEES is a multi-informant assessment designed to measure teachers’ and school administrators’ experiences with teacher evaluation through five scales (i.e., total and subscales of system, feedback, process, and motivation to change) and six open-ended questions. Based on the qualitative analyses, teachers identified collaborative communication and evaluation feedback as the most helpful aspects of their evaluation process. Based on the quantitative analyses, however, their average ratings did not exceed neutral on any of the four subscales. Overall findings suggest that school administrators’ experiences with teacher evaluation are more favorable than teachers’ experiences. Moderate correlations are found between participant characteristics and TEES scales. Implications for teacher evaluation are presented.  相似文献

Screening decisions made by public school administrators have been shown to be influenced by the chronological age of teacher candidates and have been examined through a single medium consisting of paper credentials mailed to principals in the field setting. However, today, unlike the past, teacher candidates have available to them several different mediums for communicating their interests and personal information to potential employers in the public school setting. To determine the impact of different mediums (traditional, CD-ROM, & Web page) and specific messages (masked or unmasked for chronological age) on screening decisions made by elementary school principals, an experimental study was conducted. Results indicated that principals may well overlook many qualified teacher candidates choosing to use electronic mediums for communicating their credentials to organizational representatives at the screening stage of the selection process.  相似文献

Abstract

In this investigation we report two studies of the school behavior adjustment status of two groups of middle school‐age boys—an antisocial group (N = 39) and an at‐risk control group (N = 41). In study one, we compared the two groups on a series of behavioral measures across grades five, six, and seven that included (1) teacher ratings of social skills, (2) classroom observations, (3) playground observations, and (4) school archival records. Results indicated extremely problematic behavioral profiles for the antisocial subjects and much more favorable profiles for the at‐risk control students. The behavioral profiles for the two groups appeared to be quite consistent and stable across the middle school years with the exception that several variables (social skills ratings, attendance, math achievement, and school discipline contacts) tended to show gradually increasing negative trends for the antisocial subjects. In the second study, we used a series of selected fifth‐grade variables, derived from the four major clusters of study measures, as predictors in regression analyses of subjects' status on a series of seventh‐grade criterion measures of school success or failure. The criterion measures predicted in these analyses were reading and math achievement, school discipline contacts, attendance, and time spent within a nonregular classroom. There were low multiple Rs for reading achievement and time spent in a nonregular classroom setting. The multiple Rs for math achievement, school discipline contacts, and attendance were moderate to moderately high.  相似文献

In most U.S. schools, teachers are evaluated using observation of teaching practice (OTP). This study investigates rater effects on OTP ratings among 421 principals in an authentic teacher evaluation system. Many-facet Rasch analysis (MFR) using a block of shared ratings revealed that principals generally (a) differentiated between more and less effective teachers, (b) rated their teachers with leniency (i.e., overused higher rating categories), and (c) differentiated between teaching practices (e.g., Cognitive Engagement vs. Classroom Management) with minimal halo effect. Individual principals varied significantly in degree of leniency, and approximately 12% of principals exhibited severe rater bias. Implications for use of OTP ratings for evaluating teachers’ effectiveness are discussed. Strengths and limitations of MFR to analyze rater effects in OTP are also discussed.  相似文献

ABSTRACT

One aspect of instructional leadership is the work principals undertake in supporting and developing teachers’ skills and capabilities. This paper examines this aspect of school leadership within a climate characterised by increased principal workloads, heavy external accountabilities, pressure to improve student results, and heightened autonomy which included discourses regarding principals’ increased freedom in staffing decisions. The case studies within this paper focus specifically on principals’ work in relation to the recruitment and development of staff. Policy and discourse suggests that principals have the autonomy to recruit and build staffing teams to meet school needs and improve outcomes, though questions have been raised about how autonomous public schools can be a part of a wider system. This paper explores the role autonomy plays in leadership practices relating to staff recruitment and development. The findings contribute to a body of knowledge regarding the ways principals make sense of and enact their work under highly pressurised school improvement policy conditions.  相似文献

Two research questions guided this study of teacher selection: (a) What characteristics do Chinese principals look for when hiring teachers? And (b) what is the effect of participants’ gender, experience, or school location on perceived characteristics of effective teacher candidates in hiring? Both interviews and a questionnaire survey were used to collect data from a southwest city of Shandong Province, China. In this mixed design study, quantitative results were consistent with the qualitative results. Additionally, the study results are intended to help readers better understand school principals’ perceived characteristics of effective teachers in a Chinese context and provides a framework for future comparative research between China and the USA.

For more than a decade, the Government of Hong Kong has instituted a policy of school decentralization aimed at devolving authority to all stakeholders, including the representatives of School Sponsoring Bodies, principals, teachers, parents, and community members. This study examines the relative contribution of two dimensions of school decentralization – teacher participation and school autonomy – to students' mathematics performance, and examines the role of school climate as a mediating variable between decentralization and performance. Data for the present study come from the second cycle of the Programme for International Student Assessment (PISA 2003), which is a large international assessment measuring 15-year-old students' literacy performance across over 40 countries and regions around the world. Using multi-level analysis, the study finds that teacher participation is more important than school autonomy for student mathematics performance in Hong Kong. In addition, the effect of teacher participation on students' performance is mediated by four major school climatic factors – sense of belonging, disciplinary climate, students' morale and student behaviour – in Hong Kong's secondary schools.  相似文献
