全球化背景下世界公民教育的理念与实践

全球化时代要求未来公民不仅要具有国际视野与全球意识,而且需要他们发展从社区到全球所有层次公民参与的能力。而世界公民教育就旨在将儿童塑造成具有全球思维且能负责任参与的世界公民。探讨全球化背景下世界公民教育的理念内涵、实践中的具体实施策略及其未来发展取向,希望为推进我国世界公民教育的开展提供参考与借鉴。     

现代化、全球化与公民教育

公民教育是社会现代化的产物,是人类在现代化过程中,人自身实现现代化的一个根本途径。现代化进程中的三种基本因素,即市场经济、民主制度和公民社会是它存在的客观基础。所以,现代化的进程决定了公民教育的总体发展趋势。作为现代化的必然结果——全球化为公民教育的发展提供了新的机遇,但也带来了新问题。     

Losing the elite: Caribbean educational policy responses to the emigration of skilled labor

Abstract

The Caribbean ranks second only to Africa as the region with the highest levels of skilled emigration, which is defined as the outward migration of people holding a bachelor’s degree or extensive/equivalent experience in a given field. Based on the cost of educating their citizens, there are strong arguments supporting the view that skilled emigration comes at significant economic and social cost, especially to small island developing states of the Caribbean. This paper, therefore, explores how the emigration of skilled labor from the CARICOM Caribbean impacts education policy nationally and regionally. Drawing on data collected through questionnaires and document analysis, the research unearths four dominant educational policy responses to skilled emigration: bonding and compulsory service at the national level; regional cooperation on the movement of skilled labor through CARICOM’s Single Market and Economy (CSME); market based approaches to educating skilled professionals; and education funding policy. The paper also analyses the efficacy of each of these four policy responses and their implications. Ultimately, these policy responses coalesce to highlight the national and regional complexities of educational policy-making under globalization, and the limitations of Caribbean national and regional educational policies aimed at controlling skilled emigration in the context of globalization’s market forces.

多元文化教育是当下全球化语境对教育的规约以及教育对文化的观照在教育场域中的投射,是一种跨越文化边界的教育,是一种培养与提高人们在多种文化并存的世界文化图景下的跨文化品质的教育活动.多元文化教育反映了人们对社会文化变迁与教育发展轨迹的深刻认识与把握,反映了人们对教育所寄予的促进人类朝着和平、自由和社会正义迈进的美好愿望,是国际教育变革的重要走向.在当今全球化背景下,多元文化教育不断朝着多元、理解、开放的方向发展.     

Towards European Citizenship through Higher Education?

The purpose of this study, the first part of a recently concluded project, is to describe and analyse the perceptions that European university students have of European citizenship and to offer some insight into the term. Before describing our findings, we offer a brief review of the concept of citizenship, attempting to define it in the European context and showing how it can be attained, while demonstrating that, contrary to what one might expect, the concept is by no means easy to grasp, as young people do not have a clear idea of what Europe means or what Europe wants. Our results have implications for our understanding of European integration.     

比较全球化背景下香港和台湾的公民教育

全球化在政治、经济和文化等方面产生广泛的影响,由于与中华人民共和国特殊的关系,香港和台湾的公民教育更复杂。通过比较香港和台湾公民教育在全球化背景下如何强调本土化特色、改革公民教育的内容、目标以及指导思想等方面的异同,揭示只有独立主权国家的公民教育才能真正迎接全球化的挑战。     

略论青少年公民意识教育与培养

青少年公民意识是公民教育的重要内容。青少年公民意识的强弱从根本上关系到整个国民的素质,关系到我国社会主义公民社会的建立和实现。因此,要通过隐性教育方法、渗透教育方法和人性化教育的方法,把青少年公民意识教育与学校教育结合起来,与社会实践活动结合起来,与家庭日常生活结合起来。目前我国青少年公民意识教育无论是学校教育,还是家庭教育和社会教育等方面仍然存在许多问题。需要从构建民主、平等与和谐的家庭关系,切实改进学校公民意识教育的方法,加大社会实践活动的力度,进一步加强青少年公民意识教育与培养。     

Fostering Global Citizenship Education for Teachers Through Online Research

Abstract

This article is based on a study involving 126 International Baccalaureate (IB) teachers in more than 30 countries who, through the use of asynchronous online discussion forums, shared how they teach and simultaneously reflected upon how they conceptualize global citizenship. Data analysis revealed that participants developed new understandings about open-mindedness, interconnectedness, and cross-cultural learning experiences. Online data collection in educational research offers great opportunity for furthering professional development in global citizenship education.

