The impact of technology on publishing

Technology today more than ever has a disruptive impact on publishing. The Internet, printing-on-demand and the e-book are the main drivers of change, impacting all aspects of the publishing value chain—from the way books are published (authors can go direct to the reader), distributed (electronic marketplaces), sold (e-tailers) and read (electronic books). The author examines the context of the publishing industry in which these changes are occurring, describes the main drivers and impacts of these changes and illustrates them with an example from the information publishing industry. This paper is based on a presentation made during the conference ‘Blinded by the E-Light’ sponsored by Vista Computer Services (www.vistacomp.com) on June 15, 2000 in New York, NY.

Archival science is to be regarded as a system. The properties of that system can be investigated and integrated. The methodology to do so has been tested in two research projects which are presented in this article as examples of the way in which the view of archival science as a system supports the development of new knowledge and as a demonstration of the stability of archival theory. This article presupposes that the archival discipline is also a “science”. Many have argued against the idea on the basis of a common perception that a science is a type of study entirely objective by virtue of the rigorous manner in which it is carried out and the restricted range of topics to which it applies. In fact, the activity of science is based upon a complex framework of assumptions that make it possible for the landscape of the scientific endeavour to be redrawn over time, and, while striving towards objectivity, considers it to be an unattainable ideal.

The impact of new technology on the distribution of books and journals

Sandra Paul discusses the impact of new technologies on book distribution. Standards such as the ISBN and ISSN have simplified computer-based communication and will facilitate the use of machine-readable codes for books and serials, which can speed up and make more accurate not only publisher-customer transactions but also warehousing and shipping. Sandra K. Paul is president of SKP Associates, past chairperson of the National Information Standards Organization, past chairperson, secretary, and subcommittee chair of BISAC, and treasurer of SISAC.     

Reconciling rising serials costs, the serials budget, and reference needs in a medical library serials retrenchment program: a methodology

Devising a coherent serials retrenchment plan while maintaining quality reference service is a dilemma faced by increasing numbers of medical librarians. In 1991, the staff of the Shiffman Medical Library, Wayne State University, began to address increasing serials budget reductions that by 1994 amounted to a projected 20% maximum cut. The resulting retrenchment plan combined an ongoing serials use study, faculty and librarian reviews of cancellation lists, and systematic refinements in interlibrary cooperation and document delivery service. The Shiffman plan provides a constructive framework that can be adapted to other medical libraries facing immediate, major serials retrenchment.     

The impact of technology and a no remediation policy on non-traditional students

A Hunter College librarian, with public library experience, offered a series of drop-in workshops Saturday afternoons open to all students and questions regarding Web or Windows use in the academic year, 2000-2001. The intention of the workshops was to address the continuous needs of students lacking technological and informational literacy. The success of these workshops led to this investigation of the implications of 21st century technology on non-traditional students from the perspective of bibliographic instruction as well as reference desk service. The perspective is that of the urban educational environment of City University of New York and Hunter College. The histories of open admissions at CUNY and the current efforts to abolish remediation are examined.

Ethics within the serials family

This paper raises and answers some basic questions related to ethical issues in business and personal transactions among serials publishers, vendors, and librarians. It describes a real case study of Kamkin, a serials vendor experiencing financial difficulties, as a springboard to review how to make ethical decisions. The author hopes it will provoke the reader to reflect upon the ethical components of individual actions and how to approach business relationships ethically. The principles noted here are equally applicable to those dealing with monographic or electronic-resources business transactions.     

How to evaluate serials suppliers

Price and service are two considerations in evaluating serials suppliers. Pricing aspects include establishing a business relationship with your supplier, knowing their pricing policy for your library, negotiating your service charge and dealing with exchange rates and invoicing currencies. A checklist of service criteria is offered. The experience of the CSIRO Library Network in evaluating serials suppliers is explained. Multiple vendor policies are examined, and advice on changing suppliers is provided.     

Education for acquisitions and serials librarianship: The students' view

This study analyzes 27 student essays provided in response to examination questions on whether or not courses in acquisitions and serials should be included in the library school curriculum. The preponderance of student opinion supports a course in serials. Such a course should take a broad and integrated view of serials, encompassing serials publication and distribution, new technologies associated with serials, serials management and processing in libraries, serialsbased information services, and administrative, budget, and policy issues associated with serials. The majority of students did not support a course in acquisitions. Although recognized as an important library function, acquisitions was seen as lacking in “appropriate academic content” for the format of a three credit-hour course.