Political Liberalism and Citizenship Education: Towards Curriculum Reform

This paper is concerned with Rawls' (1993) account of an overlapping consensus and recent proposals to introduce citizenship education in parts of the UK. It is argued that both Rawls and the proposals mistake the significance and nature of such a consensus. Partly as a result of this mistake the proposals are insufficiently radical.

The World of Spirits in the Work of Some Caribbean Writers in the Diaspora

Writers of Caribbean ancestry who live outside of the region are usually described as having dual allegiance (Caribbean/American for example). This is eminently justifiable, since there is usually a recognizable Caribbean flavour to the writing. This paper focuses on one feature of Caribbean culture incorporated in three texts: Praisesong for the Widow, by Paule Marshall, who grew up in a Barbadian environment in Brooklyn, New York; Flickering Shadows by Kwadwo Kamau, who spent his early years in Barbados and Brown Girl in the Ring by Nalo Hopkinson who spent her early years in Trinidad and Jamaica. All three writers are published in the USA (although Hopkinson lives in Canada). This paper isolates the spirit world and comments on how it is used in these texts and to what effect. Also discussed are the relative strength of cultural features and the fascination with the world of the spirits.     

全球化进程中西方国家移民公民教育模式梗概

经济全球化已成为当代人类社会生活中最重要的现象与变量之一,在它的猛烈冲击下,西方国家的社会结构发生了深刻的变迁。在公民教育层面,随着经济全球化的不断推进,外来移民大量涌入,西方国家在针对外来族群的公民教育实践中,相应地形成了以排斥型、融合型、多元文化型、跨民族国家型等为主要代表的移民公民教育模式。必须强调的是,上述四种移民公民教育模式并不存在明显的孰优孰劣,在一定程度上它们都是与各自国家的文化传统和历史背景密切相关的。     

全球化与公民教育：挑战与回应

作为现代性构成要素的公民教育从一开始就与民族和民主的观念紧密联系在一起。具有这一特征的现代公民教育伴随全球化的进展遇到诸多深层次的挑战。迎接这一挑战构成了20世纪末以来公民教育在世界范围内得到复兴和加强的一个重要背景,而对这一挑战进行恰当的理论与实践回应也正是各国公民教育理论与实践界正在积极探索的课题。在今后相当长一段时间内,如何寻求全球认同与本土认同之间的平衡将是这一恰当回应的关键。     

全球公民教育的理念与实践

随着全球化趋势的增强,相互依存度的增加,全球性问题的出现及解决,均需要具有全球意识并为之行动的全球公民,由此在原有民族国家公民教育的基础上衍生出了全球公民教育,且对这一教育产生了一定的共识。当今发达国家的学者对全球公民教育的理念进行了较为深入的探讨并在其教育教学实践中有所体现。尽管对此教育的理念还存在争议,且实现这一理念的教育实践不尽一致,但其精神实质则是趋于相同的。     

全球化视野中的农村教育

本文结合2003年1月在中国召开的国际农村教育研讨会的信息资料,综合分析了20世纪90年代以来,国际农村教育在经济全球化和世界全民教育运动不断推进的背景下所取得的新进展及仍然面临的挑战,并对新世纪国际社会致力于教育为农村发展服务的行动议程进行了介绍。     

经济全球化与当代青年思想教育

经济全球化是资本在世界范围内不断扩张必然出现的趋势，会带动全球经济的加快发展，但这种发展有利于经济居于主导地位的强国。因此，霸权主义对弱小国家的经济、政治甚至武力的压迫，成为经济全球化进程中极不和谐而又不可避免的现象，和平与发展这两大问题并没有得到解决。上述背景必然反映到思想领域，教育工作应该引导青年一代在经济全球化的背景下树立正确的国家意识和人生坐标，珍惜青年学生的爱国主义情感，帮助青年学生树立正确的爱国主义理念，塑造青年学生的爱国主义精神，引导他们从对各种思潮、观点、理论的辨析中，从投入祖国复兴大业的实践中去认识真理。     

全球化背景下高等教育公私属性的思考

用萨缪尔森的产品概念来界定高等教育产品的公私属性,并以此来分析高等教育的全球性、浮现的世界市场和全球公共产品,那么以是否国有来界定高等教育产品的属性就行不通了.若从社会特性来区分产品的公私属性,那么全球的高等教育产品只能分为非排他性和非竞争性两类.由于公共产品往往在市场上生产不足,所以,充分认识高等教育私有产品在世界市场上的内在属性有现实意义.     

当代公民教育的文化问题

公民教育讨论必然涉及文化维度的思考。在全球化时代,我国公民教育更应该关注文化问题。当前我国公民教育的研究与实践遭遇了三种文化问题：在西方文化成为霸权文化的情况下如何处理西方公民文化与我国传统文化的关系,多民族国家内部共同文化与少数民族文化的关系问题,社会弱势群体公民教育中的文化资本问题。
